Report: U.S. Conducting Secret Missions Inside Iran

WASHINGTON - The United States has been conducting secret
reconnaissance
missions inside Iran to help identify potential nuclear, chemical and
missile
targets, The New Yorker magazine reported Sunday.

The article, by award-winning reporter Seymour Hersh, said the secret
missions have been going on at least since last summer with the goal of
identifying
target information for three dozen or more suspected sites.

Hersh quotes one government consultant with close ties to the
Pentagon as
saying, "The civilians in the Pentagon want to go into Iran and destroy
as much
of the military infrastructure as possible."

One former high-level intelligence official told The New Yorker,
"This is a
war against terrorism, and Iraq is just one campaign. The Bush
administration
is looking at this as a huge war zone. Next, we're going to have the
Iranian
campaign."

The White House said Iran is a concern and a threat that needs to be
taken
seriously. But it disputed the report by Hersh, who last year exposed
the
extent of prisoner abuse at the Abu Ghraib prison in Iraq.

"We obviously have a concern about Iran. The whole world has a
concern
about Iran," Dan Bartlett, a top aide to President Bush, told CNN's
"Late Edition."

Of The New Yorker report, he said: "I think it's riddled with
inaccuracies,
and I don't believe that some of the conclusions he's drawing are based
on
fact."

Bartlett said the administration "will continue to work through the
diplomatic initiatives" to convince Iran - which Bush once called part
of an "axis of
evil" - not to pursue nuclear weapons.

"No president, at any juncture in history, has ever taken military
options
off the table," Bartlett added. "But what President Bush has shown is
that he
believes we can emphasize the diplomatic initiatives that are underway
right
now."

Commando Task Force

Bush has warned Iran in recent weeks against meddling in Iraqi
elections.

The former intelligence official told Hersh that an American commando
task
force in South Asia is working closely with a group of Pakistani
scientists
who had dealt with their Iranian counterparts.

The New Yorker reports that this task force, aided by information
from
Pakistan, has been penetrating into eastern Iran in a hunt for
underground
nuclear-weapons installations.

In exchange for this cooperation, the official told Hersh, Pakistani
President Pervez Musharraf has received assurances that his government
will not have
to turn over Abdul Qadeer Khan, the father of Pakistan's atomic bomb,
to face
questioning about his role in selling nuclear secrets to Iran, Libya
and
North Korea.

Hersh reported that Bush has already "signed a series of top-secret
findings and executive orders authorizing secret commando groups and
other Special
Forces units to conduct covert operations against suspected terrorist
targets in
as many as 10 nations in the Middle East and South Asia."

Defining these as military rather than intelligence operations, Hersh
reported, will enable the Bush administration to evade legal
restrictions imposed
on the CIA's covert activities overseas.

George W. Bush’s reëlection was not his only victory last fall. The President and his national-security advisers have consolidated control over the military and intelligence communities’ strategic analyses and covert operations to a degree unmatched since the rise of the post-Second World War national-security state. Bush has an aggressive and ambitious agenda for using that control—against the mullahs in Iran and against targets in the ongoing war on terrorism—during his second term. The C.I.A. will continue to be downgraded, and the agency will increasingly serve, as one government consultant with close ties to the Pentagon put it, as “facilitators” of policy emanating from President Bush and Vice-President Dick Cheney. This process is well under way.

Despite the deteriorating security situation in Iraq, the Bush Administration has not reconsidered its basic long-range policy goal in the Middle East: the establishment of democracy throughout the region. Bush’s reëlection is regarded within the Administration as evidence of America’s support for his decision to go to war. It has reaffirmed the position of the neoconservatives in the Pentagon’s civilian leadership who advocated the invasion, including Paul Wolfowitz, the Deputy Secretary of Defense, and Douglas Feith, the Under-secretary for Policy. According to a former high-level intelligence official, Secretary of Defense Donald Rumsfeld met with the Joint Chiefs of Staff shortly after the election and told them, in essence, that the naysayers had been heard and the American people did not accept their message. Rumsfeld added that America was committed to staying in Iraq and that there would be no second-guessing.

“This is a war against terrorism, and Iraq is just one campaign. The Bush Administration is looking at this as a huge war zone,” the former high-level intelligence official told me. “Next, we’re going to have the Iranian campaign. We’ve declared war and the bad guys, wherever they are, are the enemy. This is the last hurrah—we’ve got four years, and want to come out of this saying we won the war on terrorism.”

Bush and Cheney may have set the policy, but it is Rumsfeld who has directed its implementation and has absorbed much of the public criticism when things went wrong—whether it was prisoner abuse in Abu Ghraib or lack of sufficient armor plating for G.I.s’ vehicles in Iraq. Both Democratic and Republican lawmakers have called for Rumsfeld’s dismissal, and he is not widely admired inside the military. Nonetheless, his reappointment as Defense Secretary was never in doubt.

Rumsfeld will become even more important during the second term. In interviews with past and present intelligence and military officials, I was told that the agenda had been determined before the Presidential election, and much of it would be Rumsfeld’s responsibility. The war on terrorism would be expanded, and effectively placed under the Pentagon’s control. The President has signed a series of findings and executive orders authorizing secret commando groups and other Special Forces units to conduct covert operations against suspected terrorist targets in as many as ten nations in the Middle East and South Asia.

The President’s decision enables Rumsfeld to run the operations off the books—free from legal restrictions imposed on the C.I.A. Under current law, all C.I.A. covert activities overseas must be authorized by a Presidential finding and reported to the Senate and House intelligence committees. (The laws were enacted after a series of scandals in the nineteen-seventies involving C.I.A. domestic spying and attempted assassinations of foreign leaders.) “The Pentagon doesn’t feel obligated to report any of this to Congress,” the former high-level intelligence official said. “They don’t even call it ‘covert ops’—it’s too close to the C.I.A. phrase. In their view, it’s ‘black reconnaissance.’ They’re not even going to tell the cincs”—the regional American military commanders-in-chief. (The Defense Department and the White House did not respond to requests for comment on this story.)

In my interviews, I was repeatedly told that the next strategic target was Iran. “Everyone is saying, ‘You can’t be serious about targeting Iran. Look at Iraq,’” the former intelligence official told me. “But they say, ‘We’ve got some lessons learned—not militarily, but how we did it politically. We’re not going to rely on agency pissants.’ No loose ends, and that’s why the C.I.A. is out of there.”



For more than a year, France, Germany, Britain, and other countries in the European Union have seen preventing Iran from getting a nuclear weapon as a race against time—and against the Bush Administration. They have been negotiating with the Iranian leadership to give up its nuclear-weapons ambitions in exchange for economic aid and trade benefits. Iran has agreed to temporarily halt its enrichment programs, which generate fuel for nuclear power plants but also could produce weapons-grade fissile material. (Iran claims that such facilities are legal under the Nuclear Non-Proliferation Treaty, or N.P.T., to which it is a signator, and that it has no intention of building a bomb.) But the goal of the current round of talks, which began in December in Brussels, is to persuade Tehran to go further, and dismantle its machinery. Iran insists, in return, that it needs to see some concrete benefits from the Europeans—oil-production technology, heavy-industrial equipment, and perhaps even permission to purchase a fleet of Airbuses. (Iran has been denied access to technology and many goods owing to sanctions.)

The Europeans have been urging the Bush Administration to join in these negotiations. The Administration has refused to do so. The civilian leadership in the Pentagon has argued that no diplomatic progress on the Iranian nuclear threat will take place unless there is a credible threat of military action. “The neocons say negotiations are a bad deal,” a senior official of the International Atomic Energy Agency (I.A.E.A.) told me. “And the only thing the Iranians understand is pressure. And that they also need to be whacked.”

The core problem is that Iran has successfully hidden the extent of its nuclear program, and its progress. Many Western intelligence agencies, including those of the United States, believe that Iran is at least three to five years away from a capability to independently produce nuclear warheads—although its work on a missile-delivery system is far more advanced. Iran is also widely believed by Western intelligence agencies and the I.A.E.A. to have serious technical problems with its weapons system, most notably in the production of the hexafluoride gas needed to fabricate nuclear warheads.

A retired senior C.I.A. official, one of many who left the agency recently, told me that he was familiar with the assessments, and confirmed that Iran is known to be having major difficulties in its weapons work. He also acknowledged that the agency’s timetable for a nuclear Iran matches the European estimates—assuming that Iran gets no outside help. “The big wild card for us is that you don’t know who is capable of filling in the missing parts for them,” the recently retired official said. “North Korea? Pakistan? We don’t know what parts are missing.”

One Western diplomat told me that the Europeans believed they were in what he called a “lose-lose position” as long as the United States refuses to get involved. “France, Germany, and the U.K. cannot succeed alone, and everybody knows it,” the diplomat said. “If the U.S. stays outside, we don’t have enough leverage, and our effort will collapse.” The alternative would be to go to the Security Council, but any resolution imposing sanctions would likely be vetoed by China or Russia, and then “the United Nations will be blamed and the Americans will say, ‘The only solution is to bomb.’”

A European Ambassador noted that President Bush is scheduled to visit Europe in February, and that there has been public talk from the White House about improving the President’s relationship with America’s E.U. allies. In that context, the Ambassador told me, “I’m puzzled by the fact that the United States is not helping us in our program. How can Washington maintain its stance without seriously taking into account the weapons issue?”

The Israeli government is, not surprisingly, skeptical of the European approach. Silvan Shalom, the Foreign Minister, said in an interview last week in Jerusalem,with another New Yorker journalist, “I don’t like what’s happening. We were encouraged at first when the Europeans got involved. For a long time, they thought it was just Israel’s problem. But then they saw that the [Iranian] missiles themselves were longer range and could reach all of Europe, and they became very concerned. Their attitude has been to use the carrot and the stick—but all we see so far is the carrot.” He added, “If they can’t comply, Israel cannot live with Iran having a nuclear bomb.”

In a recent essay, Patrick Clawson, an Iran expert who is the deputy director of the Washington Institute for Near East Policy (and a supporter of the Administration), articulated the view that force, or the threat of it, was a vital bargaining tool with Iran. Clawson wrote that if Europe wanted coöperation with the Bush Administration it “would do well to remind Iran that the military option remains on the table.” He added that the argument that the European negotiations hinged on Washington looked like “a preëmptive excuse for the likely breakdown of the E.U.-Iranian talks.” In a subsequent conversation with me, Clawson suggested that, if some kind of military action was inevitable, “it would be much more in Israel’s interest—and Washington’s—to take covert action. The style of this Administration is to use overwhelming force—‘shock and awe.’ But we get only one bite of the apple.”

There are many military and diplomatic experts who dispute the notion that military action, on whatever scale, is the right approach. Shahram Chubin, an Iranian scholar who is the director of research at the Geneva Centre for Security Policy, told me, “It’s a fantasy to think that there’s a good American or Israeli military option in Iran.” He went on, “The Israeli view is that this is an international problem. ‘You do it,’ they say to the West. ‘Otherwise, our Air Force will take care of it.’” In 1981, the Israeli Air Force destroyed Iraq’s Osirak reactor, setting its nuclear program back several years. But the situation now is both more complex and more dangerous, Chubin said. The Osirak bombing “drove the Iranian nuclear-weapons program underground, to hardened, dispersed sites,” he said. “You can’t be sure after an attack that you’ll get away with it. The U.S. and Israel would not be certain whether all the sites had been hit, or how quickly they’d be rebuilt. Meanwhile, they’d be waiting for an Iranian counter-attack that could be military or terrorist or diplomatic. Iran has long-range missiles and ties to Hezbollah, which has drones—you can’t begin to think of what they’d do in response.”

