TRENTON, N.J. - Gov. James E. McGreevey began suffering fallout from his bombshell resignation announcement Friday as his former homeland security adviser accused the governor of sexual harassment and Republican leaders called on him to leave office immediately.



"While employed by one of the most powerful politicians in the country, New Jersey Governor McGreevey, I was the victim of repeated sexual advances by him," Golan Cipel said in a statement read by his attorney during a news conference in New York. The attorney added that McGreevey has made Cipel the victim of a "smear campaign."


McGreevey announced his resignation Thursday in a dramatic, nationally televised news conference in which he revealed he had an affair with another man. His spokesman, Micah Rasmussen, vehemently denied the accusations, calling them "completely and totally false allegations from a person trying to exploit his relationship with the governor. The matter has been referred to federal authorities for investigation."


McGreevey did not name the man in his news conference, but two sources close to the governor, both speaking on condition of anonymity, said it was Cipel. One of the sources, a high-ranking member of the McGreevey administration, said Cipel threatened McGreevey with a sexual harassment lawsuit unless he was paid millions of dollars.


McGreevey named Cipel as New Jersey's $110,000-a-year director of homeland security in 2002. But Cipel was transferred to a different position later that year after a storm of opposition from lawmakers who questioned his qualifications and later left state government.


Cipel, a poet and former lieutenant in the Israeli Navy, landed the job despite having no security experience, and he raised concerns among government agents who reportedly refused to share information with him because was a foreigner with no security clearance.


The saga took another strange turn Friday as Cipel alleged "intimidation" by McGreevey representatives cowed him into keeping quiet about the affair until now. Cipel attorney Allen M. Lowy said his client was offered money by representatives of McGreevey after the governor was informed of a possible lawsuit. He said "only time will tell" whether a lawsuit against McGreevey is filed.


"After a long period of pain and introspection, I realized that in order to live my life, to move forward with my life, I needed to put this behind me. But the only way to do this was to have Gov. McGreevey take responsibility publicly for his horrible actions, which he did by resigning from public office," Cipel said.


The developments occurred as Republican leaders called on McGreevey to leave office immediately, saying that news of the affair is likely to be first of many damaging disclosures.


"It is my suspicion that there will be more awkward stories in the days and weeks to come — stories that will make it very difficult for him to carry out the duties of his office," said state Republican Chairman Joe Kyrillos.


Had McGreevey stepped down immediately, a special election would be have been held to serve out the remainder of his term, which ends in January 2006. The decision to leave office in November allows Democratic Senate President Richard J. Codey to finish the term.


Democrats said GOP leaders were unfairly trying to capitalize on what was McGreevey's personal decision.


"This is the time for the people's business, not for partisan politics," Codey said.


Republican lawyers said they were considering legal options that would force McGreevey to resign earlier, but added that pursuing impeachment was not one of them.


McGreevey's resignation brings an end to a political career that has been marked by a series of scandals and missteps, including the Cipel appointment.


McGreevey was introduced to Cipel at a reception during a trip to Israel in 2000 when he was running for governor. The married American politician and the young Israeli poet were introduced at a wine-and-cheese reception and hit it off immediately, according to an Israeli mayor who introduced the two.


Soon, McGreevey paved the way for Cipel to come to the United States. Six months later, Cipel was working on McGreevey's campaign, having obtained a visa in which he listed McGreevey donor Charles Kushner as a sponsor on his visa application and then taking up residence in an apartment less than a mile from McGreevey.


Working first in a $30,000-a-year job public relations job arranged by Kushner, Cipel was named to head the state Office of Homeland Security in February 2002.

McGreevey said he did not think a background check was necessary for Cipel, who had also worked as a public relations officer in the Israeli consulate in New York.

"Golan is smart, incisive, hard-working and trustworthy, and he has brought a unique point of view to the work he does," McGreevey said at the time.

But nagging questions about his qualifications and the reason for his appointment trailed Cipel, who was told by McGreevey not to grant media interviews in the meantime.

Asked by reporters on several occasions if he was gay or had a romantic relationship with Cipel, McGreevey would never answer directly, dismissing the suggestion as "ridiculous."

