(See the James Petras article in CounterPunch on December 24, 2005 titled Iran in the Crosshairs for the best summary of the present situation.) The reckless and unnecessary dangers arising from such a war are so obvious that one wonders why normal political forces in the two aggressor countries -- both of whom love to glorify themselves as democracies -- would not prevent such a war from happening. But the "normal political forces" in both the U.S. and Israel have become badly distorted. Democracy has been seriously undermined in both. The cowboy-like personalities and aggressive tendencies of both countries' leaders tend to feed on each other. Domestic political difficulties and coming elections in both countries probably add to the macho inclination of the ruling elites to use force to remove any problems facing them. The glue binding these tendencies together is the ever-strengthening institutional link between defense establishments and military-industrial complexes in both countries, as well as, in the U.S, the growing power and influence of the American Israel Public Affairs Committee (AIPAC) over both major political parties. The entire mix increases the probability, against all common sense, that this absurd war will actually happen. Nothing else more dangerous to the world, to the Middle East, to the oppressed Palestinians, or to the true interests of the United States is happening today -- anywhere. Americans who do not want an eruption of a new world war, started by our own government, ought to be strongly lobbying the Bush administration and all members of Congress against supporting any military action by the U.S. and Israel against Iran. Globally, people who oppose such a war should be lobbying their own governments in similar fashion. Background It is worthwhile to discuss briefly the broader context of why a war with Iran today seems a real possibility. During his all-out public relations effort in late 2005 to regain support for his policies in the Middle East, Bush has made it clear that he plans to continue his drive for complete victory in the "War on Terrorism," without making significant changes in his own, very aggressive, foreign policies. Those policies will make this planet a less safe, more unjust place to live for most people around the world, as well as for most of us living in the U.S. The special relationship between the U.S. and Israel has long played an important role in these aggressive policies. Outside the United States, it is widely understood that one of the true motives -- not the exclusive motive but a real and significant one -- behind the Bush administration's 2003 invasion of Iraq was the desire of the neocons in Washington to conquer Iraq in order to benefit Israel. Although a few of the big-name neocons (Paul Wolfowitz, Richard Perle, Lewis "Scooter" Libby) have left high-visibility positions for various reasons, many remain, and it is clear that Bush himself, Cheney, Rumsfeld, and Rice have taken as their own the main tenets of neocon beliefs. Inside the U.S., on the other hand, the pressure of the neocons for war on Israel's behalf, or any hint that Bush himself participates in that pressure, is hardly ever mentioned. This taboo on discussing the Israeli link to the war in Iraq, enforced by the threat of being labeled anti-Semitic, introduces major distortions into practically every effort to examine and change policies that are causing massive hatred of the U.S. around the world. But right now, three of the long-existing "problems" in the Middle East (i.e., situations that have been made problems largely by our own actions) have reached critical stages that may, if Washington's policies do not change quite quickly, result in our losing even the remnants of stability and peace that remain in that region today. The world could face instead nuclear warfare or, at a minimum, a practically unending "clash of civilizations" and conventional warfare at a much higher level than exists now. The first, and the most important right now, of the three problems is the main subject of this article: the problem that arises from the determined U.S. and Israeli policy of preventing Iran from ever acquiring nuclear weapons. The second and third problems, also situations brought on by the U.S. itself, have to do with Syria and the Palestinians. In the long run, they are also very important, but they are less urgent for now. These other problems will be considered briefly at the end of this article. As was the case with the U.S. invasion of Iraq, one of the underlying causes of all these "problems" in the Middle East has been the success of the neocons in persuading the Bush administration to support aggressively the goals of the Israeli government throughout the area. And here again, the fear of being charged with anti-Semitism causes many Americans quietly to accept the taboo on discussing the Israeli link to the Bush administration's foreign policies. This is an absurd situation. Criticizing Israeli (or U.S.) policies and urging specific changes in those policies is not anti-Semitic (or anti-American). The arrogance of anyone who suggests the contrary is appalling. The following paragraphs contain suggestions on how we should work to remedy those aspects of this absurdity that bear on Iran and nuclear weapons. What should be done to change U.S. policy on Iran's nuclear program? First of all, don't fall into the trap of accepting Iran's public claims that it is not attempting to acquire nuclear weapons. Many of the nations that now have such weapons made similar claims while they were developing the weapons. Israel did so throughout the first half of the 1960s, engaging in elaborate subterfuges even when dealing with U.S. inspectors who occasionally came looking for weapons work. The Israeli claims were so much garbage (see Israeli author Avner Cohen's book, Israel and the Bomb). Then, after it acquired its first nuclear explosive device almost 40 years ago now, Israel simply adopted a well publicized policy of ambiguity and stopped talking publicly about whether it had any weapons. India and Pakistan also both claimed not to be working on weapons when in fact they were. Their claims were garbage too, which they quickly threw away once they joined the nuclear club and possessed their own deterrent. Iran almost certainly intends to do the same, and its public