Chubin added that Iran could also renounce the Nuclear Non-Proliferation Treaty. “It’s better to have them cheating within the system,” he said. “Otherwise, as victims, Iran will walk away from the treaty and inspections while the rest of the world watches the N.P.T. unravel before their eyes.”



The Administration has been conducting secret reconnaissance missions inside Iran at least since last summer. Much of the focus is on the accumulation of intelligence and targeting information on Iranian nuclear, chemical, and missile sites, both declared and suspected. The goal is to identify and isolate three dozen, and perhaps more, such targets that could be destroyed by precision strikes and short-term commando raids. “The civilians in the Pentagon want to go into Iran and destroy as much of the military infrastructure as possible,” the government consultant with close ties to the Pentagon told me.

Some of the missions involve extraordinary coöperation. For example, the former high-level intelligence official told me that an American commando task force has been set up in South Asia and is now working closely with a group of Pakistani scientists and technicians who had dealt with Iranian counterparts. (In 2003, the I.A.E.A. disclosed that Iran had been secretly receiving nuclear technology from Pakistan for more than a decade, and had withheld that information from inspectors.) The American task force, aided by the information from Pakistan, has been penetrating eastern Iran from Afghanistan in a hunt for underground installations. The task-force members, or their locally recruited agents, secreted remote detection devices—known as sniffers—capable of sampling the atmosphere for radioactive emissions and other evidence of nuclear-enrichment programs.

Getting such evidence is a pressing concern for the Bush Administration. The former high-level intelligence official told me, “They don’t want to make any W.M.D. intelligence mistakes, as in Iraq. The Republicans can’t have two of those. There’s no education in the second kick of a mule.” The official added that the government of Pervez Musharraf, the Pakistani President, has won a high price for its coöperation—American assurance that Pakistan will not have to hand over A. Q. Khan, known as the father of Pakistan’s nuclear bomb, to the I.A.E.A. or to any other international authorities for questioning. For two decades, Khan has been linked to a vast consortium of nuclear-black-market activities. Last year, Musharraf professed to be shocked when Khan, in the face of overwhelming evidence, “confessed” to his activities. A few days later, Musharraf pardoned him, and so far he has refused to allow the I.A.E.A. or American intelligence to interview him. Khan is now said to be living under house arrest in a villa in Islamabad. “It’s a deal—a trade-off,” the former high-level intelligence official explained. “‘Tell us what you know about Iran and we will let your A. Q. Khan guys go.’ It’s the neoconservatives’ version of short-term gain at long-term cost. They want to prove that Bush is the anti-terrorism guy who can handle Iran and the nuclear threat, against the long-term goal of eliminating the black market for nuclear proliferation.”

The agreement comes at a time when Musharraf, according to a former high-level Pakistani diplomat, has authorized the expansion of Pakistan’s nuclear-weapons arsenal. “Pakistan still needs parts and supplies, and needs to buy them in the clandestine market,” the former diplomat said. “The U.S. has done nothing to stop it.”

There has also been close, and largely unacknowledged, coöperation with Israel. The government consultant with ties to the Pentagon said that the Defense Department civilians, under the leadership of Douglas Feith, have been working with Israeli planners and consultants to develop and refine potential nuclear, chemical-weapons, and missile targets inside Iran. (After Osirak, Iran situated many of its nuclear sites in remote areas of the east, in an attempt to keep them out of striking range of other countries, especially Israel. Distance no longer lends such protection, however: Israel has acquired three submarines capable of launching cruise missiles and has equipped some of its aircraft with additional fuel tanks, putting Israeli F-16I fighters within the range of most Iranian targets.)

“They believe that about three-quarters of the potential targets can be destroyed from the air, and a quarter are too close to population centers, or buried too deep, to be targeted,” the consultant said. Inevitably, he added, some suspicious sites need to be checked out by American or Israeli commando teams—in on-the-ground surveillance—before being targeted.

The Pentagon’s contingency plans for a broader invasion of Iran are also being updated. Strategists at the headquarters of the U.S. Central Command, in Tampa, Florida, have been asked to revise the military’s war plan, providing for a maximum ground and air invasion of Iran. Updating the plan makes sense, whether or not the Administration intends to act, because the geopolitics of the region have changed dramatically in the last three years. Previously, an American invasion force would have had to enter Iran by sea, by way of the Persian Gulf or the Gulf of Oman; now troops could move in on the ground, from Afghanistan or Iraq. Commando units and other assets could be introduced through new bases in the Central Asian republics.

It is possible that some of the American officials who talk about the need to eliminate Iran’s nuclear infrastructure are doing so as part of a propaganda campaign aimed at pressuring Iran to give up its weapons planning. If so, the signals are not always clear. President Bush, who after 9/11 famously depicted Iran as a member of the “axis of evil,” is now publicly emphasizing the need for diplomacy to run its course. “We don’t have much leverage with the Iranians right now,” the President said at a news conference late last year. “Diplomacy must be the first choice, and always the first choice of an administration trying to solve an issue of . . . nuclear armament. And we’ll continue to press on diplomacy.”

In my interviews over the past two months, I was given a much harsher view. The hawks in the Administration believe that it will soon become clear that the Europeans’ negotiated approach cannot succeed, and that at that time the Administration will act. “We’re not dealing with a set of National Security Council option papers here,” the former high-level intelligence official told me. “They’ve already passed that wicket. It’s not if we’re going to do anything against Iran. They’re doing it.”

The immediate goals of the attacks would be to destroy, or at least temporarily derail, Iran’s ability to go nuclear. But there are other, equally purposeful, motives at work. The government consultant told me that the hawks in the Pentagon, in private discussions, have been urging a limited attack on Iran because they believe it could lead to a toppling of the religious leadership. “Within the soul of Iran there is a struggle between secular nationalists and reformers, on the one hand, and, on the other hand, the fundamentalist Islamic movement,” the consultant told me. “The minute the aura of invincibility which the mullahs enjoy is shattered, and with it the ability to hoodwink the West, the Iranian regime will collapse”—like the former Communist regimes in Romania, East Germany, and the Soviet Union. Rumsfeld and Wolfowitz share that belief, he said.

“The idea that an American attack on Iran’s nuclear facilities would produce a popular uprising is extremely illinformed,” said Flynt Leverett, a Middle East scholar who worked on the National Security Council in the Bush Administration. “You have to understand that the nuclear ambition in Iran is supported across the political spectrum, and Iranians will perceive attacks on these sites as attacks on their ambitions to be a major regional player and a modern nation that’s technologically sophisticated.” Leverett, who is now a senior fellow at the Saban Center for Middle East Policy, at the Brookings Institution, warned that an American attack, if it takes place, “will produce an Iranian backlash against the United States and a rallying around the regime.”



Rumsfeld planned and lobbied for more than two years before getting Presidential authority, in a series of findings and executive orders, to use military commandos for covert operations. One of his first steps was bureaucratic: to shift control of an undercover unit, known then as the Gray Fox (it has recently been given a new code name), from the Army to the Special Operations Command (socom), in Tampa. Gray Fox was formally assigned to socom in July, 2002, at the instigation of Rumsfeld’s office, which meant that the undercover unit would have a single commander for administration and operational deployment. Then, last fall, Rumsfeld’s ability to deploy the commandos expanded. According to a Pentagon consultant, an Execute Order on the Global War on Terrorism (referred to throughout the government as gwot) was issued at Rumsfeld’s direction. The order specifically authorized the military “to find and finish” terrorist targets, the consultant said. It included a target list that cited Al Qaeda network members, Al Qaeda senior leadership, and other high-value targets. The consultant said that the order had been cleared throughout the national-security bureaucracy in Washington.

In late November, 2004, the Times reported that Bush had set up an interagency group to study whether it “would best serve the nation” to give the Pentagon complete control over the C.I.A.’s own élite paramilitary unit, which has operated covertly in trouble spots around the world for decades. The panel’s conclusions, due in February, are foregone, in the view of many former C.I.A. officers. “It seems like it’s going to happen,” Howard Hart, who was chief of the C.I.A.’s Paramilitary Operations Division before retiring in 1991, told me.

There was other evidence of Pentagon encroachment. Two former C.I.A. clandestine officers, Vince Cannistraro and Philip Giraldi, who publish Intelligence Brief, a newsletter for their business clients, reported last month on the existence of a broad counter-terrorism Presidential finding that permitted the Pentagon “to operate unilaterally in a number of countries where there is a perception of a clear and evident terrorist threat. . . . A number of the countries are friendly to the U.S. and are major trading partners. Most have been cooperating in the war on terrorism.” The two former officers listed some of the countries—Algeria, Sudan, Yemen, Syria, and Malaysia. (I was subsequently told by the former high-level intelligence official that Tunisia is also on the list.)

Giraldi, who served three years in military intelligence before joining the C.I.A., said that he was troubled by the military’s expanded covert assignment. “I don’t think they can handle the cover,” he told me. “They’ve got to have a different mind-set. They’ve got to handle new roles and get into foreign cultures and learn how other people think. If you’re going into a village and shooting people, it doesn’t matter,” Giraldi added. “But if you’re running operations that involve finesse and sensitivity, the military can’t do it. Which is why these kind of operations were always run out of the agency.” I was told that many Special Operations officers also have serious misgivings.

Rumsfeld and two of his key deputies, Stephen Cambone, the Under-secretary of Defense for Intelligence, and Army Lieutenant General William G. (Jerry) Boykin, will be part of the chain of command for the new commando operations. Relevant members of the House and Senate intelligence committees have been briefed on the Defense Department’s expanded role in covert affairs, a Pentagon adviser assured me, but he did not know how extensive the briefings had been.

“I’m conflicted about the idea of operating without congressional oversight,” the Pentagon adviser said. “But I’ve been told that there will be oversight down to the specific operation.” A second Pentagon adviser agreed, with a significant caveat. “There are reporting requirements,” he said. “But to execute the finding we don’t have to go back and say, ‘We’re going here and there.’ No nitty-gritty detail and no micromanagement.”

The legal questions about the Pentagon’s right to conduct covert operations without informing Congress have not been resolved. “It’s a very, very gray area,” said Jeffrey H. Smith, a West Point graduate who served as the C.I.A.’s general counsel in the mid-nineteen-nineties. “Congress believes it voted to include all such covert activities carried out by the armed forces. The military says, ‘No, the things we’re doing are not intelligence actions under the statute but necessary military steps authorized by the President, as Commander-in-Chief, to “prepare the battlefield.”’” Referring to his days at the C.I.A., Smith added, “We were always careful not to use the armed forces in a covert action without a Presidential finding. The Bush Administration has taken a much more aggressive stance.”

In his conversation with me, Smith emphasized that he was unaware of the military’s current plans for expanding covert action. But he said, “Congress has always worried that the Pentagon is going to get us involved in some military misadventure that nobody knows about.”

Under Rumsfeld’s new approach, I was told, U.S. military operatives would be permitted to pose abroad as corrupt foreign businessmen seeking to buy contraband items that could be used in nuclear-weapons systems. In some cases, according to the Pentagon advisers, local citizens could be recruited and asked to join up with guerrillas or terrorists. This could potentially involve organizing and carrying out combat operations, or even terrorist activities. Some operations will likely take place in nations in which there is an American diplomatic mission, with an Ambassador and a C.I.A. station chief, the Pentagon consultant said. The Ambassador and the station chief would not necessarily have a need to know, under the Pentagon’s current interpretation of its reporting requirement.

