Buried down in today’s New York Times report on President Bush reaffirming his unqualified support for John Bolton as U.N. Ambassador is the reason why almost all of you are ready to vote for his confirmation.


“Republicans are hoping to shame Democrats into a quick vote on Mr. Bolton. They argue that he needs to be in place by June so that the United States will have the latitude it needs to press its concerns about Iran's suspected nuclear weapons program before the Security Council.”
Why the big rush? My reliable sources tell me it is because there is a timetable that makes it urgent for Bolton to be ready for action in June in order to cripple the Nuclear Non-Proliferation Treaty (NPT) as part of the plan to bomb the Iranian nuclear-power plant at Bushehr. That’s because Bushehr, under construction with Russian supervision, will soon be ready to receive the Russian fissionable material enabling it to produce power. In 1981, remember Republican Senators, Israel bombed the Osiraq nuclear power plant near Baghdad just before it was to be fueled by its French contractors. Once fueled, bombing is out of the question because of the radiation that would be emitted, with clouds traveling who knows where.

Of course you must know by now that at the time the Israelis blew up Osiraq, the situation was quite different. We were in the midst of the Cold War, the United States was supporting Iraq in its war against Iran, and the Russians were supporting Iran. So when the billion-dollar Osiraq plant went up in smoke (with the help of the neo-cons who were already occupying the Pentagon in that first year of the Reagan administration), there was no reaction from Russia because the Israelis were essentially bombing us!! We also know by now that Iraq did not have a nuclear weapons program at the time, but only began its (unsuccessful) clandestine effort after Osiraq.

The same is now true of Iran. If a month or two from now you are advised by President Bush that it is necessary to take out Bushehr to prevent Iran from acquiring nuclear weapons, you would have to wonder if the neo-cons and their Likud allies in Tel Aviv aren’t simply threatening World War III on a faulty premise. Wouldn’t you. The situation now is quite different, with Bushehr a Russian project in Iran.

On a recent, quite incredible FoxNews special, Lieut. General Thomas McInerney said we are already moving aircraft carriers into positions from which we could strike. He was then asked: “If you had to put a percentage on it, the chances that the US will eventually have to take military actions against Iran, what would you put it at?” to which McInerney replied casually: “Well, I would put one percent of using ground forces, boots on the ground in Iran, I would put up 50 percent on a blockade and I would put up fifty to sixty percent on precision air strikes on their nuclear development sites.” He also observed casually that Iran wouldn’t dare take on the United States. Perhaps the 60 million Iranians would greet our bombers with garlands and sweets. Do you see what I mean? FoxNews, as you may know, is commonly known as "The War Channel," for similar work it did in promoting the war against Iraq.

Is Iran this kind of threat to anyone? As far as I can tell, ladies and gentlemen of the GOP Senate, the answer is “absolutely not,” at least as long as they remain members in good standing of the NPT, which means they will permit the International Atomic Energy Agency (IAEA) to inspect intrusively and constantly, as they have been doing. It has been the mission of John Bolton and his underling, Stephen Rademaker, to “reform” the United Nations in a way that dissolves the NPT and the need for the IAEA, not only to pave the way for the bombing of Bushehr, but also to get out from under the NPT provisions that require all the nuclear-weapon powers to make progress toward making the world a nuclear-free zone.

If you wish to really understand what’s going on, instead of getting briefed by the same people who briefed you prior to the invasion of Iraq, please read Dr. Gordon Prather’s commentaries on the crisis just around the corner. First, on WorldNetDaily.com, he writes Strengthen the NPT -- Or Else, in which he walks us through the misinformation that Bolton, Rademaker and the neo-cons have been spreading on Iran’s alleged violations of its treaty obligations. Dr. Prather, who by the way came to Washington under the patronage of Sen. Pete Domenici, Republican of New Mexico, and is no left-wing liberal, also penned a second column today for antiwar.com, Bush-Blairs Nutty U.N. Proposal, which you have to read to realize how “nutty” it is.

There is also today on the antiwar.com website today an overview of this looming crisis that I highly recommend, as it was highly recommended to me by Dr. Prather, The Iran Crisis in Global Context. If you and your staffs do take my suggestions seriously and go to these links, I think you may have greater doubts about the Bolton nomination than you have now. If you have any doubts about Dr. Prather, check with your colleague, Senator Domenici, who was instrumental back in getting Prather an appointment as the Army’s chief scientist during the Reagan administration.

