Yes, says Victor Ostrovsky, a former Israeli secret agent. In a new book, By Way of Deception: A Devastating Insider's Portrait of the Mossad, Mr. Ostrovsky says the Israelis had advance notice of the suicide attack that killed 241 Marines in Beirut in October 1983 but withheld the information from the United States in the hope that the attack would poison American Arab relations.
The Israeli government is desperately trying to block publication of the book, which also says the Israelis are "actively spying, recruiting, organizing and carrying out covert activities mainly in New York and Washington, which they refer to as their playground."
Although it can hardly succeed and will probably backfire, the censorship attempt enjoyed initial success in both the U.S. and Canada. Obliging courts in both countries have ordered that the book be at least temporarily suppressed When it comes to Israel, freedom of speech and of the press is considerably less than total, even in America.
Mr. Ostrovsky says Israeli agents heard he had written the book and tried to bribe and threaten him to dissuade him from going into print. He is now in hiding.
More than 17,000 copies of By Way of Deception are in print, and many reviewers have already received copies. If the book divulges sensitive information, as the Israelis' lawyers say, it's too late to stop other governments from getting it. The only purpose of the censorship is to stop Americans from reading Mr. Ostrovsky's account of how Israel allowed U.S. Marines to be slaughtered
Books are rarely suppressed in America (at least not by direct government intervention), and by the time you read this, By Way of Deception will almost certainly be unshackled. Then the Israelis will have to either discredit the author or argue, as they did in the case of the spy Jonathan Pollard, that the decision to let the Marines be killed was a "rogue" action.
Mr. Ostrovsky's allegations should be shocking. Letting the troops of a benefactor nation be blown up in their own compound is hardly the act of a "reliable ally," as Israel is said to be.
But you have to wonder whether anyone will really be shocked. The act would be consistent with a long pattern of reprehensible Israeli behavior toward the U.S. Some of it has been widely publicized; no doubt the largest part of it has never been discovered.
If anyone ought to be stunned, it's the many pundits who echo Israeli propaganda to the effect that Israel is America's only valuable and trustworthy ally in the Middle East. If they mean what they say, they should be publicly changing their minds, or at least demanding a thorough investigation into Israeli conduct toward this country.
Congress ought to be shocked, too, to the extent that its all-out support for Israel has been sincere rather than venal and cowardly. But how many of our elected representatives will dare, or care, to ask tough questions about whether our ties to Israel have done serious damage to this country's interests?
Such questions are not only long overdue, they are especially urgent right now, when the United States may be on the verge of a full-scale war in the Middle East, and the Israel lobby is eager to see America launch hostilities against Israel's chief enemy, Iraq.
The path of least resistance is to say nothing, to go on pretending that the interests of the U.S. and of Israel are virtually identical, to keep repeating that Israel is our "reliable ally" and "strategic asset." Any politician or journalist who says otherwise, even for the good of America, does so at risk to his career. That's why there is so little open debate on these matters. Even our press isn't fully free.
And now the Israeli government has mounted a direct attack on press freedom in America itself. It will be instructive to see whether the press corps goes on acting un shocked.

Is there any criminal act that Israel can do without being protected from criticism from the United States? If there is I haven't seen it. And I haven't seen it from the Bush Administration or from the Clinton Administration or from any administration before them. But when you consider the influence of Israel's lobby and its political action committees and the more than $41 million they've given to Congress and the White House, is it any wonder Israel is shielded from any shame?
For more than 54 years the Israelis have committed acts that no other nation would dare get away with. But even here in America, where it is not yet illegal to publicly ask the wrong questions, any public figure that does so is subjected to smears, intimidation, and the attempted destruction of his career and reputation by Jewish organizations and by the very cooperative news media.