The new rules will enable the Special Forces community to set up what it calls “action teams” in the target countries overseas which can be used to find and eliminate terrorist organizations. “Do you remember the right-wing execution squads in El Salvador?” the former high-level intelligence official asked me, referring to the military-led gangs that committed atrocities in the early nineteen-eighties. “We founded them and we financed them,” he said. “The objective now is to recruit locals in any area we want. And we aren’t going to tell Congress about it.” A former military officer, who has knowledge of the Pentagon’s commando capabilities, said, “We’re going to be riding with the bad boys.”

One of the rationales for such tactics was spelled out in a series of articles by John Arquilla, a professor of defense analysis at the Naval Postgraduate School, in Monterey, California, and a consultant on terrorism for the rand corporation. “It takes a network to fight a network,” Arquilla wrote in a recent article in the San Francisco Chronicle:

When conventional military operations and bombing failed to defeat the Mau Mau insurgency in Kenya in the 1950s, the British formed teams of friendly Kikuyu tribesmen who went about pretending to be terrorists. These “pseudo gangs,” as they were called, swiftly threw the Mau Mau on the defensive, either by befriending and then ambushing bands of fighters or by guiding bombers to the terrorists’ camps. What worked in Kenya a half-century ago has a wonderful chance of undermining trust and recruitment among today’s terror networks. Forming new pseudo gangs should not be difficult.


“If a confused young man from Marin County can join up with Al Qaeda,” Arquilla wrote, referring to John Walker Lindh, the twenty-year-old Californian who was seized in Afghanistan, “think what professional operatives might do.”

A few pilot covert operations were conducted last year, one Pentagon adviser told me, and a terrorist cell in Algeria was “rolled up” with American help. The adviser was referring, apparently, to the capture of Ammari Saifi, known as Abderrezak le Para, the head of a North African terrorist network affiliated with Al Qaeda. But at the end of the year there was no agreement within the Defense Department about the rules of engagement. “The issue is approval for the final authority,” the former high-level intelligence official said. “Who gets to say ‘Get this’ or ‘Do this’?”

A retired four-star general said, “The basic concept has always been solid, but how do you insure that the people doing it operate within the concept of the law? This is pushing the edge of the envelope.” The general added, “It’s the oversight. And you’re not going to get Warner”—John Warner, of Virginia, the chairman of the Senate Armed Services Committee—“and those guys to exercise oversight. This whole thing goes to the Fourth Deck.” He was referring to the floor in the Pentagon where Rumsfeld and Cambone have their offices.

“It’s a finesse to give power to Rumsfeld—giving him the right to act swiftly, decisively, and lethally,” the first Pentagon adviser told me. “It’s a global free-fire zone.”



The Pentagon has tried to work around the limits on covert activities before. In the early nineteen-eighties, a covert Army unit was set up and authorized to operate overseas with minimal oversight. The results were disastrous. The Special Operations program was initially known as Intelligence Support Activity, or I.S.A., and was administered from a base near Washington (as was, later, Gray Fox). It was established soon after the failed rescue, in April, 1980, of the American hostages in Iran, who were being held by revolutionary students after the Islamic overthrow of the Shah’s regime. At first, the unit was kept secret from many of the senior generals and civilian leaders in the Pentagon, as well as from many members of Congress. It was eventually deployed in the Reagan Administration’s war against the Sandinista government, in Nicaragua. It was heavily committed to supporting the Contras. By the mid-eighties, however, the I.S.A.’s operations had been curtailed, and several of its senior officers were courtmartialled following a series of financial scandals, some involving arms deals. The affair was known as “the Yellow Fruit scandal,” after the code name given to one of the I.S.A.’s cover organizations—and in many ways the group’s procedures laid the groundwork for the Iran-Contra scandal.

Despite the controversy surrounding Yellow Fruit, the I.S.A. was kept intact as an undercover unit by the Army. “But we put so many restrictions on it,” the second Pentagon adviser said. “In I.S.A., if you wanted to travel fifty miles you had to get a special order. And there were certain areas, such as Lebanon, where they could not go.” The adviser acknowledged that the current operations are similar to those two decades earlier, with similar risks—and, as he saw it, similar reasons for taking the risks. “What drove them then, in terms of Yellow Fruit, was that they had no intelligence on Iran,” the adviser told me. “They had no knowledge of Tehran and no people on the ground who could prepare the battle space.”

Rumsfeld’s decision to revive this approach stemmed, once again, from a failure of intelligence in the Middle East, the adviser said. The Administration believed that the C.I.A. was unable, or unwilling, to provide the military with the information it needed to effectively challenge stateless terrorism. “One of the big challenges was that we didn’t have Humint”—human intelligence—“collection capabilities in areas where terrorists existed,” the adviser told me. “Because the C.I.A. claimed to have such a hold on Humint, the way to get around them, rather than take them on, was to claim that the agency didn’t do Humint to support Special Forces operations overseas. The C.I.A. fought it.” Referring to Rumsfeld’s new authority for covert operations, the first Pentagon adviser told me, “It’s not empowering military intelligence. It’s emasculating the C.I.A.”

A former senior C.I.A. officer depicted the agency’s eclipse as predictable. “For years, the agency bent over backward to integrate and coördinate with the Pentagon,” the former officer said. “We just caved and caved and got what we deserved. It is a fact of life today that the Pentagon is a five-hundred-pound gorilla and the C.I.A. director is a chimpanzee.”

There was pressure from the White House, too. A former C.I.A. clandestine-services officer told me that, in the months after the resignation of the agency’s director George Tenet, in June, 2004, the White House began “coming down critically” on analysts in the C.I.A.’s Directorate of Intelligence (D.I.) and demanded “to see more support for the Administration’s political position.” Porter Goss, Tenet’s successor, engaged in what the recently retired C.I.A. official described as a “political purge” in the D.I. Among the targets were a few senior analysts who were known to write dissenting papers that had been forwarded to the White House. The recently retired C.I.A. official said, “The White House carefully reviewed the political analyses of the D.I. so they could sort out the apostates from the true believers.” Some senior analysts in the D.I. have turned in their resignations—quietly, and without revealing the extent of the disarray.



The White House solidified its control over intelligence last month, when it forced last-minute changes in the intelligence-reform bill. The legislation, based substantially on recommendations of the 9/11 Commission, originally gave broad powers, including authority over intelligence spending, to a new national-intelligence director. (The Pentagon controls roughly eighty per cent of the intelligence budget.) A reform bill passed in the Senate by a vote of 96-2. Before the House voted, however, Bush, Cheney, and Rumsfeld balked. The White House publicly supported the legislation, but House Speaker Dennis Hastert refused to bring a House version of the bill to the floor for a vote—ostensibly in defiance of the President, though it was widely understood in Congress that Hastert had been delegated to stall the bill. After intense White House and Pentagon lobbying, the legislation was rewritten. The bill that Congress approved sharply reduced the new director’s power, in the name of permitting the Secretary of Defense to maintain his “statutory responsibilities.” Fred Kaplan, in the online magazine Slate, described the real issues behind Hastert’s action, quoting a congressional aide who expressed amazement as White House lobbyists bashed the Senate bill and came up “with all sorts of ludicrous reasons why it was unacceptable.”

“Rummy’s plan was to get a compromise in the bill in which the Pentagon keeps its marbles and the C.I.A. loses theirs,” the former high-level intelligence official told me. “Then all the pieces of the puzzle fall in place. He gets authority for covert action that is not attributable, the ability to directly task national-intelligence assets”—including the many intelligence satellites that constantly orbit the world.

“Rumsfeld will no longer have to refer anything through the government’s intelligence wringer,” the former official went on. “The intelligence system was designed to put competing agencies in competition. What’s missing will be the dynamic tension that insures everyone’s priorities—in the C.I.A., the D.O.D., the F.B.I., and even the Department of Homeland Security—are discussed. The most insidious implication of the new system is that Rumsfeld no longer has to tell people what he’s doing so they can ask, ‘Why are you doing this?’ or ‘What are your priorities?’ Now he can keep all of the mattress mice out of it.”

The Accountability Moment and Hersh on Iran

Investigative reporter Seymour Hersh threw Washington, Islamabad and Tehran into consternation Monday with his report in the New Yorker on the activities of Bush's Pentagon with regard to Iran. He said that the Pentagon had alread sent some special ops teams into Iran to look for evidence of a nuclear weapons program, with Pakistani help. Bush used the Pentagon instead of the CIA, Hersh alleged, because Bush maintains that there are no reporting requirements with regard to Congress this way. Using the CIA would have required informing the Senate Intelligence Committee, by law. Probably Pentagon intelligence gathering falls under the same statute, but that is an untested theory and for the moment Rumsfeld is acting as though the Pentagon is unconstrained.

I don't think there is any doubt that Bush and his appointees at the head of the Department of Defense intend to do something to Iran. If Iraq had gone well, they probably would already have attacked it. Since their land army is tied down in Iraq, they have to use special operations forces for aggressive action against Iran. The Pentagon and also Pakistan are denying the report heatedly. But it makes sense. Iran has formed a close military alliance with India, Pakistan's chief rival in South Asia, and Iran has come out on top in the new Afghanistan, with Tajik and Hazarah allies displacing the largely Pushtun, Pakistan-oriented Taliban. And Pakistan has reason not to want Iran to get nukes, thus surrounding Pakistan with nuclear powers on both the east and the south. So Pakistan has every reason to cooperate with the US against Iran.

As for Bush and his DoD hawks, they have been quite clear about their intentions. They announced that Iraq and Iran were part of an axis of evil, and we have already seen what happens to regimes so categorized.

The potential for trouble for the United States if the Bush administration acts aggressively toward Iran is enormous. It could turn the Iraqi Shiites and the Afghan Hazarahs decisively against Washington. An Iran in chaos similar to that in Iraq would be three or four times the problem for the US and the world that Iraq is.

Ironically, Bush revealed the day before Hersh's article that he has learned nothing from his mistakes in Iraq.

Bush's comments in the Washington Post on Sunday that he did not need to fire anybody over his Iraq policy because the US electorate had endorsed that policy cause a political uproar.

' "We had an accountability moment, and that's called the 2004 election," he was reported as saying. "The American people listened to different assessments made about what was taking place in Iraq, and they looked at the two candidates and chose me, for which I'm grateful." '
Bush doesn't seem to know the difference between getting a mandate to lead and getting a mandate to continue failed policies. Those Americans who voted for Bush often did so, according to polls, despite worries that Iraq wasn't going well. They didn't put him back in to just keep on making the same stupid mistakes. They put him back in in hopes that he had been seasoned by the errors and was committed enough to the project to see it through properly.

That is why he should have fired the top three officials at the Department of Defense, to signal that he was going to make a course correction.

Rumsfeld, Wolfowitz and Feith don't know how to fix the Iraq mess, and don't even seem to pay much attention to the problems. In testimony before Congress last spring, Wolfowitz grossly underestimated the number of US troops that had been killed in the guerrilla war.

Rumsfeld either was involved in the decision to put the US into the torture business, or didn't keep watch on subordinates who did make that decision. Either way, he goes down in history as the Marquis de Sade of Abu Ghraib. He didn't know that it would only have taken a phone call to increase the number of armored vehicles sent to our troops in Iraq. And, when he was asked about the difficulties of holding elections in Iraq, he said it would be all right if the polls couldn't be held in some areas of the country. He did not know that his subordinate, Paul Bremer, had set the elections up as national and proportional, so that if one region with a major ethnic group did not vote, it would end up not being represented in parliament. (Rumsfeld seems to have though it was like the US, where if you have a light turnout in a district, you still get a congressman, he or she just doesn't represent much of the electorate). He should be fired.

