House Majority Leader Tom DeLay, a Texas Republican, made headlines for a strongly pro-Israel speech he gave to the Knesset at the end of July. A bipartisan delegation of lawmakers led by Senator John McCain, an Arizona Republican, went in August as part of a fact-finding trip that also took them to Iraq. A group led by the Jewish Community Relations Council of New York included three New York congressmen, Eliot Engel, Gregory Meeks and Anthony Weiner. Two partisan trips were sponsored by the American Israel Education Foundation, the nonprofit educational arm of the American Israel Public Affairs Committee, which pays out some $5,000 for each participant. Aipac has been bringing congressional delegations for more than 20 years, but none larger than the 30 Democrats who came in early August, led by Rep. Steny Hoyer of Maryland, the House Democratic whip. That delegation was followed two weeks later by a Republican one, 19 representatives led by Tom Reynolds of New York and Eric Cantor of Virginia. All told, more than 100 members of Congress - almost one-fifth the total - have visited Israel this year. The trips included a rigorous schedule of briefings with top Israeli and Palestinian government officials, from prime ministers Ariel Sharon and Mahmoud Abbas, also known as Abu Mazen, on down, as well as Knesset members from both coalition and opposition parties. Participants toured Jewish and Christian holy sites and visited important places of interest, such as the northern border with Lebanon and a Jewish Agency absorption center for Ethiopian immigrants. Some critics charge that the congressional delegates get a skewed view of the political situation because they are being hosted by the conservative Aipac. The Tikkun Community, a left-wing group sponsored by Tikkun magazine, has urged its members via e-mail to contact Congress members who visited Israel in order to "present a different view of the Middle East conflict." Wendy Singer, director of Aipac's Israel office, dismisses such charges. "The reputation of AIEF missions is so solid as being educational trips where members of Congress are exposed to all sides of the political spectrum," she said. "Our philosophy is to let the story of Israel tell itself, and it does. Therefore, the whole tone of the mission is educational and analytical, rather than lobbying-oriented." Many members of Congress who came seemed reluctant to speak out on issues. Some, for example, were hesitant to say anything that did not conform to the policy of President Bush. But some Republicans were willing to speak out on the controversial issue of the security fence, as well as on the State Department's reported plan to penalize Israel for building the barrier by deducting an equal amount from the $9 billion in loan guarantees. McCain said he backed the idea of the fence, a position at odds with the Bush administration as well as Palestinians, who object to the barrier that they say cuts across farmlands and separates Palestinians from their communities. McCain also said he would oppose penalizing Israel for building the fence. Many Democrats also spoke out. Hoyer said the fence makes sense for Israel and would promote peace. "The fence is a rational response to securing safety, and in my opinion - to the extent that it stops terrorist acts from occurring - it will further the peace process, because terrorist acts will inevitably undermine the peace process." Rep. Dennis Cardoza, a California Democrat, said he supports the fence. "One of the things we have to do is decrease the violence, to find a way to rebuild the credibility," he said. "In places where the fence is up, around Gaza, you see less terrorist activity. The Israeli people deserve to have a sense of control over their destiny much greater than they do today, when people can walk across a field and commit a suicide bombing. We have a fence across many parts of our border." Moreover, Cardoza said, "fences and walls can be torn down, when countries agree they can be torn down. Things can be renegotiated." Many of Cardoza's fellow congressmen described their trips to Israel as eye-opening experiences that will help them make better decisions upon returning to Washington. "This is a trip that I have always wanted to take," said Rep. Jeff Miller, a Republican from Florida. "But as a member of the House Armed Services Committee, it is one that I felt was necessary to gain a better understanding of the geographical constraints and the current military situation." Rep. Joe Wilson, a Republican from South Carolina, said he was learning the differences between Hezbollah, Hamas and Islamic Jihad, and the distinction within Hamas between the group's terrorist wing and its charitable wing. "What in particular was interesting to me to find out was that the Palestinian Authority does not have control over its security forces," Wilson said, "that