claims to the contrary are also almost certainly worthless. The principal point to start with is that, unless the U.S. and Israel (and other nations as well) all agree to work seriously toward eliminating their own nuclear weapons, any Iranian government will consider that it has as much right as the rest of us to such weapons. Essentially, even if Iran, under pressure, were to sign new agreements, now or in the future, to forgo nuclear weapons, the new agreements would be meaningless unless the U.S., Israel, and other nuclear nations ended their own monumental hypocrisy of insisting that they can keep and expand their nuclear arsenals, while non-nuclear nations may not acquire such arsenals. In the eyes of most Muslims around the world and many other people too, Iran, with a population of close to 70 million, has at least as much right as Israel, with a population less than one-tenth as large, to have nuclear weapons Most supporters of the global peace movements by definition oppose the solving of international problems through warfare, and they also oppose the further proliferation of nuclear weapons. Most are also aware that the critical bargain reached in the 1970 Nuclear Nonproliferation Treaty (NPT) -- the bargain that made the treaty possible -- was a trade-off: the acceptance of continued non-nuclear-weapons status by states without those weapons, in return for the simultaneous agreement by states possessing nuclear weapons to pursue good-faith negotiations on nuclear, and complete and general, disarmament. This latter provision had no teeth, and certainly many "realists" in the U.S. foreign policy establishment expected that it would not and could not be enforced. Nevertheless, the existence of this provision was necessary to the NPT's ratification by numerous countries, and it gives any state dissatisfied with progress toward nuclear disarmament an excuse to abrogate or ignore the treaty. Most people will not bother to make the niceties of international law an issue in this matter, but the question of which is more important, stopping the further proliferation of nuclear weapons to Iran or stopping our own side from instigating a war against Iran, is vital. The answer should be clear: The single most urgent objective we should have right now is to prevent a war, possibly nuclear, from being started by the U.S. and/or Israel against Iran. To repeat, such a war would be disastrous, and we should be doing whatever we can, with the highest possible priority, to prevent it from ever happening. Every peace activist on the globe ought to be in the streets and elsewhere lobbying in support of something very simple: do not attack Iran, even if this means allowing Iran to develop its own nuclear weapons. We should put out the message that it is simply not worth a war, with consequences impossible to foresee, to prevent Iran from obtaining such weapons. From 1945 until we invaded Iraq in 2003, we never once took military action to prevent other nations from developing nuclear weapons. We relied instead on deterrence and containment (to prevent other nations from using such weapons after they had been developed). These may not be perfect policies, but they have a successful track record and can probably be applied more successfully than other policies to subnational groups as well as nation-states. The point is that these are still better policies than the recklessness of preemption, and we should use these policies in lobbying against U.S involvement of any kind in military actions or coup attempts against Iran. We should also very definitely support an effort to tie future U.S. aid to Israel to Israel's not engaging in military action against Iran. We are talking here about supporting (by our silence), or opposing (by vociferous lobbying), what could become major, serious warfare -- warfare that could easily become global, and also could easily cause greater difficulties for the peoples of the Middle East than any they have yet faced from U.S. policies. With an election campaign intensifying the political volatilities of Israeli politics, with possibly fast-moving new uncertainties and vulnerabilities arising among both Republicans and Democrats jousting for advantage in a U.S. election year, and with a new, inexperienced president in Iran who, so far at least, believes aggressive speech strengthens his political position, the dangers in the situation are evident. As each week passes and no movement occurs anywhere -- particularly in Washington -- to reduce tensions by changing policies, the risk grows of a mistake that will lead to new hostilities, and possibly nuclear warfare. How many Iranians might we and the Israelis kill? How many Israelis might die? How many Americans? How should the U.S. change its policies with respect to Syria? The issues of Syria and Palestine are related to U.S. policy toward Iran. Policy on Syria today is to put constant pressure on that country's ruler, Bashar al-Assad, with the ultimate objective of ousting and replacing him with someone (not yet named by the Americans) who would be even more subservient to U.S. and Israeli desires. Assad himself has moved a considerable way toward subservience, giving the U.S. considerable help on intelligence matters and accepting certain U.S. prisoners "rendered" to his regime for purposes of torture, but the U.S., unsatisfied, keeps intensifying the pressure. The U.S. and Israel have succeeded in making it more difficult for Syria to provide support for the Palestinian resistance against Israel's occupation, but Damascus still provides some refuge for Hezbollah personnel. The recent assassinations of anti-Syrian leaders in Lebanon have provided new opportunities for the Bush administration to ratchet up its criticism of Syria still further, although the evidence of Syrian involvement in the assassinations is weak. It is at least possible that other groups, such as the Israel's Mossad or the CIA, are responsible. Whatever the truth behind events in Lebanon, the events themselves could offer a U.S. president who is in some trouble at home the possibility of a low-cost, low-risk foreign policy victory if he could pull off, perhaps with the help of Mossad, a quick covert action that ousted Assad. Act II of a grand show might then proceed -- another U.S. occupation installed, another nation in the Middle East "democratized," elections