Feith is so much of a security risk because of his long ties to the Likud Party in Israel that for a while the Pentagon brass was refusing to share classified documents with his office. One of his subordinates is under investigation by the FBI for turning confidential Pentagon policy documents over to an official in the Israeli embassy via the pro-Israeli lobbying group, AIPAC. Feith had signed on to a 1996 policy paper for Likud party politician Benyamin Netanyahu that called for a war against Iraq for Israeli security purposes and openly opposed the Oslo peace process, which could have resolved the festering Israeli-Palestinian dispute. Feith's Office of Special Plans, its personnel drawn in part from the Jewish Institute for National Security Affairs, cherry-picked intelligence on Saddam's Iraq to make an exaggerated and unfounded case for Iraq having weapons of mass destruction programs and an operational link to al-Qaeda.

Bush should have been elected, as a war president, with a big margin. He wasn't. He barely got back in. The American public is just not going to put up with this World War IV nonsense that the Neocons keep putting out. If Bush doesn't find a way to resolve the Iraq mess, and if he is so foolhardy as to pursue direct confrontation with Syria and Iran that proves just as disastrous, he may well turn the US public decisively against the Republican Party for decades, as the party of adventure, war and ruin.

Benjamin Franklin said in the 1758 edn. of Poor Richard's that "Experience keeps a dear School, but Fools will learn in no other, and scarce in that." What he didn't envisage was a pupil at the helm of state who would scarcely even learn in the hard school (or perhaps not even that). When your helmsman won't correct course, you as passenger are in big trouble. That is where the US now stands.

When the constitutional convention was over in 1787, “A lady asked Dr. Franklin Well Doctor what have we got a republic or a monarchy. A republic replied the Doctor if you can keep it.” In that case he knew exactly where the threat would come from. Overly ambitious politicians.

Whose War?

A neoconservative clique seeks to ensnare our country in a series of wars that are not in America’s interest.

The War Party may have gotten its war. But it has also gotten something it did not bargain for. Its membership lists and associations have been exposed and its motives challenged. In a rare moment in U.S. journalism, Tim Russert put this question directly to Richard Perle: “Can you assure American viewers ... that we’re in this situation against Saddam Hussein and his removal for American security interests? And what would be the link in terms of Israel?”

Suddenly, the Israeli connection is on the table, and the War Party is not amused. Finding themselves in an unanticipated firefight, our neoconservative friends are doing what comes naturally, seeking student deferments from political combat by claiming the status of a persecuted minority group. People who claim to be writing the foreign policy of the world superpower, one would think, would be a little more manly in the schoolyard of politics. Not so.

Former Wall Street Journal editor Max Boot kicked off the campaign. When these “Buchananites toss around ‘neoconservative’—and cite names like Wolfowitz and Cohen—it sometimes sounds as if what they really mean is ‘Jewish conservative.’” Yet Boot readily concedes that a passionate attachment to Israel is a “key tenet of neoconservatism.” He also claims that the National Security Strategy of President Bush “sounds as if it could have come straight out from the pages of Commentary magazine, the neocon bible.” (For the uninitiated, Commentary, the bible in which Boot seeks divine guidance, is the monthly of the American Jewish Committee.)

David Brooks of the Weekly Standard wails that attacks based on the Israel tie have put him through personal hell: “Now I get a steady stream of anti-Semitic screeds in my e-mail, my voicemail and in my mailbox. ... Anti-Semitism is alive and thriving. It’s just that its epicenter is no longer on the Buchananite Right, but on the peace-movement left.”

Washington Post columnist Robert Kagan endures his own purgatory abroad: “In London ... one finds Britain’s finest minds propounding, in sophisticated language and melodious Oxbridge accents, the conspiracy theories of Pat Buchanan concerning the ‘neoconservative’ (read: Jewish) hijacking of American foreign policy.”

Lawrence Kaplan of the New Republic charges that our little magazine “has been transformed into a forum for those who contend that President Bush has become a client of ... Ariel Sharon and the ‘neoconservative war party.’”

Referencing Charles Lindbergh, he accuses Paul Schroeder, Chris Matthews, Robert Novak, Georgie Anne Geyer, Jason Vest of the Nation, and Gary Hart of implying that “members of the Bush team have been doing Israel’s bidding and, by extension, exhibiting ‘dual loyalties.’” Kaplan thunders:

The real problem with such claims is not just that they are untrue. The problem is that they are toxic. Invoking the specter of dual loyalty to mute criticism and debate amounts to more than the everyday pollution of public discourse. It is the nullification of public discourse, for how can one refute accusations grounded in ethnicity? The charges are, ipso facto, impossible to disprove. And so they are meant to be.

What is going on here? Slate’s Mickey Kaus nails it in the headline of his retort: “Lawrence Kaplan Plays the Anti-Semitic Card.”

What Kaplan, Brooks, Boot, and Kagan are doing is what the Rev. Jesse Jackson does when caught with some mammoth contribution from a Fortune 500 company he has lately accused of discriminating. He plays the race card. So, too, the neoconservatives are trying to fend off critics by assassinating their character and impugning their motives.

Indeed, it is the charge of “anti-Semitism” itself that is toxic. For this venerable slander is designed to nullify public discourse by smearing and intimidating foes and censoring and blacklisting them and any who would publish them. Neocons say we attack them because they are Jewish. We do not. We attack them because their warmongering threatens our country, even as it finds a reliable echo in Ariel Sharon.

And this time the boys have cried “wolf” once too often. It is not working. As Kaus notes, Kaplan’s own New Republic carries Harvard professor Stanley Hoffman. In writing of the four power centers in this capital that are clamoring for war, Hoffman himself describes the fourth thus:

And, finally, there is a loose collection of friends of Israel, who believe in the identity of interests between the Jewish state and the United States. … These analysts look on foreign policy through the lens of one dominant concern: Is it good or bad for Israel? Since that nation’s founding in 1948, these thinkers have never been in very good odor at the State Department, but now they are well ensconced in the Pentagon, around such strategists as Paul Wolfowitz, Richard Perle and Douglas Feith.

“If Stanley Hoffman can say this,” asks Kaus, “why can’t Chris Matthews?” Kaus also notes that Kaplan somehow failed to mention the most devastating piece tying the neoconservatives to Sharon and his Likud Party.

In a Feb. 9 front-page article in the Washington Post, Robert Kaiser quotes a senior U.S. official as saying, “The Likudniks are really in charge now.” Kaiser names Perle, Wolfowitz, and Feith as members of a pro-Israel network inside the administration and adds David Wurmser of the Defense Department and Elliott Abrams of the National Security Council. (Abrams is the son-in-law of Norman Podhoretz, editor emeritus of Commentary, whose magazine has for decades branded critics of Israel as anti-Semites.)

Noting that Sharon repeatedly claims a “special closeness” to the Bushites, Kaiser writes, “For the first time a U.S. administration and a Likud government are pursuing nearly identical policies.” And a valid question is: how did this come to be, and while it is surely in Sharon’s interest, is it in America’s interest?

This is a time for truth. For America is about to make a momentous decision: whether to launch a series of wars in the Middle East that could ignite the Clash of Civilizations against which Harvard professor Samuel Huntington has warned, a war we believe would be a tragedy and a disaster for this Republic. To avert this war, to answer the neocon smears, we ask that our readers review their agenda as stated in their words. Sunlight is the best disinfectant. As Al Smith used to say, “Nothing un-American can live in the sunlight.”

We charge that a cabal of polemicists and public officials seek to ensnare our country in a series of wars that are not in America’s interests. We charge them with colluding with Israel to ignite those wars and destroy the Oslo Accords. We charge them with deliberately damaging U.S. relations with every state in the Arab world that defies Israel or supports the Palestinian people’s right to a homeland of their own. We charge that they have alienated friends and allies all over the Islamic and Western world through their arrogance, hubris, and bellicosity.

Not in our lifetimes has America been so isolated from old friends. Far worse, President Bush is being lured into a trap baited for him by these neocons that could cost him his office and cause America to forfeit years of peace won for us by the sacrifices of two generations in the Cold War.

They charge us with anti-Semitism—i.e., a hatred of Jews for their faith, heritage, or ancestry. False. The truth is, those hurling these charges harbor a “passionate attachment” to a nation not our own that causes them to subordinate the interests of their own country and to act on an assumption that, somehow, what’s good for Israel is good for America.



The Neoconservatives

Who are the neoconservatives? The first generation were ex-liberals, socialists, and Trotskyites, boat-people from the McGovern revolution who rafted over to the GOP at the end of conservatism’s long march to power with Ronald Reagan in 1980.

A neoconservative, wrote Kevin Phillips back then, is more likely to be a magazine editor than a bricklayer. Today, he or she is more likely to be a resident scholar at a public policy institute such as the American Enterprise Institute (AEI) or one of its clones like the Center for Security Policy or the Jewish Institute for National Security Affairs (JINSA). As one wag writes, a neocon is more familiar with the inside of a think tank than an Abrams tank.

Almost none came out of the business world or military, and few if any came out of the Goldwater campaign. The heroes they invoke are Woodrow Wilson, FDR, Harry Truman, Martin Luther King, and Democratic Senators Henry “Scoop” Jackson (Wash.) and Pat Moynihan (N.Y.).

All are interventionists who regard Stakhanovite support of Israel as a defining characteristic of their breed. Among their luminaries are Jeane Kirkpatrick, Bill Bennett, Michael Novak, and James Q. Wilson.

Their publications include the Weekly Standard, Commentary, the New Republic, National Review, and the editorial page of the Wall Street Journal. Though few in number, they wield disproportionate power through control of the conservative foundations and magazines, through their syndicated columns, and by attaching themselves to men of power.



Beating the War Drums

When the Cold War ended, these neoconservatives began casting about for a new crusade to give meaning to their lives. On Sept. 11, their time came. They seized on that horrific atrocity to steer America’s rage into all-out war to destroy their despised enemies, the Arab and Islamic “rogue states” that have resisted U.S. hegemony and loathe Israel.

The War Party’s plan, however, had been in preparation far in advance of 9/11. And when President Bush, after defeating the Taliban, was looking for a new front in the war on terror, they put their precooked meal in front of him. Bush dug into it.

Before introducing the script-writers of America’s future wars, consider the rapid and synchronized reaction of the neocons to what happened after that fateful day.

On Sept. 12, Americans were still in shock when Bill Bennett told CNN that we were in “a struggle between good and evil,” that the Congress must declare war on “militant Islam,” and that “overwhelming force” must be used. Bennett cited Lebanon, Libya, Syria, Iraq, Iran, and China as targets for attack. Not, however, Afghanistan, the sanctuary of Osama’s terrorists. How did Bennett know which nations must be smashed before he had any idea who attacked us?

The Wall Street Journal immediately offered up a specific target list, calling for U.S. air strikes on “terrorist camps in Syria, Sudan, Libya, and Algeria, and perhaps even in parts of Egypt.” Yet, not one of Bennett’s six countries, nor one of these five, had anything to do with 9/11.

On Sept. 15, according to Bob Woodward’s Bush at War, “Paul Wolfowitz put forth military arguments to justify a U.S. attack on Iraq rather than Afghanistan.” Why Iraq? Because, Wolfowitz argued in the War Cabinet, while “attacking Afghanistan would be uncertain … Iraq was a brittle oppressive regime that might break easily. It was doable.”

