If a government is committing genocide, there are two things that are clear:
1) The population lacks the willingness to rise up against the government, and
2) The government lacks the foresight to recognize that they are eliminating their own power-base.

There is also another possibility:

A deliberate and effective strategy by a foreign country (the US) to promote or preserve its conflicting economic, political, geo-strategic, and moral imperatives. By keeping the Sudanese government offbalance in order to avoid a further spread of fundamentalism and destabilization in the Horn of Africa.

While that surely could be the motivation, it's not necessarily a reasonable possibility. As proven in Venezuela recently, a motivated population can resist even the most dirty and underhanded involvement by a foreign power in a destabilization effort.

And as is being proven by the Palestinian uprising, motivated resistance against a powerful state that is supported/manipulated by the world's largest superpower, is extremely difficult and can do a great deal more harm to the oppressed than the oppressor.

I never said that it would not carry a high cost. In fact, I alluded to it in my item #2, that the government is ignorant of the fact that it is eliminating its own power-base. The cost doesn't change anything.

The high cost is not what I was alluding to SoK, it is the fact that foreign support/meddling in conflict makes the chances of a successful outcome for a motivated population less likely. Particularly, when the self-interested foreign power has no intention of allowing any side, government or those opposing them, to win the conflict.

I have been reading your posts all day today guys, maybe its a little bit old thread but it really interested me, let me start by saying I am Sudanese Kiwi and maybe I know a little bit more about Sudanese people, if you met 10 people of Sudan each from different trips you are not going to tell the difference between them, and if you met 2 Sudanese people you are not going to be able to tell who is Muslim and who Christian, one another thing the war in south Sudan started in 1955 and not 1980, Even when Dr. John Grang started the war he was not fighting in the name of the Christianity but he was Socialist supported by USSR, the main problem of Sudan is tribalism and not a religious problem nor a racist problem, to be able to understand the situation in Sudan you have to get your information from more than western media and study the history of Sudan, you can call Sudan is one nation but different tribes that each one of them doesn’t like the other one, so its very complicated issue.

What's your point? You is guilty in genocide of black Sudanese - Arabs who kill them or Israel?

Perhaps I'm suffering from the heat today, but can anyone understand what the hell that sentence means?
