These two U.S.contractors, Stein and Bloom, stole more than $2 million in reconstruction fees in Iraq and helped to steer more than $8 million in contracting fees but you won't see this on the front pages of your daily newspaper. Washington --- A former U.S. contracting official in Iraq admitted he conspired to steal more than $2 million in reconstruction money and to award contracts to a businessman in exchange for more than $1 million in cars, jewelry and cash.
Robert Stein Jr., 50, of Fayetteville, N.C., was expected to enter his guilty plea in U.S. District Court in Washington today. His would be the first conviction in a federal inquiry that so far has implicated at least seven people.
Stein, a former contracting official for the Coalition Provisional Authority in Iraq, acknowledged his role in the conspiracy in a statement filed with the court.
The businessman, Philip Bloom, also faces federal conspiracy and money laundering charges. Bloom is not named in Stein's statement but has been identified elsewhere by prosecutors and is in federal custody.
Five Army Reserve officers who worked in Iraq also were part of the conspiracy, according to court papers.
Stein, who has a federal fraud conviction, used the money --- stolen or paid by Bloom --- to buy a single-engine airplane, a Porsche and other cars, grenade launchers, machine guns, diamond rings and other jewelry, and property in North Carolina, he said in his statement.
Stein said he helped steer more than $8.6 million in contracts to companies controlled by Bloom, a U.S. citizen who has lived in Romania for many years.

| US official admits Iraq aid theft

In the United States, a former official has admitted stealing millions of dollars meant for the reconstruction of Iraq.
Robert Stein held a senior position in the Coalition Provisional Authority, which administered Iraq after American and allied forces invaded in 2003.
In a Washington court, he admitted to stealing more than $2m (£1.12m) and taking bribes in return for contracts.
He faces a maximum sentence of 30 years in prison.
Robert Stein's story is one of extraordinary corruption and excess amid the ruins of Iraq.
He was in charge of overseeing money for the rebuilding of shattered infrastructure in south-central Iraq in 2003 and 2004.
Suitcases of cash
Mr Stein admitted in court to conspiring to give out contracts worth $8m to a certain company in return for bribes.
He also received gifts and sexual favours lavished on him at a special villa in Baghdad.
But it didn't stop there.
Robert Stein admitted to stealing $2m from reconstruction funds.
Some of that money, the court heard, was smuggled onto aircraft and flown back to the United States in suitcases.
The case is an ugly twist in the tale of post-war Iraq.
The Coalition Provisional Authority, which ceased to exist in 2004, has already endured some tough criticism over the way it managed funds and handed out contracts.
A report from the Special Inspector General for Iraq Reconstruction on how the authority went about its business is expected in the coming weeks.
The signs are it could make embarrassing reading for many of those involved.

Bush administration has Jews in key spots, and basically they hand out massive civilian Iraqi contracts to fellow Jews. Stein was in charge of $ 100,000,000 plus.
Stein, and his fellow Jews, padded every contract they could. They stole millions, while US marines died from faulty armor, and unprotected vehicles.
What Did They Do?
Mr. Stein was hired and put in charge of at least $82 million of reconstruction money in the south central Iraqi city of Hilla by the Coalition Provisional Authority, the American-led administration that was then running Iraq. Full story
He and other Jewish contractors phonied up bills on non existent projects and pocketed the money.
Who else is involved
Two of the Americans already arrested, Lt. Col. Debra Harrison and Lt. Col. Michael Wheeler, are senior Army reserve officers. The court papers indicate that the remaining unnamed co-conspirators are also Army reserve officers, for a total of at least five officers involved. But the papers suggest that others, identified only by opaque designations like "person H," may also have been involved in one way or another.

Mr. Stein's control over astonishing sums of cash became so great, interviews with former officials in Hilla indicate, that at one point he and others picked up $58.8 million in shrink-wrapped $100 bills from provisional authority headquarters and drove back with it to Hilla.
There Mr. Stein controlled access to the vault where the cash was put.