held a year or two later and a puppet government set up, step-by-step takeovers of the economy implemented by U.S. and Israeli interests, further isolation of the Palestinians from other Arabs -- all in all, another great victory for the U.S-Israeli partnership. Or so Bush, at least, might believe. In reality, the situation might turn into another morass like Iraq. But months might pass and the U.S. congressional election of November 2006 might be history before we knew that for sure. Might not a man like Bush who revels in chance-taking consider this a pretty good gamble? Meanwhile, how many Syrians would we kill? How many badly wounded Americans would come home to a questionable quality of life because bulletproof vests saved their lives? If Israeli military units moved into Syria (to help us, of course), how many Israelis would die? We should all be lobbying members of Congress not to cast any votes in favor of aggressive U.S. policies toward Syria. Such votes cannot help, and will only take resources from, a majority of the world's peoples and a majority of Americans. Syria (and Lebanon) are not places where the United States benefits in any way from being a global policeman. While the neocons and probably some present top Israeli officials do see benefits to be gained from U.S. intervention in Syria, other senior and many ordinary Israelis do not. We also should urge members of Congress to tie further aid to Israel to Israel's not becoming involved in any military actions against Syria. How should the U.S. change its policies with respect to the Palestinians? We should make it as clear as we possibly can to members of Congress that the Palestine-Israel problem is the most central long-term issue to the peoples of the Middle East. Most Arab leaders have been so co-opted by the U.S. that they no longer object to our support for Israel's oppression of the Palestinians, but the peoples of the area are a different story. They do care about and object strenuously to that oppression. Regardless of what happens anywhere in the Middle East, we will never end the "War on Terrorism" without, first, a solution to the Palestine-Israel issue that provides as much justice to the Palestinians as to the Israelis. Although many supporters of Israel try to compare the several-centuries-long U.S. conquest of American Indians to the Israeli attempt to conquer the Palestinians, there is no valid comparison. Quite apart from the immorality of any attempt to emulate the U.S. atrocity against its indigenous population, there are practical reasons why the comparison cannot be made. The population balances, for instance, are entirely different; there are proportionately far more Palestinians than there were American Indians. Nevertheless, Israeli and U.S. policy in the West Bank, semi-hidden by a bogus withdrawal from Gaza, continues to seek permanent conquest of more and more territory. The daily injustices and cruelties imposed by Israel and the U.S. on Palestinians in the occupied West Bank are today worse than they have been in the previous 38 years of occupation. This is not only a major human rights issue facing the United States. It is also a very large cause of the hatred against the U.S. throughout the Arab and Muslim worlds. What is new in the last few months is Israeli intensification of settlement activity in the West Bank, particularly in East Jerusalem; intensification of land-confiscation (with no recompense to Palestinians); a speed-up in construction of the separation wall and of new "Israeli-citizens-only" roads, both of which also require more land-confiscation; more demolitions of Palestinian houses; and new, harsh Israeli measures of other types aimed specifically at forcing Palestinians out of areas, in which they have lived for generations, in and near Jerusalem. All of this takes place with little Western media attention; the media devoted considerably more attention to the carefully televised "suffering" of the relatively few Israeli settlers forced to move from their luxurious homes in Gaza. The Israelis, with heavy U.S. financing, are busily establishing more "facts on the ground" that will make any peaceful solution providing equal justice to both sides less possible. That does not mean that Israel will "win." Given the determination and inexhaustibility (and large numbers) of Palestinians, it just means more terrorism, killing, and cruelty on both sides. It is a shocking waste of lives, and the U.S. is prolonging it by its one-sided support of Israel. Let's put it baldly. U.S. policy on Israel and Palestine is simply immoral in its one-sidedness. It should take no one who investigates what is actually happening to Palestinians in the West Bank more than 30 seconds to decide that the oppression and cruelties that can be seen there daily should be stopped. Here too, further U.S. aid to Israel should be directly tied to Israel's stopping the oppression and cruelties to Palestinians. The position we should take in lobbying members of Congress is simple and obvious: Stop the one-sidedness. It is a blot that will stain all our other activities and policies in the Middle East, and probably elsewhere, for years to come. The longer we avoid changing this situation, the larger the blot will become. Conclusion All of these issues -- Iran, Syria, and Palestine-Israel -- are interrelated, and each issue enhances the perception around the world that the U.S. is hypocritical, oppressive, and interested only in advancing Israel's interests. All grow out of the one-sided U.S. support for Israel, and none will be resolved without a change in the U.S.