On Sept. 20, forty neoconservatives sent an open letter to the White House instructing President Bush on how the war on terror must be conducted. Signed by Bennett, Podhoretz, Kirkpatrick, Perle, Kristol, and Washington Post columnist Charles Krauthammer, the letter was an ultimatum. To retain the signers’ support, the president was told, he must target Hezbollah for destruction, retaliate against Syria and Iran if they refuse to sever ties to Hezbollah, and overthrow Saddam. Any failure to attack Iraq, the signers warned Bush, “will constitute an early and perhaps decisive surrender in the war on international terrorism.”

Here was a cabal of intellectuals telling the Commander-in-Chief, nine days after an attack on America, that if he did not follow their war plans, he would be charged with surrendering to terror. Yet, Hezbollah had nothing to do with 9/11. What had Hezbollah done? Hezbollah had humiliated Israel by driving its army out of Lebanon.

President Bush had been warned. He was to exploit the attack of 9/11 to launch a series of wars on Arab regimes, none of which had attacked us. All, however, were enemies of Israel. “Bibi” Netanyahu, the former Prime Minister of Israel, like some latter-day Citizen Genet, was ubiquitous on American television, calling for us to crush the “Empire of Terror.” The “Empire,” it turns out, consisted of Hamas, Hezbollah, Iran, Iraq, and “the Palestinian enclave.”

Nasty as some of these regimes and groups might be, what had they done to the United States?

The War Party seemed desperate to get a Middle East war going before America had second thoughts. Tom Donnelly of the Project for the New American Century (PNAC) called for an immediate invasion of Iraq. “Nor need the attack await the deployment of half a million troops. … [T]he larger challenge will be occupying Iraq after the fighting is over,” he wrote.

Donnelly was echoed by Jonah Goldberg of National Review: “The United States needs to go to war with Iraq because it needs to go to war with someone in the region and Iraq makes the most sense.”

Goldberg endorsed “the Ledeen Doctrine” of ex-Pentagon official Michael Ledeen, which Goldberg described thus: “Every ten years or so, the United States needs to pick up some small crappy little country and throw it against the wall, just to show we mean business.” (When the French ambassador in London, at a dinner party, asked why we should risk World War III over some “shitty little country”—meaning Israel—Goldberg’s magazine was not amused.)

Ledeen, however, is less frivolous. In The War Against the Terror Masters, he identifies the exact regimes America must destroy:

First and foremost, we must bring down the terror regimes, beginning with the Big Three: Iran, Iraq, and Syria. And then we have to come to grips with Saudi Arabia. … Once the tyrants in Iran, Iraq, Syria, and Saudi Arabia have been brought down, we will remain engaged. …We have to ensure the fulfillment of the democratic revolution. … Stability is an unworthy American mission, and a misleading concept to boot. We do not want stability in Iran, Iraq, Syria, Lebanon, and even Saudi Arabia; we want things to change. The real issue is not whether, but how to destabilize.

Rejecting stability as “an unworthy American mission,” Ledeen goes on to define America’s authentic “historic mission”:

Creative destruction is our middle name, both within our society and abroad. We tear down the old order every day, from business to science, literature, art, architecture, and cinema to politics and the law. Our enemies have always hated this whirlwind of energy and creativity which menaces their traditions (whatever they may be) and shames them for their inability to keep pace. … [W]e must destroy them to advance our historic mission.

Passages like this owe more to Leon Trotsky than to Robert Taft and betray a Jacobin streak in neoconservatism that cannot be reconciled with any concept of true conservatism.

To the Weekly Standard, Ledeen’s enemies list was too restrictive. We must not only declare war on terror networks and states that harbor terrorists, said the Standard, we should launch wars on “any group or government inclined to support or sustain others like them in the future.”

Robert Kagan and William Kristol were giddy with excitement at the prospect of Armageddon. The coming war “is going to spread and engulf a number of countries. … It is going to resemble the clash of civilizations that everyone has hoped to avoid. … [I]t is possible that the demise of some ‘moderate’ Arab regimes may be just round the corner.”

Norman Podhoretz in Commentary even outdid Kristol’s Standard, rhapsodizing that we should embrace a war of civilizations, as it is George W. Bush’s mission “to fight World War IV—the war against militant Islam.” By his count, the regimes that richly deserve to be overthrown are not confined to the three singled-out members of the axis of evil (Iraq, Iran, North Korea). At a minimum, the axis should extend to Syria and Lebanon and Libya, as well as ‘“friends” of America like the Saudi royal family and Egypt’s Hosni Mubarak, along with the Palestinian Authority. Bush must reject the “timorous counsels” of the “incorrigibly cautious Colin Powell,” wrote Podhoretz, and “find the stomach to impose a new political culture on the defeated” Islamic world. As the war against al-Qaeda required that we destroy the Taliban, Podhoretz wrote,

We may willy-nilly find ourselves forced … to topple five or six or seven more tyrannies in the Islamic world (including that other sponsor of terrorism, Yasir Arafat’s Palestinian Authority). I can even [imagine] the turmoil of this war leading to some new species of an imperial mission for America, whose purpose would be to oversee the emergence of successor governments in the region more amenable to reform and modernization than the despotisms now in place. … I can also envisage the establishment of some kind of American protectorate over the oil fields of Saudi Arabia, as we more and more come to wonder why 7,000 princes should go on being permitted to exert so much leverage over us and everyone else.

Podhoretz credits Eliot Cohen with the phrase “World War IV.” Bush was shortly thereafter seen carrying about a gift copy of Cohen’s book that celebrates civilian mastery of the military in times of war, as exhibited by such leaders as Winston Churchill and David Ben Gurion.

A list of the Middle East regimes that Podhoretz, Bennett, Ledeen, Netanyahu, and the Wall Street Journal regard as targets for destruction thus includes Algeria, Libya, Egypt, Sudan, Lebanon, Syria, Iraq, Saudi Arabia, Iran, Hezbollah, Hamas, the Palestinian Authority, and “militant Islam.”

Cui Bono? For whose benefit these endless wars in a region that holds nothing vital to America save oil, which the Arabs must sell us to survive? Who would benefit from a war of civilizations between the West and Islam?

Answer: one nation, one leader, one party. Israel, Sharon, Likud.

Indeed, Sharon has been everywhere the echo of his acolytes in America. In February 2003, Sharon told a delegation of Congressmen that, after Saddam’s regime is destroyed, it is of “vital importance” that the United States disarm Iran, Syria, and Libya.

“We have a great interest in shaping the Middle East the day after” the war on Iraq, Defense Minister Shaul Mofaz told the Conference of Major American Jewish Organizations. After U.S. troops enter Baghdad, the United States must generate “political, economic, diplomatic pressure” on Tehran, Mofaz admonished the American Jews.

Are the neoconservatives concerned about a war on Iraq bringing down friendly Arab governments? Not at all. They would welcome it.

“Mubarak is no great shakes,” says Richard Perle of the President of Egypt. “Surely we can do better than Mubarak.” Asked about the possibility that a war on Iraq—which he predicted would be a “cakewalk”—might upend governments in Egypt and Saudi Arabia, former UN ambassador Ken Adelman told Joshua Micah Marshall of Washington Monthly, “All the better if you ask me.”

On July 10, 2002, Perle invited a former aide to Lyndon LaRouche named Laurent Murawiec to address the Defense Policy Board. In a briefing that startled Henry Kissinger, Murawiec named Saudi Arabia as “the kernel of evil, the prime mover, the most dangerous opponent” of the United States.

Washington should give Riyadh an ultimatum, he said. Either you Saudis “prosecute or isolate those involved in the terror chain, including the Saudi intelligence services,” and end all propaganda against Israel, or we invade your country, seize your oil fields, and occupy Mecca.

In closing his PowerPoint presentation, Murawiec offered a “Grand Strategy for the Middle East.” “Iraq is the tactical pivot, Saudi Arabia the strategic pivot, Egypt the prize.” Leaked reports of Murawiec’s briefing did not indicate if anyone raised the question of how the Islamic world might respond to U.S. troops tramping around the grounds of the Great Mosque.

What these neoconservatives seek is to conscript American blood to make the world safe for Israel. They want the peace of the sword imposed on Islam and American soldiers to die if necessary to impose it.

Washington Times editor at large Arnaud de Borchgrave calls this the “Bush-Sharon Doctrine.” “Washington’s ‘Likudniks,’” he writes, “have been in charge of U.S. policy in the Middle East since Bush was sworn into office.”

The neocons seek American empire, and Sharonites seek hegemony over the Middle East. The two agendas coincide precisely. And though neocons insist that it was Sept. 11 that made the case for war on Iraq and militant Islam, the origins of their war plans go back far before.



“Securing the Realm”

The principal draftsman is Richard Perle, an aide to Sen. Scoop Jackson, who, in 1970, was overheard on a federal wiretap discussing classified information from the National Security Council with the Israeli Embassy. In Jews and American Politics, published in 1974, Stephen D. Isaacs wrote, “Richard Perle and Morris Amitay command a tiny army of Semitophiles on Capitol Hill and direct Jewish power in behalf of Jewish interests.” In 1983, the New York Times reported that Perle had taken substantial payments from an Israeli weapons manufacturer.

In 1996, with Douglas Feith and David Wurmser, Perle wrote “A Clean Break: A New Strategy for Securing the Realm,” for Prime Minister Netanyahu. In it, Perle, Feith, and Wurmser urged Bibi to ditch the Oslo Accords of the assassinated Yitzak Rabin and adopt a new aggressive strategy:

Israel can shape its strategic environment, in cooperation with Turkey and Jordan, by weakening, containing, and even rolling back Syria. This effort can focus on removing Saddam Hussein from power in Iraq—an important Israeli strategic objective in its own right—as a means of foiling Syria’s regional ambitions. Jordan has challenged Syria’s regional ambitions recently by suggesting the restoration of the Hashemites in Iraq.

In the Perle-Feith-Wurmser strategy, Israel’s enemy remains Syria, but the road to Damascus runs through Baghdad. Their plan, which urged Israel to re-establish “the principle of preemption,” has now been imposed by Perle, Feith, Wurmser & Co. on the United States.

In his own 1997 paper, “A Strategy for Israel,” Feith pressed Israel to re-occupy “the areas under Palestinian Authority control,” though “the price in blood would be high.”

Wurmser, as a resident scholar at AEI, drafted joint war plans for Israel and the United States “to fatally strike the centers of radicalism in the Middle East. Israel and the United States should … broaden the conflict to strike fatally, not merely disarm, the centers of radicalism in the region—the regimes of Damascus, Baghdad, Tripoli, Tehran, and Gaza. That would establish the recognition that fighting either the United States or Israel is suicidal.”

He urged both nations to be on the lookout for a crisis, for as he wrote, “Crises can be opportunities.” Wurmser published his U.S.-Israeli war plan on Jan. 1, 2001, nine months before 9/11.

About the Perle-Feith-Wurmser cabal, author Michael Lind writes:

The radical Zionist right to which Perle and Feith belong is small in number but it has become a significant force in Republican policy-making circles. It is a recent phenomenon, dating back to the late 1970s and 1980s, when many formerly Democratic Jewish intellectuals joined the broad Reagan coalition. While many of these hawks speak in public about global crusades for democracy, the chief concern of many such “neo-conservatives” is the power and reputation of Israel.