This isn’t too much to ask, is it? For good measure, I’d hope those of you who are reading this memo to the GOP Senators and are among their constituents would urge them to take a second look before they send Bolton to the United Nations. His mission is not to clean up the so-called “Oil-for-Food Scandal” or promote UNICEF gift cards. It is to bomb the nuclear facilities in Iran after undermining the work of IAEA and the need for the NPT

R E G I O N: Israeli planner says don’t rule out Osiraq-like strike on Iran

* David Ivry claims Tehran’s quest for a bomb may be delayed by military action

TEL AVIV: Military action would not stop Iran’s nuclear programme but could be a last resort to delay any quest for an atomic bomb, the mastermind of Israel’s 1981 air strike on the Iraqi reactor at Osiraq said on Monday.

While Israel and its US ally have not excluded the option of attacking Iran if all diplomatic efforts to curb its nuclear capability fail, independent experts believe the Islamic republic’s facilities are too dispersed and fortified to be eliminated militarily.

But David Ivry, who planned the Osiraq raid as then chief of the Israeli air force, argued against thinking in all-out terms.

“You cannot eliminate an idea, a national will. But you can delay progress on a nuclear programme with the appropriate military action,” Ivry told Reuters. “That is a valuable objective in itself.” Eight Israeli F-16 jets, using detachable fuel containers and relatively light bombs to extend their range, destroyed Osiraq on June 7, 1981. The Iraqi quest for atomic weapons was driven underground until UN inspectors uncovered it in 1991.

“When Israel struck Osiraq, the intention was never to get rid of Saddam Hussein’s nuclear plans. We wanted to buy time, and we succeeded in doing that,” Ivry said.

Iran has denied seeking an atomic bomb, saying its nuclear programme is for energy needs only.

It has suspended uranium enrichment, a process that can produce bombs, at the behest of France, Britain and Germany. But Washington wants Tehran referred to the UN Security Council for possible sanctions if it does not scrap the programme. Israel, believed to be the Middle East’s only nuclear power, has made no secret of seeking means to confront Iran militarily. But it denies planning to attack its arch-foe unilaterally.

However, Israeli officials say they have assessed that Iran will obtain the know-how to make atomic weapons within months. That is a more pressing prognosis than Washington’s, suggesting Israel could yet go it alone.

“A country decides when to act against the enemy based on its assessment of when the threat has become insufferable. You set a deadline beyond which you believe you will lose the option of acting,” Ivry said. “With Osiraq, it was the fact that the Iraqis were about to bring uranium into the reactor.”

Although a fleet of advanced F-16i jets has extended the Jewish state’s reach into the Gulf, analysts doubt an Israeli strike could deal with the dozens of nuclear facilities in Iran, a state much bigger than Iraq and with formidable air defences.

“Israel’s best option would be a simultaneous multi-pronged strike using different routes, for example through Jordan and Iraq as well as the Mediterranean route through Turkey and or Azerbaijan,” Kaveh Afrasiabi, a political analyst at Tehran University, said in a recent published article.

“Yet at present neither option is available to Israel ... given Iran’s cordial relations with its neighbors and the fears and concerns of those neighbours of a severe Iranian backlash in case they permit their air space for an Israeli attack on Iran.” The warplanes that bombed Osiraq overflew Jordan and Saudi Arabia, which were then formally at war with Israel. But Ivry said seeking permission would not be necessary.

“I do not know of any country that would ask permission of another (to use its air space). Doing so would compromise the secrecy of the mission, and approval would not be forthcoming anyway. When dealing with a mission seen as crucial for national security, such issues are irrelevant,” said Ivry. The retired general also disputed the assumption that all or most of Iran’s facilities would have to be tackled in a strike.

“It is enough to hit the key component of the production cycle to put the whole operation out of action,” he said. “Given the sensitivity of the technologies in question, a strike that simply shakes the structure housing them is usually sufficient to cause irreparable damage. Total destruction of the target is not necessary or even desirable.”

And although an “Osiraq option” against Iran is a matter of widespread speculation, Ivry suggested that Israel could still have tricks in store if it decided to proceed with a strike. “The Iranians attacked Osiraq twice before we did (in the Iran-Iraq war). Each time, the Iraqis bolstered their defences at the site. So even then, we did not really have the element of surprise in terms of the overall concept of a strike,” he said.

“If and when Iran is attacked, I think I can assure you it will come as a surprise to everyone.” reuters

Five U.S. Marines Killed in Iraq

A militant strapped with more than 100 pounds of explosives and disguised in an army uniform blew himself up in a crowded mess hall Wednesday as brutal attacks across Iraq killed more than 50 people. In a dramatic raid, Iraqi and U.S. forces freed Australian hostage Douglas Wood, held by insurgents for 47 days.

Meanwhile, five U.S. Marines were killed by roadside bomb attack Wednesday on their vehicle near Ramadi, 70 miles west of Baghdad, the U.S. military said Thursday. The five were assigned to the 2nd Marine Division, II Marine Expeditionary Force.