-Israeli relationship. To put it baldly again, the widespread perception of the U.S. as immoral and unjust interferes in a quite serious way with the conduct of U.S. foreign policy. Neither we nor Israel "wins" if U.S. policy continues on the same path. Bill Christison was a senior official of the CIA. Intelligence and military sources in the United States and abroad are reporting on various factors that indicate a U.S. military hit on Iranian nuclear and military installations, that may involve tactical nuclear weapons, is in the final stages of preparation. Likely targets for saturation bombing are the Bushehr nuclear power plant (where Russian and other foreign national technicians are present), a uranium mining site in Saghand near the city of Yazd, the uranium enrichment facility in Natanz, a heavy water plant and radioisotope facility in Arak, the Ardekan Nuclear Fuel Unit, the Uranium Conversion Facility and Nuclear Technology Center in Isfahan, the Tehran Nuclear Research Center, the Tehran Molybdenum, Iodine and Xenon Radioisotope Production Facility, the Tehran Jabr Ibn Hayan Multipurpose Laboratories, the Kalaye Electric Company in the Tehran suburbs, a reportedly dismantled uranium enrichment plant in Lashkar Abad, and the Radioactive Waste Storage Units in Karaj and Anarak. Primary target: Bushehr nuclear reactor and hundreds of Russian technicians Other first targets would be Shahab-I, II, and III missile launch sites, air bases (including the large Mehrabad air base/international airport near Tehran), naval installations on the Persian Gulf and Caspian Sea, command, control, communications and intelligence facilities. Secondary targets would include civilian airports, radio and TV installations, telecommunications centers, government buildings, conventional power plants, highways and bridges, and rail lines. Oil installations and commercial port facilities would likely be relatively untouched by U.S. forces in order to preserve them for U.S. oil and business interests. There has been a rapid increase in training and readiness at a number of U.S. military installations involved with the planned primarily aerial attack. These include a Pentagon order to Fort Rucker, Alabama, to be prepared to handle an estimated 50,000 to 60,000 trainees, including civilian contractors, who will be deployed for Iranian combat operations. Rucker is home to the US Army's aviation training command, including the helicopter training school. In addition, there has been an increase in readiness at nearby Hurlburt Field in Florida, the home of the U.S. Air Force Special Operations Command. The U.S. attack on Iran will primarily involve aviation (Navy, Air Force, Navy-Marine Corps) and special operations assets. There has also been a noticeable increase in activity at Marine Corps Air Ground Combat Center at Twentynine Palms, California, a primary live fire training activity located in a desert and mountainous environment similar to target areas in Iran. From European intelligence agencies comes word that the United States has told its NATO allies to be prepared for a military strike on Iranian nuclear development and military installations. On November 17, 2005, Russian President Vladimir Putin spent seven hours in secret discussions with Turkish Prime Minister Recep Tayyip Erdogan during the the opening ceremonies in Samsun, Turkey for the Russian-Turkish underwater Blue Stream natural gas pipeline, festivities also attended by Italian Prime Minister Silvio Berlusconi. According to sources knowledgeable about the meeting, Erdogan promised Putin, who has become a close friend, that Turkey would not support the use of its bases by the United States in a military attack on Iran. That brought a series of high level visits to Turkey by Bush administration officials, including CIA chief Porter Goss, FBI Director Robert Mueller, and Secretary of State Condoleezza Rice. Although Erdogan listened to Goss's and Rice's pleas for Turkish logistical, political, and intelligence help for an attack on Iran and Turkish Army Chief Yasar Buyukanit heard much the same from Pentagon officials during his recent trip to Washington, the word is that Putin now has enough clout in Ankara to scuttle any use of Turkey by the U.S. for an attack on Iran. [Mueller delivered Ankara intelligence "proof" of Iranian backing for Kurdish Workers' Party (PKK) guerrillas in Turkey. Intelligence agencies and business intelligence units around the world are now discounting any intelligence coming from the Bush administration as neocon propaganda invented by think tanks and discredited intelligence agencies in Washington, Tel Aviv-Herzliya, and Jerusalem]. A U.S. Attack on Iran: The Perfect Storm for wider nuclear conflict U.S. political and military officials have also approached Bahrain, Saudi Arabia, Pakistan, Jordan, Oman, and Azerbaijan seeking their support for a U.S. attack on Iran. Ina replay of the phony pre-war intelligence on Iraq, Washington is trying to convince various countries that a link exists between Iran and "Al Qaeda." Polish intelligence sources report that Poland's Defense Minister Radek Sikorski assured Defense Secretary Donald Rumsfeld of Poland's support for any U.S. strike against Iran. Sikorski is a former American Enterprise Institute colleague of such neo-cons as Richard Perle, Michael Ledeen, and Lynne Cheney, the so-called "Second Lady" of the United States. Sikorski and Polish Foreign Minister Stefan Meller assured Rumsfeld and Rice, respectively, that Poland would stand by the United States during the split in NATO that will occur as a result of the American strike. Polish intelligence sources, who are unhappy with the arrangement of the new right-wing government in Warsaw with the Bush administration, leaked the information about the recent U.S. demarche to NATO in Brussels about preparation for the attack. Similar intelligence "leaks" about the U.S. attack plans were also leaked to the German magazine Der Spiegel. European intelligence sources also report that the recent decision by Putin and Russia's state-owned Gazprom natural gas company to cut supplied of natural gas to Ukraine was a clear warning by Putin to nations like Ukraine, Poland, Romania, Czech Republic, Slovakia, Slovenia, Croatia, Moldova, France, Austria, Italy, Hungary, Bosnia, Serbia, and Germany that it would do the same if they support the U.S. attack on Iran. Gazprom natural gas is supplied, via pipelines in Ukraine, from Russia and Turkmenistan to countries in Eastern and Western Europe. The Bush administration charged Russia with using gas supplies as a "political tool." Putin has additional leverage on Western Europe since former German Chancellor Gerhard Schroeder accepted an appointment to the board of a joint Russian-German North European Gas Pipeline Consortium that is controlled by Gazprom. The pipeline will bring Russian gas to Scandinavia, Germany, Netherlands, and Britain, giving Putin additional leverage over Washington in Europe. Southeast Asian intelligence sources report that Burma's (Myanmar's) recent abrupt decision to move its capital from Rangoon (Yangon) to