Right down the smokestack.

Perle today chairs the Defense Policy Board, Feith is an Undersecretary of Defense, and Wurmser is special assistant to the Undersecretary of State for Arms Control, John Bolton, who dutifully echoes the Perle-Sharon line. According to the Israeli daily newspaper Ha’aretz, in late February,

U.S. Undersecretary of State John Bolton said in meetings with Israeli officials … that he has no doubt America will attack Iraq and that it will be necessary to deal with threats from Syria, Iran and North Korea afterwards.

On Jan. 26, 1998, President Clinton received a letter imploring him to use his State of the Union address to make removal of Saddam Hussein’s regime the “aim of American foreign policy” and to use military action because “diplomacy is failing.” Were Clinton to do that, the signers pledged, they would “offer our full support in this difficult but necessary endeavor.” Signing the pledge were Elliott Abrams, Bill Bennett, John Bolton, Robert Kagan, William Kristol, Richard Perle, and Paul Wolfowitz. Four years before 9/11, the neocons had Baghdad on their minds.



The Wolfowitz Doctrine

In 1992, a startling document was leaked from the office of Paul Wolfowitz at the Pentagon. Barton Gellman of the Washington Post called it a “classified blueprint intended to help ‘set the nation’s direction for the next century.’” The Wolfowitz Memo called for a permanent U.S. military presence on six continents to deter all “potential competitors from even aspiring to a larger regional or global role.” Containment, the victorious strategy of the Cold War, was to give way to an ambitious new strategy designed to “establish and protect a new order.”

Though the Wolfowitz Memo was denounced and dismissed in 1992, it became American policy in the 33-page National Security Strategy (NSS) issued by President Bush on Sept. 21, 2002. Washington Post reporter Tim Reich describes it as a “watershed in U.S. foreign policy” that “reverses the fundamental principles that have guided successive Presidents for more than 50 years: containment and deterrence.”

Andrew Bacevich, a professor at Boston University, writes of the NSS that he marvels at “its fusion of breathtaking utopianism with barely disguised machtpolitik. It reads as if it were the product not of sober, ostensibly conservative Republicans but of an unlikely collaboration between Woodrow Wilson and the elder Field Marshal von Moltke.”

In confronting America’s adversaries, the paper declares, “We will not hesitate to act alone, if necessary, to exercise our right of self-defense by acting preemptively.” It warns any nation that seeks to acquire power to rival the United States that it will be courting war with the United States:

[T]he president has no intention of allowing any nation to catch up with the huge lead the United States has opened since the fall of the Soviet Union more than a decade ago. … Our forces will be strong enough to dissuade potential adversaries from pursuing a military buildup in hopes of surpassing or equaling the power of the United States.

America must reconcile herself to an era of “nation-building on a grand scale, and with no exit strategy,” Robert Kagan instructs. But this Pax Americana the neocons envision bids fair to usher us into a time of what Harry Elmer Barnes called “permanent war for permanent peace.”



The Munich Card

As President Bush was warned on Sept. 20, 2001, that he will be indicted for “a decisive surrender” in the war on terror should he fail to attack Iraq, he is also on notice that pressure on Israel is forbidden. For as the neoconservatives have played the anti-Semitic card, they will not hesitate to play the Munich card as well. A year ago, when Bush called on Sharon to pull out of the West Bank, Sharon fired back that he would not let anyone do to Israel what Neville Chamberlain had done to the Czechs. Frank Gaffney of the Center for Security Policy immediately backed up Ariel Sharon:

With each passing day, Washington appears to view its principal Middle Eastern ally’s conduct as inconvenient—in much the same way London and Paris came to see Czechoslovakia’s resistance to Hitler’s offers of peace in exchange for Czech lands.

When former U.S. NATO commander Gen. George Jouwlan said the United States may have to impose a peace on Israel and the Palestinians, he, too, faced the charge of appeasement. Wrote Gaffney,

They would, presumably, go beyond Britain and France’s sell-out of an ally at Munich in 1938. The “impose a peace” school is apparently prepared to have us play the role of Hitler’s Wehrmacht as well, seizing and turning over to Yasser Arafat the contemporary Sudetenland: the West Bank and Gaza Strip and perhaps part of Jerusalem as well.

Podhoretz agreed Sharon was right in the substance of what he said but called it politically unwise to use the Munich analogy.

President Bush is on notice: Should he pressure Israel to trade land for peace, the Oslo formula in which his father and Yitzak Rabin believed, he will, as was his father, be denounced as an anti-Semite and a Munich-style appeaser by both Israelis and their neoconservatives allies inside his own Big Tent.

Yet, if Bush cannot deliver Sharon there can be no peace. And if there is no peace in the Mideast there is no security for us, ever—for there will be no end to terror. As most every diplomat and journalist who travels to the region will relate, America’s failure to be even-handed, our failure to rein in Sharon, our failure to condemn Israel’s excesses, and our moral complicity in Israel’s looting of Palestinian lands and denial of their right to self-determination sustains the anti-Americanism in the Islamic world in which terrorists and terrorism breed.

Let us conclude. The Israeli people are America’s friends and have a right to peace and secure borders. We should help them secure these rights. As a nation, we have made a moral commitment, endorsed by half a dozen presidents, which Americans wish to honor, not to permit these people who have suffered much to see their country overrun and destroyed. And we must honor this commitment.

But U.S. and Israeli interests are not identical. They often collide, and when they do, U.S. interests must prevail. Moreover, we do not view the Sharon regime as “America’s best friend.”

Since the time of Ben Gurion, the behavior of the Israeli regime has been Jekyll and Hyde. In the 1950s, its intelligence service, the Mossad, had agents in Egypt blow up U.S. installations to make it appear the work of Cairo, to destroy U.S. relations with the new Nasser government. During the Six Day War, Israel ordered repeated attacks on the undefended USS Liberty that killed 34 American sailors and wounded 171 and included the machine-gunning of life rafts. This massacre was neither investigated nor punished by the U.S. government in an act of national cravenness.

Though we have given Israel $20,000 for every Jewish citizen, Israel refuses to stop building the settlements that are the cause of the Palestinian intifada. Likud has dragged our good name through the mud and blood of Ramallah, ignored Bush’s requests to restrain itself, and sold U.S. weapons technology to China, including the Patriot, the Phoenix air-to-air missile, and the Lavi fighter, which is based on F-16 technology. Only direct U.S. intervention blocked Israel’s sale of our AWACS system.

Israel suborned Jonathan Pollard to loot our secrets and refuses to return the documents, which would establish whether or not they were sold to Moscow. When Clinton tried to broker an agreement at Wye Plantation between Israel and Arafat, Bibi Netanyahu attempted to extort, as his price for signing, release of Pollard, so he could take this treasonous snake back to Israel as a national hero.

Do the Brits, our closest allies, behave like this?

Though we have said repeatedly that we admire much of what this president has done, he will not deserve re-election if he does not jettison the neoconservatives’ agenda of endless wars on the Islamic world that serve only the interests of a country other than the one he was elected to preserve and protect.

America has hobbled an effort by Britain and other European countries to persuade Iran to freeze its nuclear programme.
Senior officials said privately that the US would not offer economic or political concessions to woo Teheran.
President George W Bush is trying to improve relations with Europe and will visit London and Brussels next month.
But in private, American officials are furious at the European Union's "engagement" with Teheran. They say they will not co-operate with what they see as the dangerous policy of giving the regime "rewards for bad behaviour".
The New Yorker magazine reported yesterday that teams of US special forces had infiltrated Iran to scout suspected weapons sites that would be targeted in future air strikes.
Seymour Hersh, the magazine's award-winning journalist, quoted a US official as saying that after Afghanistan and Iraq "we're going to have the Iranian campaign".
However, a senior US administration source said Mr Bush was unlikely to take any decisions on dealing with Iran for the next six months, while the issue was "blocked" by the European diplomatic initiative.
Another well-placed US source said "military action is only the last resort after other options have been exhausted".
He said Washington wanted first to exert pressure on Iran to halt its nuclear programme through an escalating series of diplomatic and economic sanctions at the United Nations Security Council.
Iran is widely believed to be pursuing a secret programme to build a nuclear bomb. The nation says it only seeks to develop nuclear power to save its oil reserves.
Under an agreement in November between Iran and Britain, France and Germany, Teheran was spared a referral to the security council after it agreed to suspend "voluntarily" the most sensitive parts of its nuclear programme: the enrichment of uranium and the reprocessing of plutonium. In return, the Europeans made a commitment to improve relations.
Working groups met in Geneva yesterday to discuss three issues: Iran's nuclear programme; improved technological and economic co-operation; and "firm commitments on security issues".
The EU has agreed to move ahead with co-operation even before an overall agreement is reached and has resumed talks on a trade pact with Iran.
But many of the benefits that Teheran seeks - advanced technology, investment in its oil industry and greater international acceptance - can be provided only with US agreement.
The Europeans hoped to entice the new Bush administration into the diplomatic process.
American officials dismiss the idea out of hand. One said the European effort was "comical". Another said the Iranians would break out of whatever constraints the Europeans imposed.
Washington believes that any concessions made by Teheran are temporary, and often imposed by their own technical problems. British officials admit their initiative is running into the sand.
Without US support, the Europeans believe their initiative is doomed and it will be only a matter of time before the Iranians resume their nuclear activities.
The US will not publicly denounce the initiative but appears content to watch it collapse.
It then hopes to bring the issue to the security council. Britain says such a move would be pointless because any sanctions would be blocked by Russia and China.

Under Rumsfeld's new approach, I was told, U.S. military operatives would be permitted to pose abroad as corrupt foreign businessmen seeking to buy contraband items that could be used in nuclear-weapons systems. In some cases, according to the Pentagon advisers, local citizens could be recruited and asked to join up with guerrillas or terrorists. This could potentially involve organizing and carrying out combat operations, or even terrorist activities. Some operations will likely take place in nations in which there is an American diplomatic mission, with an Ambassador and a C.I.A. station chief, the Pentagon consultant said. The Ambassador and the station chief would not necessarily have a need to know, under the Pentagon's current interpretation of its reporting requirement.

The Pentagon Plan to Provoke Terrorist Attacks

This column stands foursquare with the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, when he warns that there will be more terrorist attacks against the American people and civilization at large. We know, as does the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, that this statement is an incontrovertible fact, a matter of scientific certainty. And how can we and the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, be so sure that there will be more terrorist attacks against the American people and civilization at large?

Because these attacks will be instigated at the order of the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense.

This astonishing admission was buried deep in a story which was itself submerged by mounds of gray newsprint and glossy underwear ads in last Sunday's Los Angeles Times. There--in an article by military analyst William Arkin, detailing the vast expansion of the secret armies being massed by the former Nixon bureaucrat now lording it over the Pentagon--came the revelation of Rumsfeld's plan to create "a super-Intelligence Support Activity" that will "bring together CIA and military covert action, information warfare, intelligence, and cover and deception."

According to a classified document prepared for Rumsfeld by his Defense Science Board, the new organization--the "Proactive, Preemptive Operations Group (P2OG)"--will carry out secret missions designed to "stimulate reactions" among terrorist groups, provoking them into committing violent acts which would then expose them to "counterattack" by U.S. forces.

In other words--and let's say this plainly, clearly and soberly, so that no one can mistake the intention of Rumsfeld's plan--the United States government is planning to use "cover and deception" and secret military operations to provoke murderous terrorist attacks on innocent people. Let's say it again: Donald Rumsfeld, Dick Cheney, George W. Bush and the other members of the unelected regime in Washington plan to deliberately foment the murder of innocent people--your family, your friends, your lovers, you--in order to further their geopolitical ambitions.