indeed Yasser Arafat still controls the security forces, which then puts the prime minister in an awkward position." These meetings with the prime minister are not seen as frivolous photo-ops, but as a perfect opportunity to forge stronger relations with members of Congress, where Israel's strongest allies sit. Bobby Brown, who was in charge of Diaspora affairs under former prime minister Benjamin Netanyahu, remembers how seriously he would take these meetings. "Bibi viewed them as extremely important," Brown said. "He considered [them] as strategically important as almost any other area of effort on behalf of the State of Israel." Moreover, Brown said, it was not always the congressional leaders learning about Israel. One time a governor told Netanyahu how his state had privatized everything, including prisons. "Bibi was absolutely fascinated with the idea that government could sub-contract out various governmental duties. I don't think anyone felt like student to teacher. Goldsborough San Diego Union-Tribune April 25, 2002 How are Americans to understand President Bush's kowtowing to Israeli Prime Minister Ariel Sharon? Told to withdraw Israeli forces from the West Bank "without delay," Sharon refused. As Israel reduced the Jenin refugee camp to rubble using U.S.-supplied arms, Bush praised him as a "man of peace." The man of peace now wants to dictate the composition of a U.N. fact-finding mission, approved with U.S. support, into Jenin. As former President Carter pointed out Sunday, presidents don't just spin their wheels. Presidents have power levers. In the case of Israel, said Carter, the levers are two: We provide $10 million per day in aid to Israel; we supply Israel weapons for defensive purposes only, not for attacks on refugees. Bush is having a rocky time. He rides high approval ratings because of Sept. 11, but faced with the complexity of Middle East politics, he is at sea. A man of domestic politics, he founders in the world arena, where America has the reputation of being a superpower. Bush's instinct from the beginning was to pull back from world affairs. Just as he would be the anti-Clinton, he would be the anti-Bush I. Those two presidents were too involved in the world, too busy with alliances, agencies, treaties and all those things that tie a good Texan down. Bush wanted to "park" the Mideast. Last fall, when the White House finally issued a few tepid words of caution about Israel's bulldozing of Palestinian homes, Sharon accused Bush of Munich-style "appeasement." To this gross insult to a nation that took no part in Munich, the White House tut-tutted, asking Sharon to make friendlier comments, which he did. This month, however, as Israeli troops invaded the West Bank, Bush said, "stop." Secretary of State Colin Powell was sent to the Middle East to secure a troop withdrawal. Bush was likely pushed into the Powell trip by his father and Brent Scowcroft, who are said to have his ear. Neither John Ashcroft, the fundamentalist zealot who is attorney general, nor Defense Secretary Donald Rumsfeld expressed support. Tom DeLay, the rabid House whip, urged fellow born-again Christian Bush to eliminate Yasser Arafat, not talk to him. It took some moxie for Bush to "unpark" the Middle East, but then he collapsed. There's no way to pretty this up. Sharon told him to take a jump, and he did. Is there a precedent for a presidential mission coming up so empty? Marshall's trip to Moscow in 1947? Kissinger and Le Duc Tho in Paris in 1972? James Baker in Geneva with Tariq Aziz in 1991? In each of those cases, America reacted decisively. There is a price to be paid for opposing our interests. That's what power politics is all about. Foreign policy can't be driven by parochial interests. A nation that aspires to leadership must have more to its policy than local politics. In the Middle East, U.S. leadership is accepted because we are viewed as an honest broker. Many administrations have kept it that way. We don't kowtow. The Bush administration is different. It appears to care more about political support from American Jews than about a fair Mideast peace accord. When Bush I and Baker stopped Israel in 1991 from using U.S. money to build illegal settlements on Arab land, they were attacked by the pro-Israel lobby. Said Baker: "---- the Jews, they don't vote for us anyway." Bush II doesn't accept that. He believes in political realignment. He thinks he can win the Hispanic vote, which is 75 percent Democratic. If Hispanics, why not Jews, who voted 4-1 for Democrats in 2000? It's not just that the Jewish vote in a state such as Florida might be crucial in 2004, but that being pro-Israel helps him with conservatives, religious fundamentalists, the South and the media. U.S. media are strongly pro-Israel. One criticizes Israel at the risk of being called anti-Semitic. New York Times columnist William Safire, who acts