remote Pyinmana, 200 miles to the north, is a result of Chinese intelligence warnings to its Burmese allies about the effects of radiation resulting from a U.S. conventional or tactical nuclear attack on Iranian nuclear facilities. There is concern that a series of attacks on Iranian nuclear installations will create a Chernobyl-like radioactive cloud that would be caught up in monsoon weather in the Indian Ocean. Rangoon (Yangon) capital moved 200 miles north over fears of monsoon season Iran nuclear fallout? Low-lying Rangoon lies in the path of monsoon rains that would continue to carry radioactive fallout from Iran over South and Southeast Asia between May and October. Coastal Indian Ocean cities like Rangoon, Dhaka, Calcutta, Mumbai, Chennai, and Colombo would be affected by the radioactive fallout more than higher elevation cities since humidity intensifies the effects of the fallout. Thousands of government workers were given only two days' notice to pack up and leave Rangoon for the higher (and dryer) mountainous Pyinmana. In neighboring West Bengal, the leftist government and its national leftist allies around the country are planning massive demonstrations during Bush's upcoming trip to India. They are protesting the war in Iraq as well as the threats against Iran. Reports from Yemen indicate that western oil companies are concerned about U.S. intentions in Iran since the southern Arabian country catches the edge of the monsoon rains that could contain radioactive fallout from an attack, endangering their workers in the country. The Bush administration aborted last minute plans to attack Iranian nuclear and political installations prior to the 2004 presidential election. On October 9, Rumsfeld met with defense minister colleagues on the now decommissioned USS John F. Kennedy in the Persian Gulf to seek support for the attack. That meeting has been confirmed by the Danish Defense Minister who was in attendance, however, the topic of the meeting was not discussed. According to U.S. naval personnel on board the Kennedy, a special "war room" was set up to coordinate the attack. Britain, Australia, Italy, Netherlands, and Japan did not attend the meeting because of their opposition to the attack plans. Intelligence and military officials around the world are also bracing for the results of a U.S. attack on Iran. This includes the distinct possibility of a major Shia retaliatory attack in Iraq, the Eastern Province of Saudi Arabia, Kuwait, Bahrain, the United Arab Emirates, Lebanon, and Afghanistan against U.S. military, diplomatic, and economic targets in the region. Radioactive fallout from a conventional or tactical nuclear attack on Iran will result in major problems with Pakistan, India, China, Russia, Japan, and other downwind countries in Asia and the Pacific Rim, possibly including the fall of the Pervez Musharraf government in Pakistan and replacement by a radical Islamist regime having possession of nuclear weapons. That would provoke a military response from nuclear power India. In a counter-attack, Iran would immediately launch its Shahab I and II missiles at the U.S. Green Zone in Baghdad, the Al Udeid airbase in Qatar, the US Navy base in Bahrain, Camp Doha base in Kuwait, Al Seeb airbase in Oman, Baghdad International Airport, the U.S. base in Kandahar, Afghanistan. Iran would also launch its long-range Shahab III missiles on the Israeli cities of Tel Aviv, Haifa, Beersheba, Eilat, and the Israeli nuclear complex at Dimona. Iranian missiles would also be launched at US naval ships in the Persian Gulf and oil installations in Saudi Arabia and Kuwait. The virtual end of NATO as a viable defense organization may also result from an attack that will drive a final wedge between Washington and Europe. And China may elect to respond financially and militarily against the United States since Iran is China's second largest source of imported Middle East oil after Saudi Arabia and plans to use an Iranian terminal for the export of natural gas from Turkmenistan. [China now imports 60 percent of its oil needs, and Iran represents 17 percent of those imports]. Russia recently participated in, through the Shanghai Cooperation Organization (SCO), a three-way military exercise (code named "Indira 2005") between Russia, China, and India to prepare for any new U.S. power projections in Asia, including an attack on Iran, a prospective SCO member. Last August, Russia and China held their first-ever joint land-sea-air military exercises.

| Security & Terrorism German media: U.S. prepares Iran strike http://www.upi.com/SecurityTerrorism/view.php?StoryID=20051230-112208-8968r By MARTIN WALKER UPI Editor WASHINGTON, Dec. 30 (UPI) -- The Bush administration is preparing its NATO allies for a possible military strike against suspected nuclear sites in Iran in the New Year, according to German media reports, reinforcing similar earlier suggestions in the Turkish media. The Berlin daily Der Tagesspiegel this week quoted "NATO intelligence sources" who claimed that the NATO allies had been informed that the United States is currently investigating all possibilities of bringing the mullah-led regime into line, including military options. This "all options are open" line has been President George W Bush's publicly stated policy throughout the past 18 months. But the respected German weekly Der Spiegel notes "What is new here is that Washington appears to be dispatching high-level officials to prepare its allies for a possible attack rather than merely implying the possibility as it has repeatedly done during the past year." The German news agency DDP cited "Western security sources" to claim that CIA Director Porter Goss asked Turkey's premier Recep Tayyip Erdogan to provide political and logistic support for air strikes against Iranian nuclear and military targets. Goss, who visited Ankara and met Erdogan on Dec. 12, was also reported to have to have asked for special cooperation from Turkish intelligence to help prepare and monitor the operation. The DDP report added that Goss had delivered to the Turkish prime minister and his security aides a series of dossiers, one on the latest status of Iran's nuclear development and another containing intelligence on new links between Iran and al-Qaida. DDP cited German security sources who added that the Turks had been assured of a warning in advance