The heat was turned up after the Star-Ledger of Newark reported that the U.S. Secret Service and the FBI (news - web sites) had both refused to share information with Cipel because of his lack of security clearance.

Buckling to pressure, McGreevey reassigned him as a "special counsel" in the governor's office. He left state government five months later and landed a public relations job with McGreevey's help before fading from public view.

"The rumor mill, even back then, was rampant with rumors about some relationship with him and the governor, but that wasn't our issue," said GOP Assemblyman Paul DiGaetano.

"The issue was here's a guy being put forward for one of the most sensitive positions in the state, with little or no experience, little or no credentials. The whole activity was very suspicious," said DiGaetano, who has filed to run for governor next year.

The fact that the governor had a homosexual relationship is not the issue here, even though the news media makes it look as if it were. The real problem that the Jewish sensitive news fails to make mention is the fact that this relationship was with an Israeli citizen holding a U.S.national security position that didn't even have a U.S. security clearance. Could the $5 million extortion be on a security embezzlement headed to Israel? Can you imagine the treatment that this story would've had if this was an Arab citizen or a Muslim? The following statement by Golan Cipel was read Friday by his lawyer,
Allen M. Lowy:

It is with a sense of relief that I make this public statement in
response to Governor McGreevey's resignation ...

While employed by one of the most powerful politicians in the country,
New Jersey Governor McGreevey, I was the victim of repeated sexual
advances by him. Such conduct and McGreevey's behavior caused me such
emotional distress and turmoil.

I often wonder why I did not have the strength to disentangle myself
from such an oppressive environment and from such a manipulative person.
But I've come to understand that I was a victim and just as
importantly, I was the victim whose oppressor was one of the most powerful
politicians and made sure to let me know my future was in his hands.
Therefore, I've come to realize that my lack of strength was understandable.

When I finally dared to reject Governor McGreevey's advances, the
retaliatory actions taken by him and members of his administration were
nothing short of abuse and intimidation.

After a long period of pain and introspection, I realized that in order
to live my life, to move forward with my life, I needed to put this
behind me. But the only way to do this was to have Governor McGreevey take
responsibility publicly for his horrible actions, which he did by
resigning from public office.

I am somewhat vindicated to see the person who abused his power take
responsibility for the harm he has caused and sincerely hope that this
situation will serve to encourage women and men -- victims -- to not be
afraid to take action against individuals in positions of power who
oppress or harass those subordinate to them. Finally I would like to thank
the hundreds of people who have been so supportive of me over the past
24 hours, from everywhere in the world and especially those from the
great state of New Jersey.

TRENTON, N.J. - The man who claims Gov. James E. McGreevey sexually harassed him was pushing for a cash settlement of up to $50 million before the governor decided to announce that he was gay and had an extramarital affair, sources told The Associated Press.

Golan Cipel's demands also included a last-minute push to have McGreevey's administration approve development plans for a private medical college in the state, two senior members of the administration said Saturday. Both sources spoke on condition of anonymity.


McGreevey's lawyer refused to negotiate, one of the sources said, and rejected repeated offers to pay cash to avoid a lawsuit that would detail the governor's relationship with Cipel, a former campaign aide whose appointment as a homeland security adviser with little experience provoked a major political controversy for the governor.


Cipel's lawyer first contacted McGreevey on July 23, asking for $50 million, one of the administration sources said. More offers were made, and the price dropped. Each time McGreevey's lawyer refused to agree and did not discuss the issue further, the source said.


Eventually that figure dropped to $5 million, both sources said, and the offers to avoid a sexual harassment lawsuit continued Thursday afternoon just as McGreevey made up his mind to declare his homosexuality and admit to an extramarital affair with a man.


Two sources close to McGreevey said Thursday that Cipel was the unnamed man the governor acknowledged having an affair with in his resignation speech that day.


The FBI (news - web sites) is investigating whether a former employee tried to blackmail the governor, according to law enforcement sources.