as the official media spokesman for Israel, lashes out at the "ridicule of liberal pundits" like Mary McGrory to Mark Shields who dare to criticize Israel. All two of them. Eric Alterman, who writes for The Nation, recently compiled a list of commentators who write on the Middle East. Sixty-five were listed as supporting Israel, right or wrong. Five were listed as willing to criticize both Israel and the Palestinians. Another five, only one of them writing for the national press, was listed as anti-Israel. Politicians and the media feed off each other. If a politician dares speak out against Israel, he is pilloried by the Safire 65, and soon has Jews shouting charges of anti-Semitism at him. A former California member of Congress told me this story: A colleague was running for the Senate. AIPAC, the Jewish lobby, approached him. AIPAC would organize fund-raisers for him in five cities, each with a guaranteed take of $100,000. AIPAC asked for only one thing in return: If he won, he would commit to vote in favor of the $3.5 billion in aid Israel receives annually from America. I get my share of anti-Semitic charges. To my accusers, I ask: Why wasn't I anti-Semitic between 1993 and 2001, during the Oslo peace process? With Sharon, Israel will never have peace. You confuse anti-Semitism with anti-Sharonism. Lest We Forget The Israeli lobby in Washington has successfully influenced the U.S. Congress to give billions of non-repayable dollars each year to Israel on the premise that Israel's loyalty and strategic importance to the United States make it an ally worthy of such unprecedented consideration. Is it? In his Farewell Address, George Washington warned Americans to avoid a passionate attachment to any one nation because it promotes "the illusion of an imaginary common interest in cases where no real common interest exists." In 1948, U.S. Secretary of Defense James Forrestal, an opponent of the creation of a Jewish state in Palestine, warned that, even though failure to go along with the Zionists might cost President Truman the states of New York, Pennsylvania, and California, "it was about time that somebody should pay some consideration to whether we might not lose the United States." Israeli actions over the past 53 years involving U.S. interests in the Middle East seriously challenge the "strategic asset" premise of the Israeli lobby. Some of these actions are compiled in the list that follows: September 1953: Israel illegally begins to divert the waters of the Jordan River. President Eisenhower, enraged, suspends all economic aid to Israel and prepares to remove the tax-deductible status of the United Jewish Appeal and of other Zionist organizations in the United States. October 1953: Israel raids the West Bank village of Kibya, killing 53 Palestinian civilians. The Eisenhower administration calls the raid "shocking," and confirms the suspension of aid to Israel. July 1954: Israeli agents firebomb American and British cultural centers in Egypt, making it look like the work of the Egyptian Muslim Brotherhood in order to sabotage U.S.-Egyptian relations. October 1956: Israel secretly joins with England and France in a colonial- style attack on Egypt's Suez Canal. Calling the invasion a dangerous threat to international order, President Eisenhower forces Israel to relinquish most of the land it had seized. 1965: 206 pounds of weapons grade uranium disappear from the Nuclear Materials and Equipment Corporation plant in Pennsylvania. Plant president is Zalmon Shapiro, a former sales agent for the Israel Defense Ministry. C.I.A. Director Richard Helms later charges that Israel stole the uranium. June 1967: Israel bombs, napalms and torpedoes the USS Liberty, killing 34 Americans, wounding 171 others, and nearly sinking the lightly armed intelligence ship. President Bush has the power to end the reign of terror right now if he is willing to break clean from the stranglehold of the Jewish lobby. John Kerry are helping to unseat Rep. James P. Moran in an unusual effort to topple the seven-term fellow Democrat from Northern Virginia, who is routinely re-elected by wide margins. The Kerry workers join numerous Democratic Party leaders in supporting Alexandria lawyer Andrew Rosenberg's effort to oust Mr. Moran in the June primary. Among Mr. Rosenberg's high-powered backers are Robert M. Shrum, Steven A. Elmendorf and Steven Grossman, all top advisers to Mr. Kerry. Mr. Shrum, a top Kerry media consultant, lists Mr. Rosenberg as a client, while Mr. Grossman and Mr. Elmendorf, both top Kerry campaign officials, have made financial contributions to Mr. Rosenberg. The Kerry campaign said it takes no official position in this or any other local primary. "We're focused on winning the White House and changing America," a campaign official said. The most recent complaint about Mr. Moran among many Democrats concerns a remark he made last