US or Israel will attack Iran by March

Likud MK, Yuval Steinitz, states he is
‘convinced United States will attack and save the world.’
“No elections will change the nature of the Palestinian Authority as a terrorist entity and a systematic agreement violator. Israel must disband the PA, at least in Judea and Samaria, as a preliminary move ahead of the future need to deal with the Iranian threat.”
There is more here than meets the eye.
To disband the PA is to abrogate Oslo. To abrogate Oslo is to end the “peace” process. I am all for it and for that matter for the annexation of Judea and Samaria.
But what about attacking Iran?
We know that it is in the interest of both the US and Israel that Hamas and Hezbollah be destroyed. So why the ceasefires in Lebanon and Gaza. Ultimately Hezbollah and Gaza will be attacked by Israel and utterly destroyed. The causus belli will either be rocket attacks or arms build up. Steinitz suggests the PA will also be destroyed.
The US demanded a ceasefire in Gaza knowing it would be a short term thing. They just wanted an up tick in atmosphere for Bush’s trip to Amman and Cheney’s trip to Saudi Arabia. There is no peace process now, only a war process.
The Baker report fall on its face. The US is talking of increasing its troops in Iraq by 30,000. Giuliani and McCain, both presidential candidates, are looking for victory. The cut and run Democrats have gone silent. Could it be that the deployment of another 30,000 troops is really in preparation for an upcoming attack on Iran.
And don’t forget the huge build up of an American armada in the Persian Gulf and a European one off Lebanon. The March to War: Naval build-up in the Persian Gulf and the Eastern Mediterranean.
Olmert has been talking with Saudi Arabia. Do you think that is about war or peace? In an AP article, Saudi will intervene in Iraq if US withdraws it reported,
“…or the Saudi king “may decide to strangle Iranian funding of the militias through oil policy. If Saudi Arabia boosted production and cut the price of oil in half … it would be devastating to Iran … The result would be to limit Tehran’s ability to continue funnelling hundreds of millions each year to Shi’ite militias in Iraq and elsewhere.”
BINGO. Pay attention. Not to mention limiting its ability to develope nuclear weapons.
I recenty asked, Can the US defend the Siniori government. After noting Secretary Rice’s very strong warnings to Syria, I argued,
“That’s really strong language. I worry though that she is speaking big and carrying a soft stick. With no boots on the ground how can she defend Lebanon. Nothing but bombing Syria would suffice or perhaps giving Israel the green light to finish Hezbollah off.
If the US is prepared to do this then it means that the US is not abandoning the ME. It will stand by Lebanon, Jordan and Israel. It will ensure that Iraq is “an ally in the war on terror.”

This phrase “an ally in the war on terror”, has recently been added to all Bush’s remarks about what he forsees for Iraq.
Look for Israel to take out Hezbollah and Hamas and the US to take out Iran’s oil distribution terminals preventing them from exporting oil. Saudi Arabia will make up the short fall. March is the target date.

'PROLOGUE:

When someone does something obviously egregious, we tend to look past it because it is our nature to believe that people are naturally sane, good, and honest. We cannot imagine that anyone would willfully destroy their own country, violate their own laws, trample on their own people, and do it with such naked bravado while the world looked on.

But people have done it and do it even still, because there is also a darker side to human nature. Those of us who see the good in people look past actions that appear to be willfully evil not only because it is in our nature but it is also a foundation of our culture, as Americans, we believe guilt must be proved.

So we do not see what is going on before our eyes and directly in front of us. We look past it, around it, through it, but not at it. We cannot look directly at it, because if we do, we lose the vision of our beloved America and see something so sinister, that our minds would rather collapse than accept it.

But chess forces us to abandon our preconceptions and emotions. It pushes us to think in terms of cause and effect and it forces us to consider each action and counteraction in terms of the whole game. That is to say, chess forces us to think beyond our own present and fixed position, forcing us to reason every possible outcome of each action and counteraction.

Furthermore, chess teaches us to calculate not against a person, or a group, or a nation, but against a strategy that has no inherent religious, moral, or human characteristics. Master players can suspend their fixated self at will. Sadly, I am no master, and so I continue to struggle in seeing the game despite my human nature as an obstacle.

But sometimes, it just happens, something sets it off and there you are, inside the board, walking each action out in your mind and seeing the whole from beginning to end.

QUESTIONS AND SEEING THE BOARD

Sometime this morning, all the various and truly bizarre events the Bush administration has been engaged in recently with regard to troop levels and surges suddenly crystallized for me, as though I were sitting at a chess board and seeing the entire strategy unfold before my eyes.

This is of course my opinion and I may very well be wrong. In fact, I hope I am wrong. But the news that Saddam Hussein would be executed soon, and then the news that it would be in the next 48 hours, boggled my mind. Why on earth would anyone want to set off an ideological bomb during an already chaotic situation? I do not defend Saddam Hussein, not by any measure. But when Iraq is falling into total chaos and civil war, and as American troops continue to die, why would anyone want to add fuel to that fire, enough fuel to destroy what is left?

Suspend your emotions and think strategically. Now look at the question again and in context.

The administration is stalling as it supposedly weighs its Iraq options, when in fact they have already made their decision. How do I know they have made their decision? One need only look at the slow leaks coming out, not the least of which was Joe Lieberman’s op-ed in the Washington Post, to understand that we are going to be sending more troops to Iraq. So why does the administration wait to tell us this?

In the meantime, naval carriers are deployed to send Iran “a warning,” as though the threats thus far and the passing of sanctions are not warning enough. Add to that the detainment of Iranian diplomats invited to Iraq by the Iraqi leadership. Why is the US arresting diplomats invited to a country that the US claims is a sovereign nation governing itself?

And what about those sanctions, which ultimately mean nothing and sadly mean everything? The sanctions are so watered down as to have no real effect on the Iranian population or economy. Why even bother passing them?

Why censor Dr. Leverett's opinion piece on Iran when the CIA already cleared it?

Now given this entire context, ask yourself again why Saddam Hussein is being executed now, during Hajj even? What is the urgency?

THE UGLY STRATEGY I SEE

This is what I think may be playing out, my opinion of course. And yes, the strategy is so brazenly obvious, arrogant, and antithetical to everything America is supposed to be and stand for that it will be difficult to digest.

What the Bush administration appears to be waiting for, stalling for, while they allegedly mull over the Iraq question, is for the naval carriers and other key assets to fall into position. This will happen in the first week of January. Saddam Hussein is being executed (and I would not be surprised if every major network aired it) to enrage tempers and fuel more violence in Iraq. This violence will justify an immediate need for a troop surge, although I think it will be described as temporary. Remember too that the British press has for the past week done nothing but report that Britain will be attacked by the New Year. Clearly they are preparing themselves for a contingency, and that contingency is the massive violence that will erupt across the Muslim world as they watch (and I really believe it will be televised) Saddam’s hanging just before the New Year.

Why is the rush to execute Saddam Hussein not account for Hajj? Or does it?

The carriers will be in position. I imaging there will be an event of some sort in Iraq, or the violence will spill into friendly (our friends) territory. It will be dramatic, even more so than the immediate violence.

The attacks will be blamed on Iran, with the help of the Saudis and Pakistan. Iran will be blamed for something that happens in Iran. The naval carriers, again, will be in position. The sanctions, as watered down as they are, have given the administration the blank check they needed from the world (and they still have their blank check from Congress) to order aerial strikes. The surge troops will be in position, and I estimate that ground support will begin around late February, early March.

Saddam’s execution and the violence will also be a convenient cover while the administration moves pieces into position.

But what the planners in the administration don’t seem to realize is that the Persians are the most expert of chess players, and they are a patient, strategy minded opponent. They are watching this develop, all of it, and they too are planning their counteraction. They know better than to strike first, because in doing so, they would lose the moral argument in the eyes of the world, as well as the advantage of counteraction. The US has a superior air force, but Iran has a formidable navy, and while the house of Saud will fuel this, the fallout will be fatal. Why?

Here is why: Because the US is too stretched to be able to protect Israel, and Israel cannot sustain a long term attack. They can sustain a few hits, but they will not be able to sustain a full blown attack.

If you have any doubt, go back to the recent war with Lebanon. The British will pull out, despite promises of support. Blair is on his way out, and the British public will not tolerate support for Israel, because of its help in supporting US imperialistic aggression. Whatever terrorist cells lurk in the US, and make no mistake, our administration has done little to address this issue, will be activated.

Also consider that the house of Saud is not prepared to defend itself against an uprising, and that the US cannot protect it while simultaneously operating on three different fronts and covertly in god knows how many. Despite the various sectarian differences in the Muslim world, there are two enemies that they all agree to fight and die fighting against: the US and Israel. This attack will set off a Muslim counterattack so large, that nothing will be able to stop it or contain it.

But our leadership does not see this, because they cannot think strategically and won't think in human terms, so they are left with nothing but arrogance. And we ae left with a world ablaze. '

Moves toward War with Iran: Part 2

history and director of the Center for Middle Eastern Studies at the
University of Chicago and later president of the Adlai Stevenson
Institute of International Affairs. Author of many books on
international affairs, world and Middle Eastern history, he recently

I set out why I think an American attack on Iran is
likely. Now I will show what steps are being taken to prepare for that
event.