A few examples of these criminal acts committed by Israel include the treacherous attack on the USS Liberty on June 8, 1967, killing 34 American sailors and wounding another 171. There can now be no disputing that Israel knew its identity, and that the ship was in international waters and clearly marked as a US Naval vessel. What was most treacherous though was not the perfidy of Israel but that of President Johnson ordering the recall of the sixth fleet when he found out that the attackers were not the Arabs but the Israelis. The treasonous compliance continues today as corrupt politicians refuse to take any action against Israel and continue their efforts in hushing-up the whole affair although there seems to be a strong campaign by the Liberty survivors and other brave patriotic Americans in exposing the Israelis of their criminal attack.
Another example of Israel's callous disregard for its supposed "ally" America was the bombing of the U.S. Marine barracks in Lebanon in 1983, which killed over 200 US servicemen. According to former Israeli Mossad agent, Victor Ostrovsky, Israeli intelligence knew of the plan by Arab terrorists to bomb the building in plenty of time to warn the innocent men, but cynically refused to say anything.
In April 1996 the Israelis attacked an U.N. refugee camp in Qana, Lebanon and killed 103 innocent men, women, and especially children. A U.N. investigation determined the attack was intentional and stated that " while the possibility cannot be ruled out completely, the pattern of impacts in the Qana area makes it unlikely that the shelling of the United Nations compound was the result of technical and/or procedural errors." Shortly after this report the U.N. Security Council voted to condemn Israel for the attack and all nations with the exception of the U.S. voted in favor of the resolution. In other words, intentionally slaughtering 103 civilians was not sufficient for the United States to condemn Israel. Yet, when Hezbollah attacks Israel's illegal occupation of southern Lebanon and results in the deaths of two Israeli soldiers the U.S. is first to condemn this legal resistance.
During the past 27 months the Palestinian resistance from the brutal and illegal Israeli occupation has resulted in more than 2000 Palestinians and 670 Israelis killed. When Israelis are killed or injured by Palestinian suicide bombers the White House wastes not a second to harshly condemn these brutal acts, and it does so in an understandable manner. But when Israelis drop a one-ton bomb in the center of a Gaza City apartment complex and kills 15 innocent Palestinians including 9 small children the U.S. issues a diplomatic statement criticizing the attack only as using "excessive force." Other times when Palestinian children are slaughtered for throwing stones at tanks the United States remains silent.
These are just a few of the criminal acts committed by the Israeli government and shielded from criticism by U.S. politicians or even reported by the controlled media.
Although September 11th brought the fight on terrorism to the front burner, it seems that the United States protects Israel from any criticism here too. An Israeli instant-messaging firm Odigo confirmed that two employees received text messages warning of an attack on the World Trade Center two hours before terrorists crashed planes into the New York landmarks. (Ha'aretz, December 20, 2002.) Is it possible that Israel had foreknowledge of the attack? Could this be the answer why the 4000 Israeli employees at the World Trade Center never showed up for work that tragic September morning? If this is the case then the fact that Israel's government had prior knowledge of the pending attack and not warned the Americans makes them as guilty as our enemy. Whatever the case, our government must make a complete and thorough investigation without any threats from Jewish and Israeli interest groups.
Shielding Israel from criticism and supporting the Jewish state no matter what crimes she commits has caused the United States the loss of respect around the world. In addition, Israel has cost American taxpayers more than $120 billion in the past 40 years. Our one-sided unbalanced Middle East policy has created the hatred of millions and the primary cause of terrorism that has landed on our own soil.
Criticizing our government's dangerous policies and its submissions to the Jewish lobby doesn't make anyone less patriotic or any less of an American. George Washington said it best when he stated that "passionate attachment to another nation produces a variety of evils...the illusion of common interests where no real common interests exist; adopting the enmities of the other; and participation in the quarrels and wars of the other without any justification. Still another evil is that such a passionate attachment gives to ambitious, corrupted or deluded citizens the facility to betray or sacrifice the interests of their own country."