year blaming Jewish Americans for the war in Iraq. "If it were not for the strong support of the Jewish community for this war with Iraq, we would not be doing this," he said at a gathering of antiwar activists in Reston a year ago. "The leaders of the Jewish community are influential enough that they could change the direction of where this is going, and I think they should." Ask Mordechai Vanunu. He knows, all too well. On March 24, 1988, Vanunu was convicted of treason by an Israeli court for revealing the existence of Israel's secret nuclear arsenal at the Dimona facility, where he worked as a technician. Imprisoned since that time, held for the most part in solitary confinement, he is scheduled for release on April 21. Vanunu's family and friends say he has no more secrets to reveal, but the Israeli government is petrified, and is placing "restrictions" on him because of "security concerns." What Tel Aviv is really concerned about, however, is its image abroad. Vanunu's story – how he was abducted by the Mossad after leaking details of Israel's illegal nuclear program to the London Sunday Times – underscores not only the utter ruthlessness with which the Israelis pursue their interests, but also highlights the peculiar deference paid them by their enablers in the West. Lured from London to Rome by the voluptuous "Cindy," a.k.a. Cheryl Hanin, Vanunu was drugged, chained, put in a box, and shipped to Israel as diplomatic cargo. This unusual mode of transportation was utilized presumably as a subterfuge – the "diplomatic" rubric meant authorities could not inspect the box – although one wonders why they bothered. That this happened with the full complicity of the Italian government – a magistrate ruled in 1988 that there was "insufficient evidence" to prove Vanunu had been abducted – is indisputable. Equally certain is the complicity of the Brits, who tracked down Vanunu in London, and turned him over to the tender mercies of the Mossad. Prime Minister Margaret Thatcher was eager to help, but just didn't want the kidnapping to occur in London. That's why they brought in Ms. Hanin, who reportedly used what one news account called her "womanly skills" to reel in their catch. The Israelis are worried about Vanunu, not because he has any new secrets to reveal, but because he reminds us of truths that have long been known – and steadfastly ignored. We never had evidence of Iraqi WMD, yet proof of Israel's nuclear arsenal has been staring us in the face for 16 years. By the time Dick Cheney, Condi Rice, and the "Office of Special Plans" were conjuring visions of a nuclear-armed Saddam igniting mushroom clouds – based on forgeries, tall tales peddled by Iraqi exiles, and a couple of aluminum tubes – Israel's nuclear program had already churned out hundreds of nuclear weapons. The Israeli government is afraid of Vanunu, and seeks to impose restrictions on his movements and public utterances because they are not at all eager to draw attention to their nuclear stockpile. And with good reason. While the Israeli state is justly proud of its military capabilities, and touts them at every opportunity, it was only in 1998 that former Prime Minister Shimon Peres admitted his nation has nukes, claiming that they "built a nuclear option, not in order to have a Hiroshima but an Oslo." Gee, that's funny, but didn't the Iraqis say something similar after the Israelis bombed the reactor at Osirak? Ah, but I'm committing the sin of "moral equivalence," because, you see, an Israeli nuke is a peace bomb, while an Iraqi nuke is a "weapon of mass destruction." Got that? The Israelis are trying to shut up Vanunu, even though his story is already well known, because, aside from being untimely, any focus on Israel's nuclear weapons arsenal is bound to raise the question of how likely it is to be used. After all, even if Saddam Hussein had somehow acquired nuclear weapons, does anybody believe he would actually have used them, against the U.S. or anybody else? Deterrence worked with Joe Stalin, and stood us in good stead during the whole of the Cold War era: the threat of complete annihilation would surely have prevented the Iraqis from initiating a nuclear exchange. But is Israel subject to the same constraints? If, for some reason, Prime Minister Ariel Sharon believed Israel was in imminent danger, and decided to exercise the nuclear "option," incinerating, say, Tehran, what sort of retaliation would ensue – and from whom? The U.S. would certainly oppose such a heinous act, but it would hardly go to war with Israel. The only Islamic nuclear power, Pakistan, would be unlikely to retaliate either. So who, or what, is deterring Israel from using its nuclear capability, or threatening to, and dominating the Middle East? Without a deterrent, the possibility that Israel will actually use its nuclear capability in some future war takes on worrisome