The first step toward war is to prepare the public. That step was
partly taken in the 2005 “National Defense Strategy” which proclaimed
that “America is a nation at war” and warned that “At the direction of
the President, we will defeat adversaries at the time, place, and in the
manner of our choosing ....”

The second step is to show that alternative methods to cope with the
proclaimed threat to the security of the United States have not worked.
To this end, the United States has approached the UN Security Council as
a whole and its members individually to discuss what they are willing to
do. The response was lukewarm.

The Europeans have talked of sanctions, but they will be opposed by
China and Russia which stand to lose crucial revenue and access to oil
as Turkey and Jordan did in the 1990s. In any event, even draconian
sanctions would be unlikely to deter the Iranian government from actions
it believes necessary for its survival. So the Neoconservative
advisers advocate military attack.

In recent days, world leaders have come out flatly against the idea of
military action: German Prime Minister Merkel told the Bundestag on
September 6 that “The military option isn’t an option.” While she was
speaking, the Chinese foreign minister said, “China advocates that this
issue be resolved through negotiation and dialog in a peaceful way and
this position remains unchanged.” The French foreign minister
proclaimed on September 5 that France does not support a military action
and the Italian and Russian foreign ministers echoed the same
sentiment. According to press reports, the British government has told
the Bush administration that it will not take part in any armed action
against Iran. Probably the sole advocate of military action is Israel.

Military action has been in planning since before the wars with
Afghanistan and Iraq. This could come in any one of three forms or some
combination of them: A US attack by air power alone, a ground invasion
as in the 1991 and 2003 attacks on Iraq, or the encouragement of an
Israeli attack.

The National Security Doctrine form of “Preventive Action” now under the
most intense study is aerial bombardment. This is attractive because
America does not have sufficient combat troops for a land invasion.
Moreover, allegedly the U.S. Air Force generals have said that even
alone air power could “take out” (destroy) all suspected Iranian nuclear
installations and so devastate Iran that the regime would collapse.

What would aerial bombardment entail? What it involved in Iraq gives at
least a starting point: in some 37,000 sorties the US Air Force dropped
13,000 “cluster munitions” that exploded into 2 million bombs, wiping
out whole areas, and fired 23,000 missiles. Naval ships launched 750
Cruise missiles with another 1.5 million pounds of explosives. More
powerful weapons are now available. Air Force General Thomas McInerney
gave the Neoconservative Weekly Standard in April an inventory of
“improved” weapons. They include vastly larger “bunker buster” bombs
and greater targeting ability. McInerney pointed out that a B-2 bomber
can drop 80 500 pound bombs independently targeted on 80 different aim
points. In effect, this aerial bombardment would eclipse the “shock and
awe” of 2003 and be far more destructive than the 1991 campaign or the
devastating air war on Vietnam. But would it work?

The Israeli bombardment of Lebanon has been regarded as a test. Seymour
Hersh reported in The New Yorker talks he had with current and retired
American military and intelligence experts who told him that it was
regarded as “a prelude to a potential American preemptive attack to
destroy Iran’s nuclear installations.” They did terrible damage and
killed many people, but they failed to accomplish their mission. As
Bush’s former Deputy of State Richard Armitage said, “If the most
dominant military force in the region – the Israel Defense Forces –
can’t pacify a country like Lebanon, with a population of four million,
you should think carefully about taking that template to Iran, with
strategic depth and a population of seventy million…The only thing that
the bombing has achieved so far is to unite the [Lebanese] population
against the Israelis.”

The Air Force plans have been resisted by the senior generals of the
Army, Navy and Marine corps. In rare public statements and frequently
in private, they have said that the plans are fatally flawed and that
even if an invasion begins with aerial attack it will soon require
ground troops. Despite the misgivings of the military professionals,
Joseph Cirincione wrote in the March issue of Foreign Policy that
conversations with senior officials in the Pentagon and the White House
had convinced him that the decision for war had already been made.

The Washington Post has reported that at least since March, large teams
have been working on invasion plans in the Pentagon and the intelligence
agencies, while the Iran “desk” at the State Department has been
augmented to task force size. It reports to Elizabeth Cheney, daughter
of the vice president, who is assistant secretary of state for the Near
East. In the Pentagon, a similar organization has been established
under Neoconservative Abram Shulsky. In addition a new outpost has
been set up in Dubai to coordinate plans. On October 2, a powerful naval
battle group around the giant aircraft carrier Eisenhower sailed for the
Persian Gulf and is due to arrive a week before the November
Congressional elections to join a similar battle group led by the
aircraft carrier Enterprise. Meanwhile aircraft of the U.S. Air Force
are being readied in bases surrounding Iran and in distant locations.
These forces could deliver destructive power that would dwarf the aerial
assaults on Iraq.

The Iranian leadership, I have been authoritatively told, believes all
this is a bluff. In my next article, I will examine what will happen if
they are wrong.

Surging To Defeat In Iraq

W. Patrick Lang is a retired Army colonel who served with Special Forces in Vietnam, as an instructor at West Point, and as Defense Intelligence Officer for the Middle East. Ray McGovern was also an Army infantry/intelligence officer before his 27-year career as a CIA analyst. Both are with Veteran Intelligence Professionals for Sanity (VIPS).
As Robert Gates takes the helm at the Pentagon today, he is probably already aware that Vice President Dick Cheney and President George W. Bush are resolute in their decision to stay the course in Iraq (without using those words) for the next two years. What he probably does not realize is that the U.S. military is about to commit hara-kiri.
The media are abuzz with trial balloons with official leaks that President George W. Bush is about to approve a “surge” in U.S. troop strength in Iraq by tens of thousands. At the same time, surge advocate Sen. Lindsay Graham, R-S.C., just back from a brief visit to the Green Zone with fellow surgers John McCain, R-Ariz., and Joe Lieberman, D-Conn., has warned that “the amount of troops will make no difference” if Iraqi Prime Minister Nouri al-Maliki avoids taking “bold” moves. The three pretend to be unaware that the most important move for which they pressed—breaking with radical Shiite leader Moqtada al-Sadr—would amount to political suicide for Maliki.
Meanwhile, back at the Sunday talk shows, incoming Senate Majority Leader Harry Reid, D-Nev., who owes his position to the popular revolt in November against the war, said he can “go along” with a surge, but only for two to three months and only as part of a broader strategy to bring combat forces home by early 2008. Meanwhile, says Reid, Democrats will “give the military anything they want.”
Can Reid be oblivious to the reality that this has to do with the next two years—not the next two months? Former Army vice chief of staff Gen. Jack Keane, one of the anointed retired generals who have Bush’s ear, is urging him to send 30,000 to 40,000 more troops and has already dismissed the possibility of a time-frame shorter than one and a half years. What seems clear is that the president is determined that the war not be lost while he is in office. But events are moving too fast for that. It was not quite the way he meant it, but Bush has gotten one thing right; there will indeed be no “graceful exit.” That goes in spades, if he sends still more troops.
Oxymoron
A generation from now, our grandchildren will have difficulty writing history papers on this oxymoronic debate on how to surge/withdraw our troops into/from the quagmire in Iraq. Historians will have just as much trouble, especially those given to Tolstoy’s theory that history is ruled by an inexorable determinism in which the free choice of major historical figures plays a minimal role. Tolstoy died before events put into perspective the legacy of Tsar Nicholas II, Emperor and Autocrat [Decider] Of All The Russias, and his Vice President/éminence grise, Rasputin.
Judging from President Bush’s behavior in recent weeks, it is difficult to escape the conclusion that he may be no more stable than Nicholas II. And if retired Col. Larry Wilkerson, Colin Powell’s top aide at the State Department, is right in saying that Bush still has the “vice president whispering in his ear every moment,” we have an unhappy but apt historical analogy.
But, you protest, the generals most intimately involved in Iraq, John Abizaid and George Casey, and Army Chief of Staff Peter Schoomaker have made no secret of their strong reservations about sending large numbers of additional troops. That is correct, but also irrelevant. Because, as was the case in the Vietnam War, our top generals have long since morphed into careerists and politicians. They have become accustomed to looking up for the next reward—and not down at the troops who bear the brunt of their acquiescence in political/military decisions that make no sense.
But what about Senators Joe Biden and Ted Kennedy—and Colin Powell, and even Donald Rumsfeld, all of whom spoke out yesterday against a sizable surge in troop strength in Iraq? No problem. Cheney/Bush is the sole “decider.”
This does not mean that Defense Secretary Robert Gates should renege on his promise to visit the troops in Iraq and hear the generals out. It does mean that by the time he gets there, the generals can be expected to be already “on board with the program,” as they say. And taking issue with “deciders” has never been Gates’ strong suit.
What Gates may not realize, but the generals should, is that once an “all or nothing” offensive like the “surge” contemplated has begun, there is no turning back. It will be “victory” over the insurgents and the Shia militias or palpable defeat, recognizable by all in Iraq and across the world.