if and when the military strikes took place, and had also been given "a green light" to mount their own attacks on the bases in Iran of the PKK, (Kurdish Workers party), which Turkey sees as a separatist group responsible for terrorist attacks inside Turkey. Goss's visit to the Turkish capital followed the rising international concern over recent statements by the new Iranian President Mahmoud Ahmadinejad that Israel should be "wiped off the map," denying the existence of Holocaust, and suggesting that Israel's Jewish population might be re-located to Europe. In a December 23 report, the DDP agency quoted an anonymous but "high-ranking German military official" telling their reporter: "I would be very surprised if the Americans, in the mid-term, didn't take advantage of the opportunity delivered by Tehran. The Americans have to attack Iran before the country can develop nuclear weapons. After that would be too late." The DDP report also said that several friendly Arab governments, including Saudi Arabia, Jordan, Oman and Pakistan, had also been informed in general terms that the Pentagon was preparing contingency plans, including "the option of air strikes," in the event of the new Iranian government precipitating a crisis. Arab diplomatic sources have told United Press International that they have been given no briefings on any policy change beyond President Bush's "all option are open." Bush's most recent such statement in public came on Aug. 13, during an interview at his ranch in Crawford, Texas, when he told Israeli TV: "As I say, all options are on the table. The use of force is the last option for any president and, you know, we've used force in the recent past to secure our country." Other NATO sources have told United Press International that "all this may be mood music, a way to step up the diplomatic pressure on Tehran." It is possible that leaks from NATO and German security sources are part of a ploy to convince the Iranian government that the Americans and their NATO allies are in dead earnest when they say a nuclear-armed Iran would not be tolerated, and that Iran had better start negotiating seriously. But the German media speculation about the supposed U.S. plans has been fueled by a number of high-profile visits to Turkey this month, including trips by Secretary of State Condoleezza Rice, by the CIA's Porter Goss and by the FBI Director Robert Mueller, who also delivered U.S. intelligence reports on Iranian backing for PKK operations aimed against Turkey. There have also been some significant Turkish visits to Washington, as reported by Der Spiegel. "Two weeks ago, Yasar Buyukanit, the commander of the Turkish army and probable future chief of staff of the country's armed forces, flew to Washington. After the visit he made a statement that relations between the Turkish army and the American army were once again on an excellent footing," Der Spiegel reported Friday. "Buyukanit's warm and fuzzy words, contrasted greatly with his past statements that if the United States and the Kurds in northern Iraq proved incapable of containing the PKK in the Kurd-dominated northern part of the country and preventing it from attacking Turkey, Buyukanit would march into northern Iraq himself," the German weekly added. The CIA Director's Dec. 12 call on the Turkish prime minister last for over an hour, far longer than customary for a mere courtesy call, and followed an even longer meeting with senior staff of MIT, Turkish intelligence. The Turkish Daily Cumhuriyet reported on December 13: "Goss also asked Ankara to be ready for a possible U.S. air operation against Iran and Syria." Der Spiegel noted Friday that the latest high-level visitor to the Turkish premier was NATO Secretary-General Jaap De Hoop Scheffer. This is not unusual, since Turkey is a member of NATO, but the coincidence of these various trips prompted Spiegel to comment "the number of American and NATO security officials heading to Ankara has increased dramatically." "In Berlin, the issue is largely being played down," Der Spiegel reported Friday. "During his inaugural visit with U.S. Defense Secretary Donald Rumsfeld in Washington last week, the possibility of a U.S. air strike against Iran 'had not been an issue,' for new German Defense Minister Franz Josef Jung, a Defense Ministry spokesman told Spiegel." The original story in the German press which provoked the wider media furore was written for the DDP agency by a veteran reporter on security and intelligence matters, Udo Ulfkotte, who has in the past been criticized in the German media for being "too close to sources at Germany's foreign intelligence agency, the BND" (Bundesnachrichtendienst). At the same time, Ulfkotte has himself come under scrutiny by German security services, and his home and offices have been repeatedly searched in the course of inquiries into allegations that he had published official secrets.

The German newspaper Der Tagesspiegel collected various reports from the German media indicating that the North Atlantic Treaty Organization are examining the prospects of such a strike. According to the report, CIA Director Porter Goss, in his last visit to Turkey on December 12, requested Prime Minister Recep Tayyip Erdogan to provide military bases to the United States in 2006 from where they would be able to launch an assault. The German news agency DDP also noted that countries neighboring Iran, such as Saudi Arabia, Jordan, Oman, and Pakistan were also updated regarding the supposed plan. American sources sent to those countries apparently mentioned an aerial attack as a possibility, but did not provide a time frame for the operation. By Tom Regan | csmonitor.com Tehran on Monday rejected an offer by Russia to allow Iran to enrich uranium for its nuclear reactors in Russia. Ha'aretz reports that the proposal had been put forward by Russia, which is helping Iran develop and build the reactors, as a way to allay concerns about Iran's nuclear program and its potential to be turned into a weapons program. Iran continues to insist its program is being developed solely for peaceful purposes. The European Union had been pushing for Iran to accept Russia's offer, as it would be a way to ensure that only low-grade uranium, suitable for power stations, would be processed. But Iran's top nuclear negotiator, Ali Larijani, told Iranian TV that Iran will continue