dimensions. Faced with what its rulers see as a life-and-death decision, with Israel's very survival supposedly at stake, it is not hard to imagine Sharon or some even nuttier future Prime Minister ordering a "preemptive" nuclear first strike. The consequences, for Israel, would be severe, but not unendurable. It would become a pariah state, but its militant partisans maintain that this is already the case, and, in any event, Israel has to look out for its own interests. It has always stood alone. So what else is new? Israel, as George W. Bush so often reminds us, has "a right to defend itself." The deadly logic of this sinister mantra, dutifully repeated by U.S. government officials on the occasion of every Israeli atrocity, leads directly to that mushroom cloud famously referred to by Condi Rice: "The problem here is that there will always be some uncertainty about how quickly he can acquire nuclear weapons. But we don't want the smoking gun to be a mushroom cloud." By "he," Rice meant Saddam Hussein, but Ariel Sharon is more like it. There is no uncertainty about the Israeli Prime Minister's capacity to plunge the Middle East into a nuclear maelstrom. Who, after all, has the power to stop him? The Israeli Sparta could conceivably blackmail the entire region. If this is the intent of the U.S., which has now imposed sanctions on Syria for supposedly pursuing "weapons of mass destruction," then our policy could not be more effective. That this saddles us with a grave moral burden is a thought that seems not to have crossed anyone's mind. Without pressure from the international community, including especially the United States, its principal ally and deep pockets, Israel will never give up its weapons of mass destruction: Instead of going after WMD where we know they are, we are enabling and encouraging the Israelis to brandish them. If and when they ultimately use their nukes, the horror will have "made in America" stamped all over it. The news that a poll of Europeans showed 60 percent believed Israel to be the main danger to peace was greeted by the Amen Corner as proof of "anti-Semitism," but it is nothing of the sort: it is merely a coldly objective evaluation of the known facts. | Liberating America From Israel By Former Congressman Paul Findley 9-12-2 Nine-eleven would not have occurred if the U.S. government had refused to help Israel humiliate and destroy Palestinian society. Few express this conclusion publicly, but many believe it is the truth. I believe the catastrophe could have been prevented if any U.S. president during the past 35 years had had the courage and wisdom to suspend all U.S. aid until Israel withdrew from the Arab land seized in the 1967 Arab-Israeli war. The U.S. lobby for Israel is powerful and intimidating, but any determined president - even President Bush this very day - could prevail and win overwhelming public support for the suspension of aid by laying these facts before the American people: Israel's present government, like its predecessors, is determined to annex the West Bank - biblical Judea and Samaria - so Israel will become Greater Israel. Ultra-Orthodox Jews, who maintain a powerful role in Israeli politics, believe the Jewish Messiah will not come until Greater Israel is a reality. Although a minority in Israel, they are committed, aggressive, and influential. Because of deep religious conviction, they are determined to prevent Palestinians from gaining statehood on any part of the West Bank. In its violent assaults on Palestinians, Israel uses the pretext of eradicating terrorism, but its forces are actually engaged advancing the territorial expansion just cited. Under the guise of anti-terrorism, Israeli forces treat Palestinians worse than cattle. With due process nowhere to be found, hundreds are detained for long periods and most are tortured. Some are assassinated. Homes, orchards, and business places are destroyed. Entire cities are kept under intermittent curfew, some confinements lasting for weeks. Injured or ill Palestinians needing emergency medical care are routinely held at checkpoints for an hour or more. Many children are undernourished. The West Bank and Gaza have become giant concentration camps. None of this could have occurred without U.S. support. Perhaps Israeli officials believe life will become so unbearable that most Palestinians will eventually leave their ancestral homes. Once beloved worldwide, the U.S. government finds itself reviled in most countries because it provides unconditional support of Israeli violations of the United Nations Charter, international law, and the precepts of all major religious faiths. How did the American people get into this fix? Nine-eleven had its principal origin 35 years ago when Israel's U.S. lobby began its unbroken success in stifling debate about the proper U.S. role in the Arab-Israeli conflict and effectively