Stalingrad on the Tigris
A “surge” of the size possible under current constraints on U.S. forces will not turn the tide in the guerrilla war. Reinforcement of Bagdad several thousand U.S. troops last summer simply brought on more violence. Those who believe still more troops will bring “victory” are living in a dangerous dream world and need to wake up.
Moreover, major reinforcement would commit the US Army and Marine Corps to decisive combat in which there are no more strategic reserves to be sent to the front. It will be a matter of win or die in the attempt. In that situation, everyone in uniform on the ground will commit every ounce of their being to a hope of “victory,” and few measures will be shrunk from.
Analogies come to mind: the Bulge, Stalingrad, the Battle of Algiers. It will be total war with all the likelihood of excesses and mass casualties that come with total war.
To take up such a strategy and force our armed forces into it would be an immoral course of action, both for our troops and for the thousands more Iraqis bound to die.
Sen. Gordon Smith, R-Ore., spoke for many of us last Thursday on the Senate floor:
“I, for one, am at the end of my rope when it comes to supporting a policy that has our soldiers patrolling the same streets in the same way, being blown up by the same bombs day after day. That is absurd. It may even be criminal. I cannot support that anymore.”
Yesterday, when George Stephanopoulos asked Smith what he meant by “criminal,” he replied:
“I said it. You can use any adjective you want, George. But I have long believed in a military context, when you do the same thing over and over again, without a clear strategy for victory, at the expense of your young people in arms, that is dereliction. That is deeply immoral.”
If adopted, the “surge” strategy will be even worse than that. It will be something we will spend a generation living down.

U.S. and Britain to Add Ships to Persian Gulf in Signal to Iran

WASHINGTON, Dec. 20 — The United States and Britain will begin moving additional warships and strike aircraft into the Persian Gulf region in a display of military resolve toward Iran that will come as the United Nations continues to debate possible sanctions against the country, Pentagon and military officials said Wednesday.

The officials said that Defense Secretary Robert M. Gates was expected this week to approve a request by commanders for a second aircraft carrier and its supporting ships to be stationed within quick sailing distance of Iran by early next year.

Senior American officers said the increase in naval power should not be viewed as preparations for any offensive strike against Iran. But they acknowledged that the ability to hit Iran would be increased and that Iranian leaders might well call the growing presence provocative. One purpose of the deployment, they said, is to make clear that the focus on ground troops in Iraq has not made it impossible for the United States and its allies to maintain a military watch on Iran. That would also reassure Washington’s allies in the region who are concerned about Iran’s intentions.

The officials said the planned growth in naval power in the gulf and surrounding waters would be useful in enforcing any sanctions that the United Nations might impose as part of Washington’s strategy to punish Iran for what it sees as ambitions to acquire nuclear weapons. And the buildup would address another concern: that Iran could try to block oil shipments from the gulf in retaliation for United Nations sanctions or other American-led pressure.

Steps are already being taken to increase the number of minesweeping vessels and magnetic “sleds” carried by helicopters to improve the ability to counter Iranian mines that could block oil-shipping lanes, Pentagon and military officials said.

As part of future deployments after the first of the year, the British Navy plans to add two mine-hunting vessels to its ships that already are part of the international coalition patrolling waters in the Persian Gulf.

A Royal Navy news release said the ship movements were aimed at “maintaining familiarity with the challenges of warm water mine-hunting conditions.” But a senior British official said: “We are increasing our presence. That is only prudent.” Military officers said doubling the aircraft carrier presence in the region could be accomplished quickly by a shift in sailing schedules.

As opposed to ground and air forces that require bases in the region, naval forces offer a capacity for projecting power in parts of the world where a large American footprint is controversial, and unwanted even by allies. Many of the ships could be kept over the horizon, out of sight, but close enough to project their power quickly if needed.

Vice Adm. Patrick M. Walsh, commander of naval forces across the military’s Central Command, said that while “Iranian tone and rhetoric creates an environment of intimidation and fear,” the United States “must be careful not to contribute to escalation.” In an interview from his headquarters in Bahrain, Admiral Walsh declined to discuss the specifics of future deployments. “To assure our friends, we have to have capabilities to secure the critical sea lines of communication,” he said.

“They need reassurances that we expect to be part of the effort here for the long term, that we will not run away from intimidation and that we will be part of the effort here for security and stability at sea for the long term,” he added. “Our position must be visible and it must have muscle in order to be credible. That requires sustained presence.”

Other military and Pentagon officials did describe specifics of the planned deployments in order to clarify the rationale for the movement of ships and aircraft, but they would not do so by name because Mr. Gates had not yet signed any deployment orders.

Pentagon officials said that the military’s joint staff, which plans operations and manages deployments, had recently received what is called a “request for forces” from commanders asking for a second aircraft carrier strike group in the region, and that a deployment order was expected to be signed by the end of the week by Mr. Gates. That specific request was mentioned in various news accounts over the past few days.

The aircraft carrier Eisenhower and its strike group — including three escort ships, an attack submarine and 6,500 sailors in all — entered the Persian Gulf on Dec. 11 after a naval exercise to practice halting vessels suspected of smuggling nuclear materials in waters across the region. A carrier had not been inside the gulf since the Enterprise left in July, according to Pentagon officials. The next carrier scheduled to sail toward the Middle East is the Stennis, already set to depart Bremerton, Wash., for the region in late January, Navy officers said.

Officials expressed doubt that the Stennis and its escorts would be asked to set sail before the holiday season, but it could be ordered to sea several weeks earlier than planned. It could then overlap for months with the Eisenhower, which is not scheduled to return home until May, offering ample time to decide whether to send another carrier or to extend the Eisenhower’s tour to keep the carrier presence at two.

Doubling the number of carriers in the region offers commanders the flexibility of either keeping both strike groups in the gulf or keeping one near Iran while placing a second carrier group outside the gulf, where it would be in position to fly combat patrols over Afghanistan or cope with growing violence in the Horn of Africa.

But these same officials acknowledge that Iran is the focus of any new deployments, as administration officials view recent bold moves by Iran — and by North Korea, as well — as at least partly explained by assessments in Tehran and North Korea that the American military is bogged down in Iraq and incapable of fully projecting power elsewhere.

Adm. Mike Mullen, the chief of naval operations, has made the case that the United States should seek to create “a thousand-ship Navy.” That would be impossible for the United States alone given current budgets, so instead it would be accomplished by operating more closely with allied warships to better cover critical areas like the Persian Gulf.

He said that such a cooperative naval concept would be a “global maritime partnership that unites navies, coast guards, maritime forces, port operators, commercial shippers and many other government and nongovernment agencies to address maritime concerns.”

As an example, at present there are about 45 warships deployed in the Persian Gulf and waters across the region from the Red Sea to the Indian Ocean, with a third of those supplied by allies, which this month include Australia, Bahrain, Canada, France, Germany, Italy, Pakistan and Britain.

We turn now to the latest on Iran – the New York Times is reporting the United States and Britain will soon move additional warships and strike aircraft into the Persian Gulf region to be within striking range of Iran. Senior U.S. officers told the paper that the increase in naval power should not be viewed as preparations for any offensive strike against Iran. But they acknowledged that the ability to hit Iran would be increased.
The aircraft carrier Eisenhower and its strike group entered the Persian Gulf on Dec. 11. Another aircraft carrier, the Stennis, is expected to depart for the Gulf within the next month. The military said it is also taking steps to prevent Iran from blocking oil shipments from the Gulf.