Investigators were notified after Cipel's lawyer asked that McGreevey intervene with a plan by Touro College to build a medical school in New Jersey.


"Touro was a last-ditch effort when the money dropped," one of the administration sources said.


Representatives of the small Jewish school in Manhattan met with the state health commissioner in late 2002, but did not move forward with plans for a medical school, that source said.


Several calls by The Associated Press to the college Saturday were not returned.


The school's board members include Charles Kushner, a real estate developer who gave millions to Jewish organizations and politicians, including McGreevey and former U.S. Sen. Robert Torricelli, D-N.J.


Torricelli represented Touro College in its attempt to develop a new medical school in the state, said Sean Jackson, a vice president of Lambertville-based Rosemont Associates, a business venture involving Torricelli. Jackson said Cipel was not involved with the project.


"Neither Sen. Torricelli nor myself have ever spoken or met with Mr. Cipel. We find this whole matter quite bewildering," Jackson said.


Kushner was the sponsor for the work visa that allowed Cipel to come to the United States and gave him a $30,000-a-year job in public relations with one of his companies.


Cipel met McGreevey during a trip to Israel and then worked on his 2001 campaign. He became McGreevey's hand-picked homeland security adviser with a $110,000 annual salary but was unable to get federal security clearances because he was not a U.S. citizen.


McGreevey eventually moved Cipel out of that job but kept him on the payroll as an adviser. Cipel quietly left state government for a public relations job in August 2002.


Cipel's lawyer, Alan Lowy, did not return repeated phone messages left Saturday seeking comment.

On Friday, he disputed claims his client had threatened a lawsuit unless he received money. He said McGreevey's representatives offered Cipel money not to file a lawsuit.

"It was only at the insistence of the governor's representatives that I agreed to meet with them before filing a lawsuit," Lowy said. He added that "only time will tell" if Cipel pursues legal action.

McGreevey has made no public statements since his nationally televised admission on Thursday. The governor was unavailable for interviews Saturday, spokeswoman Kathy Ellis said.

He plans to leave office on Nov. 15, a delay that would allow state Senate President Richard J. Codey, a fellow Democrat, to be acting governor until McGreevey's term ends January 2006. Republican lawmakers have demanded that McGreevey resign now, which would make a special election necessary.

NEW YORK - New Jersey Governor James McGreevey and his former top aid Golan Cipel were never lovers, and never engaged in sexual relations, Cipel's lawyers said yesterday in an exclusive interview with Haaretz.




Last Thursday the 47-year old governor announced his resignation from office, after declaring he was gay and had engaged in an extramarital affair with another man. McGreevey is married and has two daughters.

Meanwhile, the FBI reportedly intends to open an investigation into the political case, on suspicion that Cipel tried to blackmail the governor, demanding $5 million for not revealing their relationship.

McGreevey said at an afternoon news conference that he had been involved in an extramarital affair with another man. "I am a gay American. I realize the fact of this affair and my own sexuality, if kept secret, leaves me and most importantly, the governor's office, vulnerable to rumors, false allegations and threats of disclosure," he said.

Cipel's lawyers Alan Lowy and Rachel Yosevitz denied that Cipel, a former top aide, is homosexual, stressing that he is heterosexual and always was. Cipel reportedly said the disgraced governor made repeated sexual advances toward him. He said he only wanted justice and got it when the governor announced his resignation.

The impression given by the news reports in New York is that McGreevey and Cipel allegedly began an affair at their first meeting in Rishon Letzion.

Cipel was then municipal spokesman and the gubernatorial candidate came on a visit, offering Cipel a job in his campaign. Cipel accepted the job and also worked in a private firm in public relations.

When McGreevey was elected governor, he appointed Cipel as his aide.

Cipel's attorneys said the sexual gestures and harassment occurred after Cipel was appointed an aide, and that Cipel rejected them, first gently and then more firmly. The governor's response was to fire Cipel in 2002. They denied that Cipel tried to blackmail the mayor for $5 million.

The attorneys say that the governor said he had an affair with Cipel, even though he didn't, because there is no room for a sexual harassment suit if the sex was consensual. If this were the case, the governor would have no reason to resign over an extramarital affair, even a same sex one.