(EIRNS) - One of the "Mega" agencies that mobilized to quash the Fox TV pick-up of our Israeli spy scandal was JINSA, the Jewish Institute for National Security Affairs. JINSA President and CEO David Steinmann is also a director of CAMERA (Committee for Accurate Middle East Reporting in America), the group that actually staged the e-mail, fax, letter, and phone call mobilization that squeezed Fox TV, to the point that they removed the transcripts of the four Carl Cameron segments from their own web site. While CAMERA lists Tom Lantos among its advisors, along with Sharon cabinet minister Natan Sharansky, it is JINSA that is the real hotbed of "Mega" and "X Committee" clout, particular inside the Pentagon. On its own website, JINSA boasts that "Only one think tank puts the U.S.-Israel strategic relationship {first} -- JINSA!" JINSA lists among its directors: Richard Perle, Steven Bryen (whose wife, Shoshana Bryen is still one of the few full-time JINSA employees), Max Kampelman, Jeanne Kirkpatrick, Jack Kemp, Michael Ledeen, Joshua Muravchik, Kenneth Timmermann, and James Woolsey. Beyond these hardcore "X Committee" operatives, JINSA's board also includes a dozen or more retired flag grade U.S. military officers, including Lt. Gen. Anthony Burshnick (USAF), Gen. Crosbie Saint (USA), Maj. Gen. Lee Downer (USAF), Adm. Leon Edney (USN), Gen. John Foss (USA), Adm. David Jeremiah (USN), Adm. Jerome Johnson (USN), Maj. Gen. Jarvis Lynch (USMC), Rear Adm. Sumner Shapiro (USN). JINSA makes no bones about the fact that it is recruiting an Israeli fifth column inside the U.S. military command. JINSA's output of policy papers and press releases also makes clear that they are leading proponents of the "Clash of Civilizations," and the drive to lure the U.S. into a suicidal military alliance with an Israeli marcher lord state. Typical of JINSA's operations of late are their sponsorship of a series of lectures by Iraqi National Congress honcho Chulabi, and their Sept. 13 press statement, calling for the U.S. to "go beyond bin Laden" to launch military attacks against Iraq, Iran, Pakistan, Syria, Sudan, the Palestinian Authority, Libya, Algeria, "and even our presumed friends Saudi Arabia and Egypt." The world's best-known and most efficient 'secret' manufacturer of
weapons of mass destruction is not Iraq, not even North Korea, but
Israel. Neil Sammonds looks at a nuclear, biological and chemical
warfare programme that even the Israeli Knesset cannot get access
to, let alone the United Nations.
In September 1986, Mordechai Vanunu, a technician at Israel's
Dimona nuclear site, revealed to the Sunday Times that the nuclear
military programme based there had produced 'over 200' nuclear
warheads.
Days later he was tricked into flying to Rome where he was
abducted by Mossad agents and secretly transported to Israel. In
November 1986, he was tried in camera and sentenced to 18 years'
imprisonment, 14 of which were spent in solitary confinement.
In 1999, in response to a petition from Yediot Ahronot newspaper,
the government released about 40 per cent of the trial documents.
The Bulletin of the Atomic Scientists estimates that Israel has the
world's fifth largest stockpile of nuclear warheads (more than
Britain, which it believes has 185).
In February 2000, Knesset member Issam Mahoul said Israel had
'200 to 300' nuclear weapons; in August of that year, the Federation
of American Scientists said that Israel could have produced 'at least
100 nuclear weapons, but probably not significantly more than 200';
the Stockholm International Peace Research Institute estimates
200.
Other sources, including Jane's Intelligence Review, estimate
between 400 and 500 thermonuclear and nuclear weapons.
What Dimona is to Israel's nuclear programme, the Israeli Institute
for Biological Research (IIBR) at Nes Ziona is to its chemical and
biological warfare (CBW) programme. The high-security facility is
absent from aerial survey photographs and maps, on which it has
been replaced by orange groves.
Except for token visits to Dimona by a Norwegian team in 1961 and
a US team in 1969, there has been no international scrutiny. Even
the Knesset is denied access.
However, the 1993 report by the Office of Technology Assessment
for the US Congress states that Israel has 'undeclared offensive
chemical warfare capabilities' and is 'generally reported as having
an undeclared offensive biological warfare programme'.