AMY GOODMAN: Today on a Democracy Now!, we present an in-depth discussion between two figures who have been very critical of the Bush administration's policy on Iran. Scott Ritter is a former United Nations weapons inspector in Iraq. He recently wrote the book, Target Iran: The Truth About the White House’s Plans for Regime Change. Seymour Hersh is the Pulitzer Prize-winning investigative journalist for the New Yorker magazine. In October, Scott Ritter and Seymour Hersh held a public conversation in New York about Scott Ritter's new book. Seymour Hersh began the conversation.
SEYMOUR HERSH: So, Scott, in your book you write at some point -- you list a -- you have an account of some of the things that are going on today inside Iran. You say Israel and the United States were carrying out -- this is on page 147, etc. -- were carrying out a full-court press to try and identify and locate secret nuclear facilities inside Iran. Israel made heavy use of its connections to the Iraqi Kurdistan and to Azerbaijan to set up covert intelligence cells inside Iran, whose work was allegedly supplemented with specially trained commandos entering Iran disguised as local villagers.
The United States was conducting similar operations using Iranian opposition forces, in particular the MEK -- that’s the Mujahideen cult, which is a terrorist group, defined by us as an at-one-time anti-Saddam, now anti-Iran group that works very closely still with us, despite its being listed as a terrorist group.
And you describe using opposition forces inside Iran and the MEK to conduct cross-border operations under the supervision of the CIA. The US has also made use of its considerable technical intelligence-collection capabilities, focusing the attention of imagery and electronic eavesdropping satellites, etc., for operating along Iran’s periphery. The problem was that neither the Israelis nor the United States could detect any activity whatsoever that could point to a definitive location on the ground where secret nuclear weapons activity was taking place.
A couple of questions. Says who? I haven’t read this in the New York Times. You don’t source it. What’s the source? And what do you know? And how do you know this?
SCOTT RITTER: Well, as I mentioned in the back, where I talk about sources, most of that information is readily available in the press -- not the American press. You’re not going to read about it in the New York Times, you’re not going to read about it in the Washington Post, you probably won’t read about it in most mainstream English-language newspapers. But, you know, we used to have an organization in the CIA called FBIS, the Foreign Broadcast Information Service, that would translate the newspapers of the various nations around the world to give you literally a bird's-eye view of what’s going on in that country.
So if you read the Azeri press, for instance, you’ll find out that the Israeli Mossad has upped its efforts to build a station in Azerbaijan. And the Azeri press will delve into that more. Why does the Mossad want to build a station operating? There’s a couple reasons. One, the Mossad is working with the Azeri population. You know, there is a Jewish minority in Azerbaijan that has emigrated to Israel. And so, there’s a number of Azeri Israelis that the Israeli government now is bringing back to Azerbaijan to work on this issue. This is spelled out in the Azeri press, so if you want to get some good insights, read the Azeri press. Read the Turkish press. The Turkish press will also talk about what’s going on in Iran and Azerbaijan. This will give you the leads.
And then, because I’m not an active in-service intelligence officer anymore, I will take these leads and call friends who are active serving intelligence officers. And while they’re not going to divulge classified information, I’ll say, “Hey, I read something, where certain activities are taking place. Can you comment on this news?” We’ll sit down over some beers, and they’ll comment. And then you dig even further. And I’ll tell you that I wrote the book before I went to Iran. But when I got to Iran and I talked to Revolutionary Guard commanders, what surprised me is that they knew all this. The Iranians were very cognizant of what was going on in the Azeri section of Iran, in the Kurdish section. They could quote, you know, chapter and verse about what the CIA is up to, what the Israelis are up to.
But, you know, again, the bottom line is, why don’t I footnote this? For probably the same reason why a lot of people don’t footnote things, because if I commit to a specific piece of information coming from a specific written source, that means that another piece of information that I don’t commit to a specific written source, where did that come from? Well, maybe it came from a human source. Now, I’ve just made it easier in this day and age for those who don’t want factual information to get in the hands of the average American citizen, those who want to keep American foreign policy and national security policy secret from the Americans they are supposed to be protecting. They’ll go after these people, and you know they go after these people. And I’m going to do everything I can to ensure that I don’t facilitate harm coming to those who have the courage to assist me in trying to get facts out to people so they can know more about this problem we call Iran.
SEYMOUR HERSH: Why doesn’t my colleagues in the American press do better with this story?
SCOTT RITTER: One of the big problems is -- and here goes the grenade -- Israel. The second you mention the word “Israel,” the nation Israel, the concept Israel, many in the American press become very defensive. We're not allowed to be highly critical of the state of Israel. And the other thing we're not allowed to do is discuss the notion that Israel and the notion of Israeli interests may in fact be dictating what America is doing, that what we're doing in the Middle East may not be to the benefit of America's national security, but to Israel's national security. But, see, we don’t want to talk about that, because one of the great success stories out there is the pro-Israeli lobby that has successfully enabled themselves to blend the two together, so that when we speak of Israeli interests, they say, “No, we're speaking of American interests.”
It’s interesting that AIPAC and other elements of the Israeli lobby don’t have to register as agents of a foreign government. It would be nice if they did, because then we’d know when they’re advocating on behalf of Israel or they're advocating on behalf of the United States of America.
I would challenge the New York Times to sit down and do a critical story on Israel, on the role of Israel's influence, the role that Israel plays in influencing American foreign policy. There’s nothing wrong with Israel trying to influence American foreign policy. Let me make that clear. The British seek to influence our foreign policy. The French seek to influence our foreign policy. The Saudis seek to influence our foreign policy. The difference is, when they do this and they bring American citizens into play, these Americans, once they take the money of a foreign government and they advocate on behalf of that foreign government, they register themselves as an agent of that government, so we know where they're coming from. That’s all I ask the Israelis to do. Let us know where you’re coming from, because stop confusing the American public that Israel's interests are necessarily America's interests.
I have to tell you right now, Israel has a viable, valid concern about Hezbollah in southern Lebanon. If I were an Israeli, I would be extremely concerned about Hezbollah, and I would want to do everything possible to nullify that organization. As an American, I will tell you, Hezbollah does not threaten the national security of the United States of America one iota. So we should not be talking about using American military forces to deal with the Hezbollah issue. That is an Israeli problem. And yet, you’ll see the New York Times, the Washington Post and other media outlets confusing the issue. They want us to believe that Hezbollah is an American problem. It isn’t, ladies and gentleman. Hezbollah was created three years after Israel invaded Lebanon, not three years after the United States invaded Lebanon. And Hezbollah’s sole purpose was to liberate southern Lebanon from Israeli occupation. I’m not here to condone or sing high praises in virtue for Hezbollah. But I’m here to tell you right now, Hezbollah is not a terrorist organization that threatens the security of the United States of America.