The swell in violence — which caused the highest daily death toll in more than three weeks — appeared aimed at derailing stepped-up efforts by Shiite politicians to bring the disaffected Sunni Arab minority into the political process. The two groups are trying to write a groundbreaking constitution and gain necessary approval to allow government-building to move forward.

Al-Qaida in Iraq claimed responsibility for the mess hall bombing at an army base in Khalis, about 45 miles north of Baghdad. The attacker "was invited to this lunch, and we ask Allah that he finishes his food in paradise," al-Qaida said in an Internet statement posted on a militant web site.

The militant, wearing an army uniform and strapped with about 110 pounds of explosives, waited until soldiers gathered for lunch before blowing himself up, said Iraqi army Col. Saleh Al-Obeidi. The blast killed 26 soldiers and wounded another 26 belonging to the Al-Salam battalion of the 2nd Brigade of the Iraqi army in Diyala province, the army said.

"I couldn't recognize one body from another. Body parts were scattered everywhere, because it was a huge blast," al-Obeidi said. "It is a fortified base, and we never believed any incident would occur inside this base."

The man apparently was among a group of construction workers hired to expand the mess hall's kitchen and "that's why he was able to go this far," al-Obeidi said.

"The attacker picked the right time to carry out the attack, when two army groups were supposed to be inside for lunch. He blew himself up as soon as he entered the hall, avoiding all the soldiers so they would not recognize that he was a stranger," al-Obeidi said.

The explosives allegedly were brought onto the base Tuesday inside several trucks carrying construction materials, he said.

It was the second attack involving a suicide bomber in two days. On Tuesday, a man wearing a similar belt loaded with explosives killed 23 people and wounded nearly 100 after blowing himself up outside a bank in Kirkuk. Al-Qaida's northern affiliate, the Ansar al-Sunnah Army, claimed responsibility.

Wood, dressed in traditional Arabic garb, was found huddled beneath a blanket, and residents of the home insisted he was their ailing father. But troops, who were acting on a tip, would not be deterred.

Wood, who is married to an American woman and lives in Alamo, Calif., was haggard but smiling broadly as he gave cameras a thumbs-up during a medical checkup at a U.S. military facility.

"He has been blindfolded, handcuffed, he has not been well looked after," Australia's counterterrorism chief Nick Warner said after Wood was freed from a house in one of Baghdad's most dangerous neighborhoods.

Also Wednesday in eastern Baghdad, a suicide car bomber slammed into two police cars on patrol, killing 10 people, including eight police officers, and injured another 23. The suicide bomber drove a German luxury car into the police cars as they were stopped at an intersection, police said.

Three mortar shells fell on Abu Ali Restaurant, a well-known Baghdad kebab eatery, killing five Iraqis and wounding eight, police said. A nearby police headquarters was the apparent target, police said.

Insurgents kidnapped and killed two senior officers in Kirkuk's anti-terrorist squad, along with their driver and the son of one of the men. The bodies of all four were found dumped streetside in the northern city with gunshots to their heads.

The tribunal that will put Saddam Hussein on trial released its second videotape in a week Wednesday, this one showing an investigating judge questioning three senior officials of the former dictator's regime — including Saddam's half brother Sabawi Ibrahim. A tape released Monday showed Saddam being questioned for his alleged role in killing of 50 Kurds.

Iraqi legislators, meanwhile, seemed close to agreement on a demand by Sunni Arabs for more participation in the effort to draft a constitution.

A Shiite-dominated parliamentary committee drafting Iraq's new constitution offered a compromise to the country's Sunni Arab minority in an effort to break a deadlock over demands they have a bigger say in drawing up the charter.

The offer suggested that 13 additional Sunni Arabs join the committee in a parallel body.

The Sunni Arab community has said it wants 25 more people to join their two legislators already on the committee, and the two Sunni Arab representatives rejected the offer. But representatives from Sunni Arab community will meet Thursday to discuss the proposal.

An agreement on the constitution would help defuse growing sectarian tension between the majority Shiites, who control the government, and the Sunnis. The minority is thought to make up the core of an insurgency that has killed at least 1,071 people since Prime Minister Ibrahim al-Jaafari's government was announced April 28, including 54 killed on May 23.

At least 1,713 U.S. military members have died since the war began in 2003, according to an AP count.

In other developments Wednesday:

• Two former Iraqi military officers with alleged links to al-Qaida were arrested while planting roadside bombs. The Interior Ministry identified them as former Maj. Gen. Abid Dawood Salman and his son, former Capt. Raid Abid Dawood.

• A Iraqi civilian was killed and six police officers were injured in a gunbattle with insurgents in Baghdad's western Saydiyah neighborhood.

• Seven people, including two police officers, were killed in the northern town of Tal Afar in clashes with insurgents, Police Brig. Gen. Naji Abdullah said.