to insist on its right to enrich the material in Iran itself. He did add, however, that Iran would be willing to consider conducting certain phases of the process outside Iran. Mr. Larijani will meet with European negotiators this month in an effort to work out some kind of understanding before the next meeting of the International Atomic Energy Agency in February. If an agreement about Iran's nuclear program is not reached, experts say, it is very likely that the country will be referred to the UN Security Council for possible sanctions. Meanwhile, the German magazine Der Spiegel reported in its English language version over the weekend that recent stories in the German media indicate that the US may be preparing to launch an attack against Iranian nuclear facilities. The magazine cites in particular a Dec. 23 piece from the news agency DDP by Udo Ulfkotte, a journalist with strong contacts in German's intelligence services: According to Ulfkotte's report, "western security sources" claim that during CIA Director Porter Goss' Dec. 12 visit to Ankara, he asked Turkish Prime Minister Recep Tayyip Erdogan to provide support for a possible 2006 air strike against Iranian nuclear and military facilities. More specifically, Goss is said to have asked Turkey to provide unfettered exchange of intelligence that could help with a mission. DDP also reported that the governments of Saudi Arabia, Jordan, Oman and Pakistan have been informed in recent weeks of Washington's military plans. The countries, apparently, were told that air strikes were a "possible option," but they were given no specific timeframe for the operations. James Joyner, editor of the Outside the Beltway blog and a management analyst for a Washington-area defense contractor, examines the scenarios for a US and/or Israeli preemptive strike against Iran, and finds that, at this point in time, there is "not a good set of options." The global intelligence site Stratfor reported last week that the Israeli military chief of staff, Gen. Dan Halutz, ruled out the possibility of a preemptive strike against Iran at this time because Iran currently poses no threat to Israel and is several years away from producing a nuclear weapon. The professor joins us in our Firehouse studio. Welcome to Democracy Now! ERVAND ABRAHAMIAN: Thank you. AMY GOODMAN: Well, can you talk about the latest, what looks like is evolving as a major crisis at the United Nations? ERVAND ABRAHAMIAN: Yes. I think what we're seeing are beginnings of escalation, escalation which can eventually lead to some sort of military confrontation. Because of the Iraqi war, we have the sort of the premise that wars are done by design, by intention. The Iraqi war was actually very much of an exception. Most wars come out of miscalculation, misjudgment, playing chickens, expecting the other side to climb down. And this is a classic case where the two sides have irreconcilable interests, and the two sides are going to, in fact, play chicken, expecting the other side to back down. And as far as I can see, neither side is going to back down. So along the road, military confrontation is very much likely. JUAN GONZALEZ: And your sense of the role of China and Russia in the Security Council, if this does move now to the Security Council? ERVAND ABRAHAMIAN: Well, Iran, in the past, has been hoping, with the help of also India and other countries, but the bottom line is when it comes to who can offer what, of course, the U.S. can offer China and Russia far more than Iran can. So Iran is not really going to get much protection from those countries, and it probably knows that. It's willing to go along, because it feels it has other cards it can play against United States. So, Iran's actually acting from a position of strength, the way they see it. This makes it very dangerous, because they are overconfident about the situation. JUAN GONZALEZ: And the New York Times is reporting that Israel, behind the scenes, is pressing very hard on this issue of Iran. But the hypocrisy of many of these western countries, raising these issues about Iran's nuclear program, while Israel's nuclear program goes basically unnoticed or not targeted by any of the other major powers. ERVAND ABRAHAMIAN: Yes. And it's not, of course, only Israel. Pakistan has nuclear weapons. As is often -- Israel constantly says Israel lives in a dangerous neighborhood. But actually Iran lives in the same dangerous neighborhood. Although Iran is adamant that it has no interest, intention of building the bomb, clearly what the policy is to have the capabilities of building the bomb, if necessary. And this is directly related to Iran's experience during the Iraqi war, when the Iraqis were using weapons of mass destruction and the international community didn't lift a finger. In fact, countries like United States helped Iraq use these weapons on Iran, actually sold the materials and looked the other way and denied the fact that Iraq had been using it. And from this experience, the Iranian decision makers have come to the conclusion that they need to be self-reliant. And if they're ever in a situation like that again, they would be able to build a bomb. But that doesn't mean they want to build a bomb now. In the nuclear business, it's known as the Japanese option. Japan has this option, within a few months, of building a bomb, because it has all the equipment, it has the science, it has the knowledge. And this Japanese option, actually, some 30 countries in the world has it, and I think the strategy of the Iranian leadership is to be in the same position. AMY GOODMAN: Why do you think it unsealed, pulled the seals now? ERVAND ABRAHAMIAN: Well, I think this has been building up. I mean, Iran -- voluntary -- it kept on insisting this was a voluntary freeze while they’re negotiating with the Europeans. And those negotiations really went nowhere, mainly because it was -- Europeans were doing it for [inaudible] the United States. The United States was not involved. And since they discovered that basically they were freezing it indefinitely, it was not in their interest. So this is, for them, a time to do it. And, of course, what they see is the U.S. quagmire in Iraq. They feel that United States really can't do anything at the moment, and this is a perfect situation to go ahead. AMY GOODMAN: We're talking to Professor Ervand Abrahamian of Baruch