AMY GOODMAN: We return to the conversation at the Ethical Culture Society between Scott Ritter and Seymour Hersh. Scott Ritter is author of the book, Target Iran: The Truth About the White House’s Plans for Regime Change. Seymour Hersh is a Pulitzer Prize-winning investigative journalist with the New Yorker magazine. This is Seymour Hersh.
SEYMOUR HERSH: So, in your book, speaking of Israel, it’s sort of interesting reading through it. Let’s see. Essentially, you describe Israel as viewing Iran -- the notion of an Iranian nuclear weapon as an existential threat. You describe how Israel collects intelligence -- we could also call it “spies” -- on the International Atomic Energy Agency. This is all sort of revelatory stuff, in a way -- not the first part, but certainly this, that Israel has penetrated and worked very closely with people inside the IAEA, has apartments, safe houses in Vienna, where it does business and basically operates politically inside the IAEA.
Three, you describe in great detail -- again, I think in more detail than has ever been made public – how much the Israelis have worked very closely with the MEK, the cult, this terrorist group that’s now pretty much in play again -- we’ll get to that in a minute -- in not only in terms of supporting it and urging us, the United States, to support it, but also much of the intelligence, most of the main things that were learned in this administration about the Iranian nuclear weapons programs, were announced by MEK officials over the years, particularly in August of 2002. There was a major announcement of the underground facilities, a place that many of you now know, Natans. And the extent of digging inside Iran was made public by the MEK. And you write in your book repeatedly how Israel was the source for that intelligence and basically was using the MEK to proselytize and propagandize in America. You also describe, as we said earlier, extremely active operations by Israel inside Iran, running agents, etc., collecting intelligence.
So, tell us about you and Israel. Are you anti-Semitic? Are you anti-Israel? I know you served there. Tell us about it.
SCOTT RITTER: Well, first of all, I am not anti-Semitic, and I’m definitely not anti-Israeli.
SEYMOUR HERSH: You’re certainly not a self-hating Jew, let's make that clear.
SCOTT RITTER: No, I could be a self-hating goyim, but... Unless there’s something in my past we haven’t uncovered yet.
SEYMOUR HERSH: Like some senators, right?
SCOTT RITTER: But it’s irrelevant. The bottom line is I consider myself to be a friend of the state of Israel. I consider myself to be a true friend of the Israeli people. But I define friendship as someone who takes care of a friend, who just doesn’t use or exploit a friend. And, you know, there’s that old adage: friends don’t let friends drive drunk. We used to use that in the anti-drug campaign, the anti-alcohol campaign. That’s how I view my friendship with Israel. And when I see a friend preparing to drive drunk or doing something that’s going to be harmful to them, or to me, I’ll say, “No,” I’ll say, “Stop.” So my criticism of Israel is not from some, you know, Jewish-hating anti-Semitic foundation of myself. No.
As I point out to people, I spent a couple weeks in 1991 working with people to stop Iraqi ballistic missiles from landing on Israeli soil. A lot of good Americans lost their lives in that effort, and we took it seriously. I spent four years in Israel working with the Israeli government on the issue of Iraq. I was very close with Israeli intelligence, very close with the Israeli government, and I have a lot of sympathies for them. I know how they work. I know who the players are.
And I will say this: if I were Israeli, I’d be doing exactly what they’re doing. Alright? They have a legitimate concern here. Let's not kid ourselves. It’s a small little country. And if a nuclear device goes off inside that small little country, Israel ceases to exist as a viable nation-state. They can’t afford any room for error. There is no margin of error here.
That’s why Israel has taken the position that not only will they not tolerate an Iranian nuclear weapons program, they will not tolerate nuclear technology that is usable in a nuclear weapons program, in this case, enrichment technology that Iran is permitted to have under Article 4 of the Non-Proliferation Treaty. Israel says no. If Iran can enrich to levels that are usable in a nuclear reactor, that same technology can be used to enrich to levels usable in a nuclear device. Therefore, the Israeli position is “not one spinning rotor,” meaning not one centrifuge allowed to operate inside Iran. That’s a zero-tolerance policy.
Now, Iran’s a big country that carried out a covert program. You know, let's mention this, too. When the MEK gave the briefing in August of 2002 using what many people have said is Israeli information, guess what? They were right. Let’s not forget that. They didn’t come out and spew garbage. This was not Ahmed Chalabi making stuff up. This is the MEK representative saying there is a facility in Natans involved in the enrichment of uranium, that is being kept secret from the world. And they were right. So let’s give a little tip of the hat to the Israeli intelligence community for getting it right.
But there’s a difference between getting the intelligence right and getting the policy right. And I will tell you right now that the Israelis have the policy wrong, because they have created a system of analysis that deviates from the lessons learned from the Yom Kippur War. At the end of the Yom Kippur War, they basically said there will be no more “konseptsia,” meaning we’re going to have a concept of what the enemy thinks. We’re going to conceive what the enemy thinks, project what the enemy thinks.
And they got it wrong. They projected that the Egyptians would never attack on the dates that people talked about. Next thing you know, you’ve got the Third Egyptian Army rolling across the Sinai, and the Israelis got serious problems. They said, “It will be fact-based analysis from now on, and we will double-check and we will triple-check.” One of the more interesting Israelis I’ve met was the Doubting Thomas. He’s the guy -- he’s a colonel. All information that went to the director of military intelligence came through him, all assessments. He sat down and picked them apart. And basically, if you made an assertion, he said, “How do you know this?” If you said x, he said, “Why isn’t it y?” And you had to answer him. You had to come back and explain this, and only then did the analysis get to the director of military intelligence, who is the head of national assessments in Israel. He then takes it to the prime minister. So, imagine that, being the head of state, getting quality intelligence from your intelligence community that’s been double-checked, triple-checked, questioned, so there’s no room for error.
But an interesting thing happened in the aftermath of the Gulf War. Some personalities took over. One, in particular, I write about in the book: Amos Gilad, then a brigadier general. I think he left as a major general. But Amos Gilad brought back into fruition the notion of konseptsia. You see, he conceived the notion of a nexus combining Iran with Hezbollah with Hamas. And he said Israel is at threat. This whole thing is lumped together, and we have to deal with it all. And the head that has to be cut off, if we’re going to succeed, is Iran. Iran is the threat. Iran is the problem. Iran must be dealt with. And he started slanting the intelligence assessments that were being presented to the director of military intelligence, this time on what I’ll call faith-based analysis, his gut feeling, his belief, but not the facts. This isn’t sound factually based analysis. This is a deviation. And unfortunately, the politicians bought off on it.
And again, because we have yet, today, to be able to separate in the American policy formulation that involves Israel, separate Israeli interests from American interests, the Israeli government has been very successful in using the pro-Israeli lobby to make sure that the Israeli concerns, the Israeli point of view, becomes the American point of view. And that’s what’s happening here.
But, yes, Israel has agents operating inside Iran. They better have agents operating inside Iran. I wish we had more agents operating inside Iran, so we knew more what’s going on. Can you blame Israel, because they care about nuclear weapons, for trying to get close to the International Atomic Energy Agency? We do it. Why is the world surprised that Israel is going to do it? When you have inspectors that go into a nation that you have deemed hostile, you want to know what they know. You also want to help guide them. Israel did this in Iraq. And I have to say it was very honorable, what they did. They didn’t go in to corrupt the inspection process. They went in to improve, to enhance the inspection process.
But with Iraq, it was fact-based analysis. That’s why, at the end of the day, the Israeli government was willing to accept that Iran had been virtually disarmed, that almost all the WMD had been accounted for. In 1998, that was the assessment. Thanks to Amos Gilad, by 2003 Iraq’s weapons of mass destruction had been reborn, and he didn’t have to explain how they had been reborn. It was konseptsia. It was a gut feeling. They were there because Saddam’s bad.
The same thing is happening with Iran today, because all of this intelligence that’s being done has uncovered a nuclear enrichment program, not a nuclear weapons program. But the Israelis have already concluded, thanks to Amos Gilad and his konseptsia, that a nuclear weapons program exists. Therefore, if you’re not finding evidence of it, it means you’re not looking in the right places. So then you begin to speculate. How many people here remember underground facilities in Iraq, Saddam’s tunnels, everything buried? Well, there weren’t, were there?
Well, guess what. The Israelis talk about tunnels in Iran. And there are tunnels in Iran. The Iranians have been working with the North Koreans for the last couple decades to perfect deep tunneling techniques, and they are boring in the ground. You saw all those little Hezbollah tunnels in South Lebanon that were so effective against the Israelis? They were dug by the Iranians with North Korean assistance. That comes from the Iranians themselves. And they’re doing the same thing in Iran today. And the Israelis are detecting this deep tunneling activity, and they’re sending elements in to do reconnaissance on that, but they're not finding any evidence of nuclear-related activity, because there isn't any going on.
But again, thanks to konseptsia, Gilad, and the way the Israelis now do their assessments, they immediately equate deep tunneling and a nuclear enrichment program to mean that there’s a secret underground nuclear weapons program. Faith-based analysis has trumped fact-based analysis, and because of the pressure put on American policymakers by the Israeli lobby, our own government has now embraced this point of view. And this is very dangerous, ladies and gentleman, because if we accept at face-value, without question, the notion of a nuclear weapons program in Iran, that means the debate’s over. It’s over, because if Iran has a nuclear weapons program that operates in violation of international law, it’s very easy for American policymakers to talk about the imperative to confront this.
And if you can’t confront it successfully diplomatically, that leaves only the military option on the table. And right now, that’s the direction we’re heading, because the debate’s over, apparently, about whether or not Iran has a nuclear weapons program, even though the IAEA has come out and said there’s no evidence whatsoever to sustain the Bush administration's allegations that such a weapons program exists. Note, I didn’t say that the IAEA said there is no such weapons program -- they can’t prove that.
But note that the Bush administration has taken this and now changed course, like they did with Iraq. Saddam said, “We don’t have any weapons. The inspectors aren’t finding any weapons. Keep looking.” Why? Because the onus isn’t on the inspectors to find the weapons. The onus is on Iraq to prove that none exist. But how can you prove a negative? The same thing is in play today with Iran. We have told the Iranians it is their responsibility to prove to the international community beyond a shadow of a doubt that there is no nuclear weapons program in Iran. How can you prove a negative?
But that’s not the point, because it’s not about a nuclear weapons program. It’s about regime change and the Bush administration using the perception of threat from a nuclear weapons program to achieve their ultimate objective of regional transformation, which is, again, a policy born more in Tel Aviv than Washington, D.C.
SEYMOUR HERSH: OK. Digression. One of the things you and I used to talk about was, when Scott was an inspector from ’91 to ’98, he got in a lot of trouble, an awful lot of trouble, with his government, because he would take highly classified information to Israel to be analyzed first, remember? Particularly some of the overhead stuff, U-2 stuff. And that caused you a lot of investigations, a lot of problems in terms of -- just of loyalty issues. But still, the fact is you thought so highly of Israel. I remember you telling me years ago that they could understand what was going on from satellite photographs in six or seven hours. If you gave it to the American system, we were dealing in a week, and you would get a bad analysis. No, that’s just -- you had a lot of faith in their intelligence capability.
So, what the hell is going on there? Is it as simple as that? Is it just as simple as a few people at the top playing Ahmed Chalabi? Or is it -- what happened? Why aren’t they calling it the way, if you’re right, they should?
SCOTT RITTER: Well, again, I think it comes down to -- you know, the Bush administration likes to talk a lot about the nexus, the nexus between weapons of mass destruction and terrorism.
I’ll talk about the nexus between the neoconservatives in Washington, D.C., and the right wing of the Likud Party in Israel. These elements, these political elements have been working hand-in-glove for many, many years. And now that the neoconservatives in Washington, D.C., have seized power, have gained power, attained power, now that they’re in power, the right wing in Israel has to play this game. They have to deal with the cards that they’ve been dealt. And so, they're not going to stand up to the United States. You’re not going to sit there and try and encourage the United States to make a move on Iran using fact-based information.
You’ve got to understand there are certain buttons you need to push in Washington, D.C., to get American politicians to move in a certain direction. And you’ve got to keep it simple. And the simplest thing is to say that there is a nuclear weapons program in Iran. And then, you’ve got to push some more buttons, because you don’t want to treat that in isolation. You want complicate it further: that nuclear weapons program is in the hands of a nation that is a state-sponsor of terror -- Iran. And the terrorist organizations that they sponsor are inclusive of Hezbollah, Hamas, the Palestinian Liberation Organization Fatah wing. This is all part of the same problem, you see.
And in doing so, Israel now complicates America's overall policy posture vis-a-vis the Middle East, because now it becomes very difficult to treat the Palestinian situation in isolation. It becomes very difficult to treat the Hezbollah situation in isolation or to treat Iran in isolation. Israel has lumped it all together, because they know how to play the American political game, I think, better than we know how to play the American political game. So this is about domestic politics trumping intelligence and sound analytical processes.