For P2OG is not designed solely to flush out terrorists and bring them to justice--a laudable goal in itself, although the Rumsfeld way of combating terrorism by causing it is pure moral lunacy. (Or should we use the Regime's own preferred terminology and just call it "evil"?) No, it seems the Pee-Twos have bigger fish to fry. Once they have sparked terrorists into action--by killing their family members? luring them with loot? fueling them with drugs? plying them with jihad propaganda? messing with their mamas? or with agents provocateurs, perhaps, who infiltrate groups then plan and direct the attacks themselves?--they can then take measures against the "states/sub-state actors accountable" for "harboring" the Rumsfeld-roused gangs. What kind of measures exactly? Well, the classified Pentagon program puts it this way: "Their sovereignty will be at risk."

The Pee-Twos will thus come in handy whenever the Regime hankers to add a little oil-laden real estate or a new military base to the Empire's burgeoning portfolio. Just find a nest of violent malcontents, stir 'em with a stick, and presto: instant "justification" for whatever level of intervention/conquest/rapine you might desire. And what if the territory you fancy doesn't actually harbor any convenient marauders to use for fun and profit? Well, surely a God-like "super-Intelligence Support Activity" is capable of creation ex nihilo, yes?

The Rumsfeld-Bush plan to employ murder and terrorism for political, financial and ideological gain does have historical roots (besides al Qaeda, the Stern Gang, the SA, the SS, the KGB, the IRA, the UDF, Eta, Hamas, Shining Path and countless other upholders of Bushian morality, decency and freedom). We refer of course to Operations Northwoods, oft mentioned in these pages: the plan that America's top military brass presented to President John Kennedy in 1963, calling for a phony terrorist campaign--complete with bombings, hijackings, plane crashes and dead Americans--to provide "justification" for an invasion of Cuba, the Mafia/Corporate fiefdom which had recently been lost to Castro.

Kennedy rejected the plan, and was killed a few months later. Now Rumsfeld has resurrected Northwoods, but on a far grander scale, with resources at his disposal undreamed of by those brass of yore, with no counterbalancing global rival to restrain him--and with an ignorant, corrupt president who has shown himself all too eager to embrace any means whatsoever that will augment the wealth and power of his own narrow, undemocratic, elitist clique.

There is prestuplyeniye here, transgression, a stepping-over--deliberately, with open eyes, with forethought, planning, and conscious will--of lines that should never be crossed. Acting in deadly symbiosis with rage-maddened killers, God-crazed ranters and those supreme "sub-state actors," the mafias, Bush and his cohorts are plunging the world into an abyss, an endless night of black ops, retribution, blowback, deceit, of murder and terror--wholesale, retail, state-sponsored, privatized; of fear and degradation, servility, chaos, and the perversion of all that's best in us, of all that we've won from the bestiality of our primal nature, all that we've raised above the mindless ravening urges and impulses still boiling in the mud of our monkey brains.

It's not a fight for freedom; it's a retreat into darkness.

And the day will be a long time coming.

LONDON -- Syrian President Bashar Assad has decided to acquire offensive and defensive weapons in 2005 as part of an effort to repel any U.S. or Israeli attack on Syria.
Western intelligence sources said Assad plans to order at least $2 billion worth of Russian or Soviet-origin equipment during his meeting with President Vladimir Putin later this month. The sources said the Assad regime has assessed that U.S. forces based in Iraq would launch a major attack on Syria in 2005.
Syrian officials and government-aligned analysts acknowledge that Assad's visit was meant to acquire advanced Russian weapons to bolster deterrence against Israel and the United States, Middle East Newsline reported. They said they expect the two countries to press Moscow to suspend the SA-18 and other arms deals approved by Putin.
"He is clearly frightened of either an American or Israeli attack or a coup attempt by Washington," a Western intelligence analyst said. "Already, his regime is divided over how to respond to the U.S. threats."
"The chances of the United States invading Syria these days are extremely low," a Western intelligence source said. "But Assad doesn't believe that."
The sources said Assad has acquired funding commitments from Iran and Saudi Arabia to facilitate the Russian arms deal. They said Assad planned to demand immediate transfers of such systems as the SA-18 surface-to-air missile, Kornet-E anti-tank weapon and a Russian upgrade of Syrian artillery.
"This is not the first time Israel and the United States, individually or jointly, have interfered to halt Syrian defense plans," Syrian analyst Imad Shueibi said. "What the United States and Israel want is to maintain a huge military gap between Israel and Syria in order to create an illusion of a possibility of imposing a peace settlement."
Syrian analysts said Assad has sought to procure the new Russian long-range Iskander-E rocket. The rocket has a range of 280 kilometers and a circle error of probability of between 10 and 20 meters. They said this would enable a Syrian first strike against U.S. and Israeli military positions and vital facilities.
"The visit might give Syria additional options, unacceptable to the United States in the current stage," Shueibi said. "There is a golden rule of politics, which is necessity of choice, which permits Syria to forge a set of international relations that could clash with the U.S. position."
For its part, the United States has urged Russia not to sell weapons to Syria. U.S. officials said the issue was raised during this week's visit to Washington by Russian Defense Minister Sergei Ivanov.
"We did have a general discussion of nonproliferation with him, including the need to avoid any proliferation towards Syria, the need to be careful with regard to sales to countries like that," Secretary of State Colin Powell said on Thursday. "But at this point, the Russians have said publicly that they're not selling missiles to Syria, so I think we'll just leave it at that for the moment."
The Assad regime was also said to be examining other Russian systems, including the S-300PMU-2 long-range anti-aircraft system, the shorter-range TOR-M1 as well as the Kornet-E and Metis-M anti-tank weapons systems. In 2002, Syria bought the Kornet-E and Metis-M and several of the systems were transferred to the Saddam regime on the eve of the U.S. invasion of Iraq in March 2003.
The intelligence sources said Assad has been particularly alarmed by what he has determined to be U.S. attempts to overthrow his regime. They said the senior echelon of the government and Baath Party have been divided into the old guard that wants a stronger alliance with Iran and young technocrats who want an accommodation with the United States.

Neocons turn their attention to Iran

Having adopted legislation in the past aimed at Cuba and Iraq, similar groups of Republicans and Democrats in Congress are currently setting their sights on promoting “regime change” in Iran.

As a result, new exiled Iranian opposition groups backed by some of Washington's neoconservatives are springing up in the hope of seeing large doses of US funding.

One such group the Alliance for Democracy in Iran is taking shape, strategically located in the heart of the capital's think-tank quarter. Activists described it as an opposition umbrella group that would act as a “clearing house” for US taxpayers' money dedicated to advancing the cause of democracy.

“Our true purpose is to empower the Iranian people, to change the regime to become more democratic,” explained Kamal Azari, its president, stressing that the group renounced violence. Its aim is a referendum on whether to restore the monarchy under the ousted Shah's son, Reza Pahlavi, who lives in Virginia.

Its board members are relatively obscure; some of them are monarchists. Its Oxford-educated chairman, Bahman Batmanghelidj, (known as “Batman”), opened a ski resort near Tehran before the 1979 Islamic revolution. A property magnate in Virginia, he filed for personal bankruptcy protection in 1996.

The group has an Accountability Project to identify friends and foes in the US. Alix Boucher, spokeswoman, fires off letters to editors and academic institutions to denounce advocates of engagement with the Islamic regime.

The Alliance says it is in partnership with the rightwing Hudson Institute. Alliance members are also inspired by Michael Ledeen of the American Enterprise Institute, an influential neoconservative policy group, who is a veteran campaigner for regime change.

Mr Ledeen said he had not advised the group. “Change in Iran depends on people inside the country and on western government policies,” he commented.

A prominent backer of the Alliance is Jerome Corsi, well known for his role in the Swift Boat Veterans and POWs for Truth campaign against John Kerry, the Democratic presidential candidate. He believes the freeze on nuclear development agreed between Iran and the European Union will collapse by March and that Israel, supported by the US, will then launch military strikes.

In Congress, the proposed Iran Freedom and Support Act, sponsored by senators Rick Santorum and John Cornyn, calls on the administration to back “regime change” and promote and fund the transition to a democratic government through alliances with opposition groups that renounce terrorism.

Some exiles believe around $100m (€75m, £55m) will be laid out. Others say this figure is too high.

A similar bill in the House is proposed by Ileana Ros-Lehtinen, a Florida republican and fierce anti-Castro campaigner. Regime change is not in the language, but the bill would back pro-democracy groups. It also seeks to strengthen existing legislation that would penalise foreign companies investing in Iran's energy sector.

The proposed act draws on experience gained from the 1998 Iraq Liberation Act which enshrined regime change and the 1996 Helms-Burton law on sanctions on Cuba. It has the backing of the American Israel Public Affairs Committee, a powerful pro-Israel lobby group.

Funding of $3m for Iranian opposition activities has already been inserted by Congress in the 2005 budget on the initiative of Senator Sam Brownback, a Kansas Republican.

Despite these efforts, neoconservatives as a whole are divided over the merits of promoting the exiled opposition, recognising that the parties are torn by internal rivalries and enjoy little support inside Iran.

The administration is not very enthusiastic about the legislation either, despite the president's oft cited support for the democratic aspirations of the Iranian people.

One official said present policy was not to embrace the regime change option. But there was interest in supporting groups that would help to “modify” Iran's behaviour through promoting democracy. Patrick Clawson of the Washington Institute for Near East Policy doubts “regime change” will make it through Congress, and says the exiles' funding hopes are just “dreams”.

The State Department's Middle East Partnership Initiative has sought to identify pro-democracy groups inside Iran for funding, but has not found any. Officials are also aware that any group known to receive US money would be targeted by the regime immediately. Congress says their identities would be kept secret.

Some analysts say the proposed legislation, whether explicit about regime change or not, is a foolish waste of “feel-good” money that will only undermine diplomatic efforts by the EU to negotiate a way out of the nuclear crisis.