Meanwhile, Cipel has disappeared and according to unconfirmed reports, he is in Israel. His parents in Rishon Letzion and other relatives are not answering the flood of telephone calls from journalists in Israel and the United States.

McGreevey's resignation brought to an end the meteoric career of a young man who was expected to have a brilliant future in American politics. Although he did not name the "other man," it was clear to whom he was referring. That there was a special relationship between the governor and the 35-year-old Cipel was an open secret in the Garden State.

Haaretz two years ago published an investigative report with the Gannett News Service which brought to light the friendship between the two. Following the report and questions in its wake Cipel had to leave his post as advisor to the governor. The probe revealed that Cipel "doctored" his CV and exaggerated his military past to justify the title of adviser for terrorist affairs that he received from McGreevey.

After his military service Cipel was employed for two years as parliamentary aide to Knesset member Avi Yehezkel, and afterward as the aide os MK Rafi Elul, both of Labor.

"He was capable, talented, a first-class assistant," Yehezkel told Haaretz. Elul said: "He was a nice guy who didn't like to work hard, but knew how to make a good impression and do public relations for himself."

With the news out that in fact James McGreevey is, by his own admission, a homosexual; the Mossad honey trap has become somewhat unglued. Golan Cipel, the object of the Mr. McGreevy’s affection, worked for the Israeli consulate in New York in the 1990’s and other posts in a capacity to serve the Israeli espionage service and its targeting of American politicians and the American political system.

Notwithstanding all the self-serving political rhetoric spewing from democratic lips attempting to relegate the matter to a personal issue between two men, there are larger and in deed more relevant issues to our Nation's security to discern. It is a glimpse into the world of Israeli espionage targeted against the United States, its politicians, and its people.

Despite recent numerous pronouncements by both public and private figures alike that Mr. McGreevey’s sexual preference came as a shock, to the contrary it was widely known in political and business circles that the ex-governor had a per chant for male sex partners. There were any number of swirling allegations regarding his sexual exploits, not the least of which that the ex-governor broke his leg at a New Jersey beach during a homosexual act gone awry.

With the knowledge of the ex-governors preference for men, Mossad activated Cipel to lure McGreevey into a compromising position for exploitation, extortion and blackmail purposes. It is alleged that in a pre-arranged visit to Israel, organized by New Jersey Jewish organizations, Mr. McGreevey was introduced to the Jewish homosexual, Mr. Cipel at a political function.

In its zeal to penetrate the Governors office and homeland security, Mossad demanded that Cipel, an Israeli citizen who lacked any requisite experience or security clearances, be appointed to run New Jersey’s homeland security office. In that position Mr. Cipel could have not only obtained information on US security procedures, but also been in a position to access sensitive investigative information, methods and sources relative to US efforts to thwart Israeli espionage against the United States. New Jersey is still reeling from the Israeli espionage ring which was housed in Urban Movers that collapsed soon after it was discovered on 11 September, and more recently by the detention of two (2) Israelis, working for a New Jersey moving company, caught with classified submarine fuel near a US base in Tennessee where the fuel is manufactured.

Investigators should not limit their investigation to Cipel and his activities but should also be reviewing every appointment made by the McGreevey administration and especially those dealing with homeland security, to ensure that additional Israeli moles are not in-place conspiring espionage against the State of New Jersey and our Nation. Investigators should also be reviewing if telephone calls from the ex-governors home and office were logged by Amdocs, and if that information was shared with Israeli agents in Israel, as Amdocs is an Israeli company based in the United States which monitors and tracks most calls made within our Nation.

This should be a wake-up call to every local, state and federal agency to demand that all meetings public or private by any official, and or any member of their staff, and any foreign national, or any person holding dual citizenship be made part of the public record as a matter of law. It would also enhance security in the State of New Jersey to make it mandatory that the Division of Motor Vehicles include the place of birth, and any dual citizenship the recipient may hold. It would likewise increase security to tag every foreign visitor to the United States to know and monitor their whereabouts at all times.