AMY GOODMAN: We return to our conversation between Pulitzer Prize-winning journalist Seymour Hersh and Scott Ritter. This is Seymour Hersh.
SEYMOUR HERSH: I think a lot about the neocons, and what’s interesting about the neocons and their influence, as you say, is that if you look at it, in the last few years, they’ve really lost a lot of the intellectual leadership from direct policy input. Wolfowitz is gone. Richard Perle certainly was no longer head of the Defense Policy Board. He’s on the outside. Douglas Feith, who was an undersecretary of defense and very important to Rumsfeld, is gone. So with some of their more important acolytes out of the way, why are we still talking about the neocons? What is it about us that enables them to keep on going, even though many of their leaders -- nobody would define either Bush or Cheney or Rumsfeld as neocons before 2001. They were just realist conservatives. How have we gotten to -- what’s your guess about it? I mean, I don’t have an answer. Do you have an answer?
SCOTT RITTER: I don’t have a definitive answer, but I would say this. If you want to attribute anything to the empowerment of the neoconservatives, attribute eight years of Clinton presidency. You see, the neoconservatives had thrived under the presidency of Ronal Reagan, because we had an evil empire back then, you see? You had an enemy, a focal point. And so, they could sit there and talk about global hegemony, talk about global domination, and no one would hold them to task, because it was widely recognized that we were engaged in a global struggle with another global superpower.
When the Soviet Union collapsed, the neoconservative thinkers, these global hegemonists, said, “We can’t allow any power or group of powers to step into that vacuum.” This is 1991, 1992. In fact, in 1992, under the direction of Dick Cheney, who was at that time the Secretary of Defense, Paul Wolfowitz and Scooter Libby helped author a vision statement, a policy statement for the Defense Department, that talked about how we divide the world into spheres of strategic influence and how we will intervene unilaterally, prevent preemptively, militarily, if required, to dominate these regions, and that’s what we need to do with the fall of the Soviet Union.
There was a little hiccup along the way of that becoming policy, called an election, where George Herbert Walker Bush, the heir to Ronald Reagan, got defeated, and Bill Clinton came in. And when Clinton came in, all these neoconservative ideologues, who had been shaping and influencing policy for 12 years, were no longer in power. And what they did is they all went off to roost in various neoconservative or conservative or right-leaning think tanks, and they festered for eight years, perfecting this poison that became their policy. And then, when George Bush -- George Walker Bush -- got elected, they came in and assumed power, but they had eight years to basically put a spit shine on their vision of how the world would look.
And they didn’t have an easy time early on. There was a lot of hiccups. If you remember, in the summer of 2001, how critical people were of the Bush administration, of Donald Rumsfeld, of these neoconservative thinkers, because their ideology wasn’t melding with the post-Clinton reality.
Thanks to September 11, 2001, 19 criminals who hijacked four airplanes and flew them into three buildings and a farm field, all that changed. The neoconservatives were successfully able to exploit the ignorance-based fear of the American public to sell them a bill of goods about the world we live in. And as a result, they had a seamless transition from an ideology that America should reject at face value, and it now has become the official policy of the United States of America, the national security policy or strategy of the United States of America, first promulgated in September 2002, most recently updated in June 2006. This policy is almost word for word the same doctrine that Wolfowitz penned in 1992, that the Project for a New American Centry put out in 1997. And it is now that which defines how America interfaces with the rest of the world.
SEYMOUR HERSH: But, Scott, answer the question. If they fester, why are they festering? Why do they continue to have this influence? You’ve mentioned another one that’s gone: Libby -- when so many of the intellectual gurus of that group -- I mean, certainly Wolfowitz, Libby was very important, too. Why, given the collapse of policy in Iraq, which is becoming increasingly obvious to everyone, why are we still there? Why is this country still basically -- the policies of the country still neoconservative? What has been festered? What has been inculcated in us? What’s going on?
SCOTT RITTER: Well, again, the reason why I talked about the festering is to point out that they had 12 years of being in power, followed by eight years of being able to take their policy to think tanks and work on it. So that’s 20 years that the neoconservatives were able to develop and perfect its ideology.
SEYMOUR HERSH: Yeah, but we’ve got a constitution. We’ve got a congress. We’ve got a press. We’ve got a bureaucracy. What’s going on?
SCOTT RITTER: Because on September 11th, the United States of America suffered its worst defeat, not at the hands of terrorists, but at the hands of the neoconservatives, who basically allowed the terrorists to win by turning America on itself. We have a congress, but Congress only counts when it functions. And when Congress refuses to carry out appropriate oversight, when Congress refuses to hold the President accountable for policy decisions, when Congress stands by idly while we violate international law and indeed the Constitution of the United States, invading a sovereign state without just cause, allowing the torturing of individuals to occur by American service members, when Congress sits by and tolerates warrantless wiretappings, they don’t function as a legitimate branch of government.
SEYMOUR HERSH: OK, but let’s just go back. We all agree on Congress. But the fact is that when Olmert was here in May, the prime minister of Israel, and gave a speech about Iran to a joint session of Congress, the big applause lines, the standing o’s came when he criticized Iran and raised the specter -- the same language you were talking about -- this existential language, this threat, and that was a standing ovation. The fact of the matter is that no matter how you describe it, no matter how we perceive it, if the President orders a military attack on Iran, Congress will rubberstamp it. There’s no question about that, in my view. I don’t know what you think. And I guess, heuristically, if you will, what’s your guess? We want to do a lot of questions, because there may be somebody here who disagrees with what Scott’s saying. It takes an awful lot of courage, but anyway.
SCOTT RITTER: I try not to be controversial.
SEYMOUR HERSH: But, so, what’s your guess? What happens? October surprise next year? What do you think? What do you think? What’s in line for us?
SCOTT RITTER: Well, first of all, let's start with what you're talking about: the standing ovation that Olmert gets. Why? Why would he get this standing ovation? Because the United States of America has been preconditioned since 1979 to accept at face value anything negative said about the Islamic Republic of Iran. Now, there’s a lot of negative things that can be said about the Islamic Republic of Iran. But unfortunately, by allowing ourselves to create this filter that says we don’t recognize anything positive, only the negative, we create the conditions where we don’t question negative date. And therefore, when people say Iran is a threat, we agree. And this has been going on since 1979. So the American public, and indeed the American Congress, is preconditioned for war, for confrontation with Iran. That’s why we can have a policy that transitions from dual containment under the Clinton administration to regime change under the Bush administration, without any significant debate taking place whatsoever.
And because this condition exists, there will be war with Iran, unless a little miracle occurs, called the Democrats winning Congress, creating enough friction to stop the war, in the November elections. But even if that occurs, as you pointed out, there is no separation between the Democratic Party and the Republican Party on the issue of Iran. Everybody sits there and says. “Wait a minute, we’re losing the war in Iraq, and there’s 65% of the population that’s turned against this war. Certainly we’re not going to go to war with Iran.”
Again, I mean to correct the American public here. 65% of the American public aren’t antiwar. They’re just anti-losing. You see, if we were winning the war in Iraq, they’d all be for it. If we had brought democracy, they’d be cheering the President. It wouldn’t matter that we violated international law. It wouldn’t even matter that we lied about weapons of mass destruction. We’d be winning. God bless America. Ain’t we good? USA, USA! But we’re losing, so they’re against Iraq.