President Bush's second inauguration on Thursday will provide the signal for an intense and urgent debate in Washington over whether or when to extend the "global war on terror" to Iran, according to officials and foreign policy analysts in Washington.
That debate is being driven by "neo-conservatives" at the Pentagon who emerged from the post-election Bush reshuffle unscathed, despite their involvement in collecting misleading intelligence on Iraq's weapons in the run-up to the 2003 invasion.
Washington has stood aside from recent European negotiations with Iran and Pentagon hardliners are convinced that the current European-brokered deal suspending nuclear enrichment and intensifying weapons inspections is unenforceable and will collapse in months.
Only the credible threat, and if necessary the use, of air and special operations attacks against Iran's suspected nuclear facilities will stop the ruling clerics in Tehran acquiring warheads, many in the administration argue.
Moderates, who are far fewer in the second Bush administration than the first, insist that if Iran does have a secret weapons programme, it is likely to be dispersed and buried in places almost certainly unknown to US intelligence. The potential for Iranian retaliation inside Iraq and elsewhere is so great, the argument runs, that there is in effect no military option.
A senior administration official involved in developing Iran policy rejected that argument. "It is not as simple as that," he told the Guardian at a recent foreign policy forum in Washington. "It is not a straightforward problem but at some point the costs of doing nothing may just become too high. In Iran you have the intersection of nuclear weapons and proven ties to terrorism. That is what we are looking at now."
The New Yorker reported this week that the Pentagon has already sent special operations teams into Iran to locate possible nuclear weapons sites. The report by Seymour Hersh, a veteran investigative journalist, was played down by the White House and the Pentagon, with comments that stopped short of an outright denial.
"The Iranian regime's apparent nuclear ambitions and its demonstrated support for terrorist organisations is a global challenge that deserves much more serious treatment than Seymour Hersh provides," Lawrence DiRita, the chief Pentagon spokesman, said yesterday: "Mr Hersh's article is so riddled with errors of fundamental fact that the credibility of his entire piece is destroyed."
However, the Guardian has learned the Pentagon was recently contemplating the infiltration of members of the Iranian rebel group, Mujahedin-e-Khalq (MEK) over the Iraq-Iran border, to collect intelligence. The group, based at Camp Ashraf, near Baghdad, was under the protection of Saddam Hussein, and is under US guard while Washington decides on its strategy.
The MEK has been declared a terrorist group by the state department, but a former Farsi-speaking CIA officer said he had been asked by neo-conservatives in the Pentagon to travel to Iraq to oversee "MEK cross-border operations". He refused, and does not know if those operations have begun.
"They are bringing a lot of the old war-horses from the Reagan and Iran-contra days into a sort of kitchen cabinet outside the government to write up policy papers on Iran," the former officer said.
He said the policy discussion was being overseen by Douglas Feith, the under secretary of defence for policy who was one of the principal advocates of the Iraq war. The Pentagon did not return calls for comment on the issue yesterday. In the run-up to the Iraq invasion, Mr Feith's Office of Special Plans also used like-minded experts on contract from outside the government, to serve as consultants helping the Pentagon counter the more cautious positions of the state department and the CIA.

"They think in Iran you can just go in and hit the facilities and destabilise the government. They believe they can get rid of a few crazy mullahs and bring in the young guys who like Gap jeans, all the world's problems are solved. I think it's delusional," the former CIA officer said.
However, others believe that at a minimum military strikes could set back Iran's nuclear programme several years. Reuel Marc Gerecht, another former CIA officer who is now a leading neo-conservative voice on Iran at the American Enterprise Institute, said: "It would certainly delay [the programme] and it can be done again. It's not a one-time affair. I would be shocked if a military strike could not delay the programme." Mr Gerecht said the internal debate in the administration was only just beginning.
"This administration does not really have an Iran policy," he said. "Iraq has been a fairly consuming endeavour, but it's getting now towards the point where people are going to focus on [Iran] hard and have a great debate."
That debate could be brought to a head in the next few months. Diplomats and officials in Vienna following the Iranian nuclear saga at the International Atomic Energy Agency expect the Iran dispute to re-erupt by the middle of this year, predicting a breakdown of the diplomatic track the EU troika of Britain, Germany and France are pursuing with Tehran. The Iran-EU agreement, reached in November, was aimed at getting Iran to abandon the manufacture of nuclear fuel which can be further refined to bomb-grade.
Now the Iranians are feeding suspicion by continuing to process uranium concentrate into gaseous form, a breach "not of the letter but of the spirit of the agreement," said one European diplomat.
Opinions differ widely over how long it would take Iran to produce a deliverable nuclear warhead, and some analysts believe that Iranian scientists have encountered serious technical difficulties.
"The Israelis believe that by 2007, the Iranians could enrich enough uranium for a bomb. Some of us believe it could be the end of this decade," said David Albright, a nuclear weapons expert at the Institute for Science and International Security. A recent war-game carried out by retired military officers, intelligence officials and diplomats for the Atlantic Monthly, came to the conclusion that there were no feasible military options and if negotiations and the threat of sanctions fail, the US might have to accept Iran as a nuclear power.
However, Sam Gardiner, a retired air force colonel who led the war-game, acknowledged that the Bush administration might not come to the same conclusion.
"Everything you hear about the planning for Iraq suggests logic may not be the basis for the decision," he said.
Mr Gerecht, who took part in the war-game but dissented from the conclusion, believes the Bush White House, still mired in Iraq, has yet to make up its mind.
"The bureaucracy will come down on the side of doing nothing. The real issue is: will the president and the vice president disagree with them? If I were a betting man, I'd bet the US will not use pre-emptive force. However, I would not want to bet a lot."

It is a constant drumbeat and will become more so over the next few months: Iran has nukes, or is feverishly working to develop nukes (no easy task), and will ultimately nuke Israel and Europe.
This is essentially the same pretext used to invade Iraq. So blood-thirsty and crazed are the Muslims-and the secular Ba'athist Arabs-they will attack civilized people with nuclear weapons if allowed to do so. It is our task-indeed, our duty-to save the world from Arab-Iranian savagery. Of course, after Iraq was invaded, no weapons of mass destruction were found, so the emphasis shifted from saving the world from Saddam Hussein's Pandora's box of nuke-bio-chem weapons to a selfless desire to deliver freedom and democracy to the Iraqi people, beleaguered for so long under Saddam's tyrannical rule. Of course, all of this is nonsense, so obviously transparent as to be a bad joke, not that most Americans realize, so deep is their sleep and ambivalence.
It must be remembered that Saddam Hussein was a CIA assassin and the CIA worked to install the brutal Ba'ath regime in Iraq. American and European corporations sold Saddam Hussein all the biological and chemical materials he wanted in the 1980s and the Reagan administration encouraged this so long as Iran and Iraq were at war with each other. Iraqi chemical and biological weapons, subsequently eliminated by UNSCOM after Bush I's invasion, were a threat to Iranians, not Europeans and Israelis. All of this is not some outlandish conspiracy theory but historical fact. It should also be remembered that the CIA overthrew a popular and democratically elected leader in Iran and with Israeli help created a secret police apparatus (SAVAK) that was so brutal Iran "had the worst human rights record on the planet, and the number and variety of torture techniques the CIA had taught SAVAK were 'beyond belief,'" as Mark Zepezauer notes.
In other words, the alleged threat faced by "civilized nations" -the United States is so "civilized" it is the only country to actually have nuked defenseless civilians-is a product of CIA intervention in the Middle East. In Iran, as Zepezauer explains, "the Iranian people overthrew the bloodstained Shah, with great bitterness and hatred toward the US for installing him and backing him all those years. The radical fundamentalist regime that rules Iran today could never have found popular support without the CIA's 1953 coup and the repression that followed."
None of this is mentioned in the corporate media as the Strausscons prepare to invade, or at least "shock and awe" Iran, destroying its social and political infrastructure the same way they did in Iraq, resulting in misery for millions of people. As Seymour Hersh documents in his latest article published in the New Yorker, the Strausscon plan against Iran is in motion and has worked behind the scenes "at least since last summer." Hersh also documents the fact the Strausscon "civilians in the Pentagon" are working in tandem with the Israelis to destabilize Iran.
Of course, an invasion of Iran would be insane, considering how badly the occupation of Iraq is going. In Bushzarro world, however, such realities are irrelevant. "Strategists at the headquarters of the U.S. Central Command, in Tampa, Florida, have been asked to revise the military's war plan, providing for a maximum ground and air invasion of Iran," writes Hersh. How they will do this with the U.S. military now stretched so thin is not explained.
None of this is surprising. The PNAC Strausscons, with Michael Ledeen leading the charge, have made no secret of their desire to kill Iranians and replace their government with a "democracy," that is to say a plaint military dictatorship that will follow orders and bow down to Israel. Bush's "re-election" serves as an affirmation of the Strausscon-Likudite Master Plan for the Muslim Middle East. In fact, the Strausscon-Likudite plan is Bush's raison d'etre.
Disaster is up the road and around the bend. Seymour Hersh's article provides further evidence that the Bush Strausscons are on schedule, anxious to kill hundreds of thousands, if not millions, of Muslims in the Middle East (and South Asia as well). It was only a few months ago the corporate media was fantasizing about the demise of Strausscon influence in Washington. As I said at the time, Bush would "win" the election-by hook, crook, bogus terror alerts, and Diebold voting machines owned by Republicans-because Israel's agenda is of paramount importance.
Now America has to live with the result-perpetual war and a further eroding of America's precious treasure and resources. Unfortunately, there is no organized or effective way to stop this madness. It will run its course and eventually reality will grind the Strausscon plan to a halt, in the process economically destroying America and impoverishing its people. Finally, on the day the Strausscon machine breaks and Americans wake up and figure out they were scammed, will they place blame where blame is due or will they look elsewhere, guided by the corporate media, and find new scapegoats to blame?

TEHRAN (Reuters) - Iran has the military might to deter attacks against it, its defense minister said in remarks published Tuesday, one day after President Bush (news - web sites) said he would not rule out military action against Iran.

Ali Shamkhani said the Islamic Republic, which has seen U.S. forces topple regimes in neighboring Afghanistan (news - web sites) and Iraq (news - web sites) in the last three years, did not fear attack.

"We are able to say that we have strength such that no country can attack us because they do not have precise information about our military capabilities due to our ability to implement flexible strategies," the semi-official Mehr news agency quoted Shamkhani as saying.

"We can claim that we have rapidly produced equipment that has resulted in the greatest deterrent," he said, without elaborating.

Iran last October announced successful trials of its Shahab-3 ballistic missile with a range of 1,250 miles, putting parts of Europe, as well as Israel and U.S. bases in the Gulf, within its reach.

Bush said Monday that Washington would not rule out military action against Iran, which he labeled in 2002 an "axis of evil" member alongside Iraq and North Korea (news - web sites), if it was not more forthcoming about its suspected nuclear weapons program.

Iranian officials said they were unconcerned about the threats of military action, which seemed to suggest Washington was eager to tackle Iran in Bush's second term.

"Iran has no fear of foreign enemies' threats...as they are very well aware that the Islamic Republic is not a place for adventurism," the ISNA student news agency quoted influential former President Akbar Hashemi Rafsanjani as saying.

Bush's comments followed an article in the New Yorker magazine Sunday which said U.S. commando units were conducting secret reconnaissance missions inside Iran to identify hidden nuclear and chemical sites for possible future strikes.

Iran denies its nuclear facilities are to be used to make nuclear weapons and Pentagon (news - web sites) officials have said the New Yorker report was "riddled with errors."

IRAN UNCONCERNED

Ali Aghamohammadi, head of the Propaganda Office at Iran's Supreme National Security Council, dismissed the New Yorker report as "psychological warfare against Iran."

"The entry of American commandos (into Iran) is not that easy and believing this story would be naive," state radio quoted him as saying.

The European Union (news - web sites) insisted Tuesday diplomacy was the right approach with Iran.

"We are working with our Iranian partners in good faith as I trust they are working with us in good faith. We will pursue that path as long as it's possible and fruitful to do so," said Commission external affairs spokeswoman Emma Udwin.

Britain, Germany and France have sought to persuade Tehran to give up technology that can be used to make nuclear warheads in return for incentives such as trade deals and help with a civilian nuclear program.

Mehr news agency, which analysts say has close ties to the office of Supreme Leader Ayatollah Ali Khamenei, in an editorial entitled "Futile espionage" ridiculed U.S. attempts to destabilize Iran since the 1979 Islamic revolution.

The United States is well aware that Iran has strongly withstood U.S. pressure for over 25 years ... Today, the Islamic Republic has acquired massive military might, the dimensions of which still remain unknown, and is prepared to attack any intruder with a fearsome rain of fire and death," it said.

"The U.S. and Israel know that they can never militarily challenge Iran, since attacking the Islamic Republic would be biting off more than they could chew and would only choke them if they attempted it," it added.