College, has co-written the book, Inventing the Axis of Evil: The Truth About North Korea, Iran and Syria. In news, the Times of London reported that Israel's armed forces have been ordered by Prime Minister Ariel Sharon -- this was in December -- to be ready by the end of March for possible strikes on secret uranium enrichment sites in Iran. Israel has denied the report. ERVAND ABRAHAMIAN: Yes, it actually doesn’t really matter whether U.S. does the strike or Israel does it, because Iran would obviously retaliate. And it really can't retaliate against Israel, but it could easily retaliate against United States, so if Israel carries out air strikes, it will be the United States that will suffer for it. And the pain for the United States will come predominantly in Afghanistan and Iraq. In both countries, Iran, to use the jingo language, they have the assets, got a great deal of assets to cause a lot of trouble for United States. And the last thing, I think, the U.S. military wants in Iraq is a Shia revolt while they're dealing with a Sunni revolt. AMY GOODMAN: You've talked about -- or I'd like to ask you about the President of Iran's comments on Israel, saying the Holocaust is a myth, saying Israel should be wiped off the face of the map, perhaps it should be established in someplace like Alaska. Your response? ERVAND ABRAHAMIAN: Well, there are actually two explanations for this. One is this type of thinking is pretty current among rightwing in Iran. And the right wing in Iran is no more sophisticated than the right wing elsewhere. They pick up a few things from information about history, and they elaborate to a Holocaust denial, so every time in Europe someone questions a thing about the Holocaust, it's picked up in the rightwing newspapers in Iran as a major fact. So Ahmadinejad very much comes from that perspective, the questions about the Holocaust. Then, the question is: Why is he being so adamant and insistent on it now? And I think that's a more interesting issue. If you look at it in the Middle East arena, in the Sunni Arab world Iran is seen as a collaborator with United States. This may sound strange in United States, but from their perspective, what's happening in Iraq is the government is set up in Baghdad, is a Shia government, pro-Iranian, but it's also working together closely with United States. I think this is a marriage of convenience that's not going last long, but from the Sunni, especially rightwing Sunni fundamentalist perspective, the Shias and the Iranians are actually in cahoots with United States. Now, to basically overcome this stigma, the President in Iran is being more anti-Israeli than the Arabs. So if you can come out with these statements, you could say, ‘Well, look, I’m actually more pro-Palestinian, I’m more pro-Muslim, I’m more pro-Arab, I’m more anti-Israeli than you are, because I’m denying the Holocaust, I’m denying the legitimacy of Israel.’ And this is, again, from a rightwing Iranian perspective. The more moderates, liberals, reformists had for a long time come to the conclusion that a two-state solution was the best thing. And the former president had actually gone on record as saying that anything the Palestinians accepted, Iran would have to accept, too. So if the Palestinians wanted a two-state solution, recognize Israel, it's not really the task of Iran to sabotage that and say, no. But I think here what Ahmadinejad is trying to do is like being more Catholic than the Pope, being more anti-Israeli than the Palestinians and the Arabs, as a way of forestalling the criticism that Iran is working with United States. JUAN GONZALEZ: And in terms of North Korea, obviously the focus now, once again, on Iran and a nuclear program in Iran has basically forced North Korea out of the news. You hear virtually nothing about it anymore, and the United States policy of bringing this case to the U.N., while continuing to keep North Korea sort of aside in local regional talks there with some of the major powers there. Your perspective on the different approaches of the United States, of the Bush administration? ERVAND ABRAHAMIAN: Yes. I mean, from the people in Tehran, their perspective is, ‘Look, North Korea has the bomb, and the U.S. is negotiating with it. Saddam Hussein didn't have the bomb and look what happened to him.’ So within, I think, Iranian elite, there is this debate. If, once Iran gets to the point of having the capabilities, should Iran then go that stretch, one lap, and actually build the bomb? And these are sort of questions that would be raised. In fact, what is surprising is the last few years in Iran there has been much open discussion whether one should have the nuclear capability and the bomb. I don't know any other country that ever actually has such a debate. I mean, United States, when it built the bomb, or Germany or France or Russia or China, they did it secretly. And it became a de facto thing. But in Iran there's actually quite a sophisticated knowledge about the dangers of going that route, and there's much discussion about it, the pros and cons into it. And there are even military leaders who argue that it's not in Iran's interest to build the bomb. They all agree on it’s important to have the capabilities, but to actually have the bomb is a debated issue. And many, I would say, important people would argue that it's not in Iran's interest to actually have the bomb. AMY GOODMAN: We only have 30 seconds. But in your book you write, “The United States is on a collision course with Iran. The main casualty could well be the democratic movement in Iran.” What did you mean? ERVAND ABRAHAMIAN: Well, it's already occurred. I mean, the casualty has been the democratic movement, because under the Carter and the Clinton administrations, there was actually a rapprochement, a détente. The two were pretty -- on good terms. And then you had the neo-cons coming into Washington and the “axis of evil” speech that basically undercut the reformers in Iran, because the reformers by basically -- inevitably were associated with good relations with United States. And here you have someone in Washington calling for the destruction of the Islamic republic, calling it “axis of evil.” That, really a major reason for the undermining of the reformers, so that's already occurred three years ago. AMY GOODMAN: Well, this is a conversation that we will continue.