But what happens when you get your butt kicked in one game? You're looking for the next game, where you can win. And right now, we’re looking for Iran for a victory. We’re going to go to war with Iran. When? Not in October, I’ll tell you that.
There’s a couple things that have to happen before we go to war with Iran. There has to be a serious diplomatic offensive to secure the military basing required to support the aerial forces necessary for sustained bombardment and the logistic apparatus that goes along with that -- the fuel, the bombs, the support personnel, the maintenance. We haven’t done that. We’re doing it. There has to be political preparation here at home. The Bush administration is not a dictatorship yet. They still have to go to Congress, and they still have to get a degree of congressional approval for military operations against Iran. Not that much, though. I mean, everybody is aware that after 9/11, Congress pretty much gave the Bush administration a blank check to wage war anyway they saw fit, so long as it dealt with the global war on terror. And the President --
SEYMOUR HERSH: Be specific. The October 2002 resolution was not just limited to Iraq, you’re exactly right.
SCOTT RITTER: No, it’s a global war on terror.
SEYMOUR HERSH: It gave him the right to -- he’s got a blank check. He does have that.
SCOTT RITTER: A blank check to do it.
SEYMOUR HERSH: That’s literally correct.
SCOTT RITTER: Now, he has to be smart about this. Yes, he can wage war, but he needs to ensure that Congress continues to fund the war. So that’s why he will go to Congress. He will make the case for Iran. But, as I said, Congress is already preprogrammed to nod their head yes and stamp anything he signs.
The most important thing is the American military, getting the American military positioned. The easy thing is getting the air forces positioned, the naval force and air forces that will do the bombardment. The hard thing is getting the American military leadership to go along with that, and that might be the one little glimmer of hope that’s out there, because if we can get a Democratic-controlled congress that is not afraid to exercise its oversight responsibility and holds hearings, where it brings in military professionals and liberates them to speak critically of bad policy, which is the duty and responsibility of every general officer.
There’s a gross dereliction of duty taking place today in the United States, where our general officers remain mute while they are on active duty. Suddenly, when they retire, they get great courage. They can speak out. But you know what? It’s too late. Too many of your men have died. You should have spoke out sooner. And hopefully with a Democratic congress, the generals will speak out. Look at the standards set by the British military. The British chief of staff has come out and finally spoke truth to power by saying, “Mr. Blair, your war is not only not winnable, but it’s destroying the British army. And if we want to have an army in five to ten years, we have to change our policy.” Maybe American general's will follow that precedent.
SEYMOUR HERSH: I’ve had some smart Arabs I know, who are not anti-American, per se, but increasingly, of course, getting that way, say to me that one other -- there’s another -- they had another vestige of hope, which was that after the disaster in Lebanon -- and the Israelis are sort of now, their position is we suffered a technical knockout, it wasn’t a complete knockout. They’re finding a little grace in it. But some of the bright Arabs I know said maybe the Israelis will move to the center. Maybe that’ll, one way, will save us. “Save us,” being the world, in their view. Certainly the oil world in the Middle East, from continued war. And they said, perhaps -- giving up on the notion that America would move, but maybe the Israeli population would move to the center. No sign yet of it. I don’t see it.
SCOTT RITTER: Well, there is a significant -- I mean, that’s one of the things that strikes me when I travel to Israel. It’s like anything, traveling to Iran, you suddenly have this veil lifted, because, of course, you’re not going to get a true picture from the American media about what Iran is, and most Americans, I don’t think, have a genuine picture of what Israel is, unless you’ve gone to Israel, traveled to Israel, met the Israelis. It’s a very diverse society. It’s not homogeneous at all, especially politically. You know, you sit three Israelis around a table, you get seven different opinions. And that’s the truth. These people love politics. They’re concerned. They’re engaged. And there is a viable powerful moderate and progressive element within Israel.
The battle with Hezbollah this past summer, this conflict in South Lebanon that bled over into northern Israel, could go either way. On the one hand, there are elements that are seeking to exploit the fear factor, the fact that thousands of Hezbollah rockets landed on Israel, to say, “Never again, never again. We must redouble our efforts to confront.” But taking a look at how enfeebled the Israeli military was in its response, how Hezbollah was actually empowered, the Israelis might actually come to realize the lesson we’re learning in Iraq, which is you cannot militarily defeat an organization that has as its roots the legitimate concerns of an indigenous population. And I’m not here to condone Hezbollah or sing its virtues, but I will tell you this, Hezbollah is an organization of Southern Lebanese Shia. That belong in South Lebanon. They’re in South Lebanon. And Israel may have learned a hard lesson, that you just can’t bomb these people into submission, so they might move to the center.
SEYMOUR HERSH: [inaudible] is standing. We want to do one more question. Let me ask him one more question. One last question, which is, OK, briefly, we go to war. We begin a massive bombing campaign. Take your pick. Odds are it’s going to be systematic, at least three days of intense bombing, decapitation probably, which -- that is one of the things you do when you begin a bombing attack, like we did against Saddam twice and like the Israelis did against Hezbollah when they targeted Nasrallah. And I think we and the Israelis are now 0-for-8, almost as bad as Shrummy and his elections. But anyway, so the question then is -- we go to war -- tell us what happens next, in your view.
SCOTT RITTER: Well, it’s, you know -- it’s almost impossible to be 100% correct, but I’ll give you my best analysis. The Iranians will use the weapon that is the most effective weapon, because the key for Iran -- you know, Iran can’t afford, if this -- remember, the regime wants to stay in power, so they can’t afford a strategy that gets the American people to recognize three years in that, oops, we made a mistake. I mean, if that was Saddam’s strategy, it failed for him, because he’s out of power. Yeah, we realize we made a mistake now in Iraq, but the regime is gone. So the Iranians realize that they have to inflict pain upfront. The pain is not going to be inflicted militarily, because we're not going to commit numbers of ground forces on the ground that can cause that pain. The pain will come economically.
Our oil-based economy is operating on the margins, as we speak. We only have 1.0% to 1.5% excess production capacity. If you take the Iranian oil off the market, which is the first thing the Iranians will do, we automatically drop to around minus-4%, which means there ain’t enough oil out there to support the globe’s thirst for oil, especially America’s thirst for oil. And we're not the only ones drinking it? You think for a second the Chinese and the Indians, the world’s two largest developing economies, are going to say, “Hey, Uncle Sam, we’ll put everything on hold, so we can divert oil resources, so you can feed your oil addiction, because you attacked Iran”?
And it’s not just Iranian oil that will go off the market. Why do you think we sent minesweepers up there? We’ve got to keep the Straits of Hormuz open. The Iranians will shut it down that quick. They’ll also shut down oil production in the western oil fields of Saudi Arabia. They’ll shut down Kuwaiti oil production. They’ll shut down oil production in the United Arab Emirates. They’ll shut down whatever remaining oil production there is in Iraq. They’ll launch a massive attack using their Shia proxies in Iraq against American forces. That will cause bloodshed.
The bottom line is, within two days of our decision to initiate an attack on Iran, every single one of you is going to be feeling the consequences of that in your pocketbook. And it’s only going to get worse. This is not something that only I recognize. Ask Dick Lugar what information he’s getting from big business, who are saying, “We can’t afford to go to war with Iran.”
SEYMOUR HERSH: Final question: given all this, are we going to do it?
SCOTT RITTER: Yes, we're going to do it.