Anthony Cordesman of the Centre for Strategic and International
Studies states that Israel has conducted extensive research into gas
warfare and is ready to produce biological weapons.
According to an exhaustive study by Karel Knip, a Dutch journalist,
the IIBR's work has included the synthesis of nerve gases such as
tabun, sarin and VX.
The October 1992 crash an of El Al cargo plane in Amsterdam that
caused at least 47 deaths and caused hundreds of immediate and
subsequent mysterious illnesses led to the disclosure in 1998 that
flight LY1862 was carrying chemicals including 50 gallons of
dimethyl methylphosphonate (DMMP) - enough to produce 594
pounds of sarin. The DMMP was supplied by Solkatronic Chemicals
Inc of Morrisville, Pennsylvania, and was destined for the IIBR.
Avner Cohen has catalogued reported uses of biological weapons
by Jewish forces during the 1948 war in Palestine. The Israeli
historian Uri Milstein alleged that 'in many conquered Arab villages,
the water supply was poisoned to prevent the inhabitants from
coming back.' Milstein states that one of the largest of such covert
operations caused the typhoid outbreak in Acre in May 1948.
The Palestinian Arab Higher Committee reported in July 1948 that
there was some evidence that Jewish forces were responsible for a
cholera outbreak in Egypt in November 1947 and in Syrian villages
near the Palestinian-Syrian border in February 1948.
In May 1948, the Egyptian ministry of defence stated that four
'zionists' had been captured while trying to contaminate artesian
wells in Gaza with 'a liquid which was discovered to contain germs
of dysentery and typhoid'.
In 1954, it was widely reported that defence minister Pinchas Lavon
had proposed using BW for special operations. Cohen says: 'Israel
has presumably employed biological or toxin weapons for special
operations.'
In 1955, Prime Minister Ben Gurion ordered the weaponisation and
stockpiling of chemical weapons in case of a war with Egypt.
Former Mossad agent Victor Ostrovsky claims that lethal tests have
been performed on Arab prisoners at the IIBR.
There are allegations that Israel has used CBW on numerous
occasions:
* Chemical defoliants used by the army against Palestinian lands,
including Ain el-Beida in 1968, Araqba in 1972 and Mejdel Beni
Fadil in 1978;
* Armed nuclear missiles in the 1967 and 1973 Arab-Israeli wars;
* Chemical weapons in the 1982 war on Lebanon, including
hydrogen cyanide, nerve gas and phosphorus shells;
* In the 1980s lethal gases against Palestinian civilians and
Palestinian, Lebanese and Israeli Jewish prisoners.
Discussing delivery systems, the Bulletin of Atomic Scientists states
that Israel's F-16 squadrons based at Nevatim and Ramon are the
most likely carriers of nuclear warheads and that a small group of
pilots has been trained for nuclear strikes.
According to the Sunday Times, F-16s crews are also 'trained to fit
an active chemical or biological weapon within minutes of receiving
the command to attack'. Israel's F-4s, F-15s and Jaguars are also
nuclear-capable.
Israel's Jericho I (with a range of 660km) and Jericho II (1,500km)
missiles are nuclear-capable. The Shavit satellite launch vehicle is
convertible into an intercontinental ballistic missile with a range of
7,800km.
Israel also has three Dolphin-class submarines, the Dolphin, the
Leviathan and the Tekuma, which are reportedly modified to carry
nuclear-tipped cruise missiles.
It is widely believed to possess a tactical nuclear capability,
including small nuclear landmines, and strategic nuclear warheads
that it can fire from cannons.
The UN Security Council regularly calls on Israel 'urgently to place
its nuclear facilities under the safeguards of the International Atomic
Energy Agency.'
Israel has signed but not ratified the Chemical Weapons
Convention, but is one of only four countries in the world - with
Cuba, India and Pakistan - not to have signed the Nuclear Non-
Proliferation Treaty .