concealed from public awareness the fact that the U.S. government gives massive uncritical support to Israel. Thanks to the suffocating influence of Israel's U.S. lobby, open discussion of the Arab-Israeli conflict has been non-existent in our government all these years. I have firsthand knowledge, because I was a member of the House of Representatives Foreign Affairs Committee in June 1967 when Israeli military forces took control of the Golan Heights, a part of Syria, as well as the Palestinian West Bank and Gaza. I continued as a member for 16 years and to this day maintain a close watch on Congress. For 35 years, not a word has been expressed in that committee or in either chamber of Congress that deserves to be called debate on Middle East policy. No restrictive or limiting amendments on aid to Israel have been offered for 20 years, and none of the few offered in previous years received more than a handful of votes. On Capitol Hill, criticism of Israel, even in private conversation, is all but forbidden, treated as downright unpatriotic, if not anti-Semitic. The continued absence of free speech was assured when those few who spoke out-Senators Adlai Stevenson and Charles Percy, and Reps. Paul "Pete" McCloskey, Cynthia McKinney, Earl Hilliard, and myself-were defeated at the polls by candidates heavily financed by pro-Israel forces. As a result, legislation dealing with the Middle East has been heavily biased in favor of Israel and against Palestinians and other Arabs year after year. Home constituencies, misled by news coverage equally lop-sided in Israel's favor, remain largely unaware that Congress behaves as if it were a subcommittee of the Israeli parliament. However, the bias is widely noted beyond America, where most news media candidly cover Israel's conquest and generally excoriate America's complicity and complacency. When President Bush welcomed Israeli Prime Minister Ariel Sharon, sometimes called the Butcher of Beirut, as "my dear friend" and "a man of peace" after Israeli forces, using U.S.-donated arms, completed their devastation of the West Bank last spring, worldwide anger against American policy reached the boiling point. The fury should surprise no one who reads foreign newspapers or listens to BBC. In several televised statements long before 9/11,Osama bin Laden, believed by U.S. authorities to have masterminded 9/11, cited U.S. complicity in Israel's destruction of Palestinian society as a principal complaint. Prominent foreigners, in and out of government, express their opposition to U.S. policies with unprecedented frequency and severity, especially since Bush announced his determination to make war against Iraq. The lobby's intimidation remains pervasive. It seems to reach every government center and even houses of worship and revered institutions of higher learning. It is highly effective in silencing the many U.S. Jews who object to the lobby's tactics and Israel's brutality. Nothing can justify 9/11. Those guilty deserve maximum punishment, but it makes sense for America to examine motivations promptly and as carefully as possible. Terrorism almost always arises from deeply-felt grievances. If they can be eradicated or eased, terrorist passions are certain to subside. Today, a year after 9/11, President Bush has made no attempt to redress grievances, or even to identify them. In fact, he has made the scene far worse by supporting Israel's religious war against Palestinians, an alliance that has intensified anti-American anger. He seems oblivious to the fact that nearly two billion people worldwide regard the plight of Palestinians as today's most important foreign-policy challenge. No one in authority will admit a calamitous reality that is skillfully shielded from the American people but clearly recognized by most of the world: America suffered 9/11 and its aftermath and may soon be at war with Iraq, mainly because U.S. policy in the Middle East is made in Israel, not in Washington. Israel is a scofflaw nation and should be treated as such. Instead of helping Sharon intensify Palestinian misery, our president should suspend all aid until Israel ends its occupation of Arab land Israel seized in 1967. The suspension would force Sharon's compliance or lead to his removal from office, as the Israeli electorate will not tolerate a prime minister who is at odds with the White House. If Bush needs an additional reason for doing the right thing, he can justify the suspension as a matter of military necessity, an essential step in winning international support for his war on terrorism. He can cite a worthy precedent. When President Abraham Lincoln issued the proclamation that freed only the slaves in states that were then in rebellion, he make the restriction because of "military necessity." If Bush suspends U.S. aid, he will liberate all Americans from long years of bondage to Israel's misdeeds.