Why Condemning Israel and the Zionist Lobby is so Important

Introduction:
Many Jewish writers, including those who are somewhat critical of Israel, have raised pointed questions about our critique of the Zionist power configuration (ZPC) in the United States and what they wrongly claim are our singular harsh critique of the state of Israel. Some of these accusers claim to see signs of ‘latent anti-Semitism’, others, of a more ‘leftist’ coloration, deny the influential role of the ZPC arguing that US foreign policy is a product of ‘geo-politics or the interests of big oil. With the recent publication of several widely circulated texts, highly critical of the power of the Zionist ‘lobby’, several liberal pro-Israel publicists generously conceded that it is a topic that should be debated (and not automatically stigmatized and dismissed) and perhaps be ‘taken into account.’
ZPC Deniers: Phony Arguments for Fake Claims
The main claims of ZPC deniers take several tacks: Some claim that the ZPC is just ‘another lobby’ like the Chamber of Commerce, the Sierra Club or the Society for the Protection of Goldfish. Others claim that by focusing mainly on Israel and by inference the ‘Lobby’, the critics of Zionism ignore the equally violent abuses of rulers, regimes and states elsewhere. This ‘exclusive focus’ on Israel, the deniers of ZPC argue, reveals a latent or overt anti-Semitism. They propose that human rights advocates condemn all human rights abusers everywhere (at the same time and with the same emphasis?). Others still argue that Israel is a democracy – at least outside of the Occupied Territories (OT) – and therefore is not as condemnable as other human rights violators and should be ‘credited’ for its civic virtues along with its human rights failings. Finally others still claim that, because of the Holocaust and ‘History-of-Two-Thousand-Years-of-Persecution’, criticism of Jewish-funded and led pro-Israel lobbies should be handled with great prudence, making it clear that one criticizes only specific abuses, investigates all charges – especially those from Arab/Palestinian/United Nations/European/Human Rights sources -- and recognizes that Israeli public opinion, the press and even the Courts or sectors of them may also be critical of regime policies.
These objections to treating the Israeli-Palestinian-Arab conflict and the activities of Zionist Lobbies as central to peace and war serve to dilute, dissipate and deflate criticism and organized political activity directed at the ZPC and its directors in Israel.
The response of the critics of Israel and the ZPC to these attacks has been weak at best and cowardly at worst. Some critics have responded that their criticism is only directed toward a specific policy or leader, or to Israeli policies in the OT and that they recognize Israel is a democracy, that it requires secure borders, and that it is in the interests of the Israeli ‘people’ to lower their security barriers. Others argue that their criticism is directed at securing Israeli interests, influencing the Zionist Lobby or to opening a debate. They claim that the views of ‘most’ Jews’ in the US are not represented by the 52 organizations that make up the Presidents of the Major Jewish Organizations of America, or the thousands of PACs, local federations, professional associations and weekly publications which speak with one voice as unconditional supporters of every twist and turn in the policy of the Zionist State.
There are numerous similar lines of criticism, which basically avoid the fundamental issues raised by the Israeli state and the ZPC, and which we are obliged to address. The reason that criticism and action directed against Israel and the ZPC is of central importance today in any discussion of US foreign policy, especially (but not exclusively) of Middle East policy and US domestic policymaking is that they play a decisive role and have a world-historic impact on the present and future of world peace and social justice. We turn now to examine the ‘big questions’ facing Americans as a result of the power of Israel in the United States.
The Big Questions Raised by the ZPC and Israeli Power in the USA:
War or Peace:
Critical study of the lead up to the US invasion of Iraq, US involvement in providing arms to Israel (cluster bombs, two-ton bunker buster bombs and satellite surveillance intelligence) prior to, during and after Israel’s abortive invasion of Lebanon, Washington’s backing of the starvation blockade of the Palestinian people and the White House and Congress’ demands for sanctions and war against Iran are directly linked to Israeli state policy and its Zionist policy-makers in the Executive branch and US Congress. One needs to look no further than the documents, testimony and reports of AIPAC and the Presidents of the Major American Jewish Organizations to observe their claims of success in authoring legislation, providing (falsified) intelligence, engaging in espionage (AIPAC) and turning documents over to Israeli intelligence (now dubbed ‘free speech’ by liberal Zionists).
If, as the overwhelming evidence indicates, the ZPC played a major role in the major wars of our time, wars capable of igniting new armed conflicts, then it ill behooves us to dilute the role of the Zionist/Jewish Lobby in promoting future US wars. Given Israel’s militarist-theocratic approach to territorial aggrandizement and its announced plans for future wars with Iran and Syria, and given the fact that the ZPC acts as an unquestioning and highly disciplined transmission belt for the Israeli state, then US citizens opposed to present and future US engagement in Middle East wars must confront the ZPC and its Israeli mentors. Moreover, given the extended links among the Islamic nations, the Israel/ZPC proposed ‘new wars’ with Iran will result in Global wars. Hence what is at stake in confronting the ZPC are questions which go beyond the Israeli-Palestine peace process, or even regional Middle East conflicts: it involves the big question of World Peace or War.
Democracy or Authoritarianism
Without the bluster and public hearings of former Senator Joseph McCarthy, the Jewish Lobby has systematically undermined the principal pillars of our fragile democracy. While the US Congress, media, academics, retired military and public figures are free to criticize the President, any criticism of Israel, much less the Jewish Lobby, is met with vicious attacks in all the op-ed pages of major newspapers by an army of pro-Israeli ‘expert’ propagandists, demands for firings, purges and expulsions of the critics from their positions or denial of promotions or new appointments. In the face of any prominent critic calling into question the Lobby’s role in shaping US policy to suit Israel’s interests, the entire apparatus (from local Jewish federations, AIPAC, the Presidents of Major American Jewish Organizations etc) go into action – smearing, insulting and stigmatizing the critics as ‘anti-Semites’. By denying free speech and public debate through campaigns of calumny and real and threatened repercussions the Jewish Lobby has denied Americans one of their more basic freedoms and constitutional rights.
The massive, sustained and well-financed hate campaigns directed at any congressional candidate critical of Israel effectively eliminates free speech among the political elite. The overwhelming influence of wealthy Jewish contributors to both parties – but especially the Democrats – results in the effective screening out of any candidate who might question any part of the Lobby’s Israel agenda. The takeover of Democratic campaign finance by two ultra-Zionist zealots, Senator Charles Schumer and Israeli-American Congressman Rahm Emanuel ensured that every candidate was totally subordinated to the Lobby’s unconditional support of Israel. The result is that there is no Congressional debate, let alone investigation, over the key role of prominent Zionists in the Pentagon involved in fabricating reports on Iraq’s ‘weapons of mass destruction’, and in designing and executing the war and the disastrous occupation policy. The Lobby’s ideologues posing as Middle East ‘experts’ dominate the op-ed and editorial pages of all the major newspapers (Wall Street Journal, New York Times, Los Angeles Times, Washington Post). In their pose as Middle East experts, they propagandize the Israeli line on the major television networks (CBS, NBC,ABC, Fox, and CNN) and their radio affiliates. The Lobby has played a prominent role in supporting and implementing highly repressive legislation like the Patriot Act and the Military Commission Act as well as modifying anti-corruption legislation to allow the Lobby to finance congressional ‘educational’ junkets to Israel. The head of Homeland Security with its over 150,000 functionaries and multi-billion dollar budget is none other than Zionist fanatic Michael Chertoff, head persecutor of Islamic charity organizations, Palestinian relief organizations and other ethnic Middle Eastern or Moslem constituencies in the US, which potentially might challenge the Lobby’s pro-Israel agenda.
The biggest threat to democracy in its fullest sense of the word – the right to debate, to elect, to legislate free of coercion – is found in the organized efforts of the Zionist lobby, to repress public debate, control candidate selection and campaigning, direct repressive legislation and security agencies against electoral constituencies opposing the Lobby’s agenda for Israel. No other lobby or political action group has as much sustained and direct influence over the political process – including the media, congressional debate and voting, candidate selection and financing of congressional allocation of foreign aid and Middle East agendas as the organized Zionist Power Configuration (ZPC) and its indirect spokespeople heading key Congressional positions. A first step toward reversing the erosion of our democratic freedoms is recognizing and publicly exposing the ZPC’s nefarious organizational and financial activities and moving forward toward neutralizing their efforts.
Their Foreign Policy or Ours?
Intimately and directly related to the loss of democratic freedoms and a direct consequence of the Jewish lobby’s influence over the political process is the making of US Middle East policy and who benefits from it. The entire political effort of the Lobby (its spending, ethnic baiting, censorship and travel junkets) is directed toward controlling US foreign policy and, through US power, to influence the policy of US allies, clients and adversaries in Europe, Asia and the Middle East. The Lobby’s systematic curtailment of our democratic freedoms is intimately related to our own inability to influence our nation’s foreign policy. Our majoritarian position against the Iraq War, the repudiation of the main executioner of the War (the White House) and our horror in the face of the Israeli invasion of Lebanon and destruction of Gaza are totally neutralized by Zionist influence over Congressional and White House policymakers. The recently victorious Congressional Democrats repudiate their electorate and follow the advice and dictates of the pro-Zionist leadership (Nancy Pelosi, Harry Reid, Rahm Emmanuel, Stephan Israel and others) by backing an escalation of troops and an increase in military spending for the war in Iraq. Bush follows the war policy against Iran proposed by the zealous Zionist fanatics in the American Enterprise Institute, repudiating the diplomatic proposals of the bi-partisan Baker Commission. Congress quadruples US arms stored in Israel (supposedly for dual use) in the aftermath of Israel’s bombing of Southern Lebanon with one million anti-personnel bomblets from cluster bombs in direct defiance of US electoral opinion. While hundreds of millions of undernourished women and children suffer and die in Africa, Latin America and Asia, the Lobby ensures that over half of US foreign aid goes to Israeli Jews with per capita incomes of over $22,000 USD.
No other organized political action group or public relations firm acting on behalf of the Cuban and Venezuelan exiles or Arab, African, Chinese or European Union states comes remotely near the influence of the Zionist lobby in shaping US policy to serve the interest of Israel.
While the Lobby speaks for less than 2% of the US electorate, its influence on foreign policy far exceeds the great majority who have neither comparable organizational nor financial muscle to impose their views.
Never in the history of the US republic or empire has a powerful but tiny minority been able to wield so much influence in using out nation’s military and economic power and diplomatic arm-twisting in the service of a foreign government. Neither the Francophiles during the American Revolution, the Anglophiles in the Civil War and the German Bund in the run-up to World War Two, nor the (anti-China) Nationalist Taiwan Lobby possessed the organizational power and sustained political influence that the ZPC has on US foreign and domestic policy at the service of the State of Israel.
Confronting the Lobby Matters
The question of the power of the Lobby over US policies of war or peace, authoritarianism or democracy and over who defines the interests served by US foreign policy obviously go far beyond the politics of the Middle East, the Israeli-colonial land grabs in Palestine and even the savage occupation of Iraq. The playing out of Zionist influence over the greatest military power in the world, with the most far-reaching set of client states, military bases, deadly weapons and decisive voice in international bodies (IMF/World Bank/United Nations Security Council) means that the Lobby has a means to leverage its reach in most regions of the world. This leverage power extends over a range of issues, from defending the fortunes of murderous Russian-Jewish gangster oligarchs, to bludgeoning European allies of the US to complicity with Israel’s ethnic cleansing of Palestine.
The ZPC represents a basic threat to our existence as a sovereign state and our ability to influence whom we elect and what agendas and interests our representatives will pursue. Even worse, by serving Israeli interests, we are becoming complicit with a State whose Supreme Court legalizes political assassinations across national boundaries, torture, systematic violations of international law and a regime which repudiates United Nations resolutions and unilaterally invades and bombs its neighbors and practices military colonist expansionism. In a word Israel resonates and feeds into the most retrograde tendencies and brutal practices of contemporary American politics. In this sense the Lobby through its media, Congressional influence and think tanks is creating an Israeli look-alike. Like Israel, the US has established its own Pentagon assassination teams; like Israel, it invades and colonizes Iraq; like Israel, it violates and rejects any constitutional or international legal restraints and systematically tortures accused but untried prisoners.
Because of these fundamental considerations, we cannot oblige our Jewish ‘progressive’ colleagues and compatriots and refrain from confronting the Zionist Lobby with force and urgency. Too many of our freedoms are at stake; too little time is left before they succeed in securing a greater military escalation; too little of our sovereignty remains in the face of the concerted effort by the Lobby and its Middle Eastern ‘expert-ideologues’ to push and shove us into a new and more devastating war with Iran at the behest of Israel’s pursuit of Middle East dominance.
No other country, abuser or not, of human rights, with or without electoral systems, has the influence over our domestic and foreign policy as does the state of Israel. No other Lobby has the kind of financial power and organizational reach as the Jewish Lobby in eroding our domestic political freedoms or our war-making powers. For those reasons alone, it stands to reason, that we American have a necessity to put our fight against Israel and its Lobby at the very top of our political agenda. It is not because Israel has the worst human rights agenda in the world – other states have even worst democratic credentials – but because of its role in promoting its US supporters to degrade our democratic principles, robbing us of our freedom to debate and our sovereignty to decide our own interests. The Lobby puts the military and budgetary resources of the Empire at the service of Greater Israel – and that results in the worst human rights in the world.
Democratic, just and peaceful responses to the Big Questions that face Americans, Europeans, Muslims, Jews and other peoples of the world passes through the defeat and dismantlement of the Israeli-directed Zionist Power Configuration in America. Nothing less will allow us to engage in an open debate on the alternatives to repression at home and imperialism abroad.
