Renewal of the Covenant Between the Government of Israel and the
Status of the World Zionist Organization within the National
Institutions

The Council of the Jewish Colonial Society - Appointment of the
Presidium of the Zionist General Council

The 34th Zionist Congress resolves that all members of the Presidium
of the Zionist General Council shall be appointed as members of the
Council of the Jewish Colonial Society Ltd.

Accordingly, the Zionist Congress recommends to the Council and its
current members to appoint all the members of the Presidium of the
Zionist General Council as additional members of the Council.

Co-Chairs

Whereas it has been agreed between the World Zionist Organization and
the Jewish Agency that instead of department heads, there will be
functioning co-chairs, and

whereas this function is of vital importance for the functioning of
the Jewish Agency and for the Zionist partnership in it, and whereas
the status and function of the co-chairs must be reinforced,

it is hereby resolved that the status, authorities and rights of the
co-chairs will be maintained and even expanded.

Renewed Discussion on the Covenant with the Israeli Government

The status of the World Zionist Organization and its functions are
anchored in the Covenant made by it and the Israeli government. This
Covenant has existed for many years cannot continue to serve as the
basis for the current mutual relations between the State and the
Zionist Movement.

The Zionist Congress will work toward a renewed discussion on this
Covenant. It is necessary to establish a public committee that will
represent the Government and the Knesset, the Zionist Executive and
personalities from all walks of life, which will be given the task of
formulating a new Covenant.

The new Covenant will redefine the function of the Zionist Movement
and the national tasks carried out by it. The Covenant will ensure
full cooperation between the government and the Zionist Movement in
the following fields:

1. Aliyah and absorption 2. Jewish and Zionist education 3.
Strengthening of the Zionist youth movements 4. Zionist volunteering
5. Jewish heritage and Hebrew culture 6. A connection between Israel
and the Diaspora

The Covenant will also ensure financial aid by the State within the
framework of the above-mentioned partnership.

The American Zionist Movement

Whereas the United States Jewish community is the largest in the world, and

whereas it has been overwhelmingly Zionist and has shown great
concern for Israel, and whereas Article 7A of the WZO Constitution
states: "A Zionist Federation, accepted as a member of the World
Zionist Organization, shall be the instrument in conjunction with
whom the Executive shall carry out the tasks and duties imposed upon
it by the provisions of this Constitution and resolutions of the
Congress and the General Council", and

whereas Article 7A further states that: "the Executive, the heads of
its departments and its representatives must consult with the
Executive Governing Body of the Federation or its authorized
representatives, regarding the Zionist activities of the Executive in
that area", the 34th Zionist Congress directs the WZO Executive as
follows:

1. All decisions regarding appointments and representations which
impact on the US Zionist bodies will be subject to advice and consent
of the US Zionist Federation except for the appointments made by
American Zionist organizations, as currently constituted (i.e. to the
advise and consent of the American Zionist Movement). 2. Within one
year from this Congress the WZO Executive will submit a plan to the
ZGC to enforce all the provisions of the WZO Constitution with regard
to individual Zionist bodies in the US; and to enforce all provisions
of the WZO Constitution in all countries where there are Zionist
Federations operating. 3. By the end of fiscal year 2002, to ensure
that activities of the USD-Hagshama Department in the United States,
Midstream and other programs of the Executive in North America, be
operated under the auspices of the American Zionist Movement, the
territorial Federation in the United States, and 4. In accordance
with Article 25A of the Constitution, the WZO Executive will provide
a plan for the creation of territorial groupings alongside the
ideological ones, to allow Zionist Federations to take their rightful
place within the structure of the WZO. Said plan to be submitted to
the first meeting of the Zionist General Council in 2003.

Renewal of Funding to the Zionist Federations

Whereas the Zionist Executive decided to withdraw administrative
funding to Zionist Federations in the 1998 budget year and instead
decided to provide funding only for projects proposed by Zionist
Federations and approved by the Zionist Executive, and

whereas that decision is contrary to the expressed will and the
resolutions approved at the 33rd Zionist Congress, and

whereas that decision is impeding the Zionist Federations' existing
administrative infrastructure, necessary to initiate and carry out
any activity or project, and

whereas in the past several years the Zionist Federations'
administrative infrastructures, as a result of earlier budgetary
cutbacks, have already been reduced to an operational minimum, and

whereas the decision to withdraw administrative funding to Zionist
Federations is

counter-productive to the apparent goals of the World Zionist
Organization, which includes the reinforcement of Zionist activities
and the implementation of Zionist projects,

the 34th Zionist Congress calls upon the Zionist Executive to provide
the necessary funding, beginning from January 1, 2002, to the Zionist
Federations in order to better develop an organizational
infrastructure that will operate more efficiently and will carry out
Zionist and educational activities and projects, in accordance with
the Jerusalem Programme.

Mandate of the Zionist Federations

Whereas the Zionist Federations are the primary operational arm of
the World Zionist Organization, and

Whereas these Zionist Federations operate without a clear and
enunciated mandate from the WZO in terms of their areas of
responsibility and activity,

Be it hereby resolved that the following be adopted as the official
WZO platform regarding the role of the Zionist Federations around the
world and the World Zionist Organization calls upon the Zionist
Federations to implement the following Zionist program of action:

A. Aliyah

The promotion of Aliya in cooperation with the offices of the Jewish
Agency (local and in Israel); maintenance of connection between Olim
and the communities from which they came.

B. The Israel Experience

Promotion of Israel experiences of all sorts and duration for the
entire Jewish community; initiation of new Israel experience
frameworks to fulfill otherwise unmet needs.

C. Zionist Education

Promotion of Zionist education in local Jewish educational
frameworks, both formal and informal; organization of informal adult
Zionist educational opportunities; development of educational
frameworks for those returning from the entire spectrum of Israel
programs and experiences.

D. Hebrew Education

Promotion of the teaching of spoken and modern Hebrew in local Jewish
educational frameworks, both formal and informal; promotion of adult
Hebrew education, including the establishment of Hebrew Ulpanim where
none exist; encouragement of all Jewish communal leaders to engage in
the study of spoken Hebrew.

E. Israel Advocacy

Cooperation with the local representation of Israel's Foreign
Ministry and local groups, including students, in the organization of
Israel advocacy in the community, including public lectures,
political lobbying, and the monitoring of and responding to local
media reportage on Israel.

F. Shaping Israel

Creation and promotion of multiple options for the engagement of
Diaspora Jews in shaping Israel as a chevra l'mofet, an exemplary
society, including cooperative ventures between Israeli and Diaspora
Jews.

G. Cultural Nationalism

Restoration of the dimension of Zionism that is cultural nationalism
rooted in the Jewish heritage, and revitalization of the concept of
Israel as homeland; encouraging the participation in the deepening of
the Jewish national culture with Israel at its center, based on
Jewish heritage, history and tradition.

The Status of the Zionist Federations

Whereas the Zionist Federations constitute the primary arm of the
World Zionist Organization in promulgating the Zionist platform
throughout the world, and

Whereas the Zionist Federations have generally become increasingly
marginalized in Jewish communal life due to a variety of factors, and

Whereas it is in the interest of the Zionist movement to increase the
visibility of the Zionist Federations in the Jewish community,

Be it hereby resolved that the Zionist Executive and the Presidium of
the Zionist General Council, establish a high-level Committee on the
Status of the Zionist Federations with the participation of
representatives of the Zionist Federations and with advice from other
bodies, to explore the status of the Zionist Federations around the
world, and develop an operative plan, including budgetary
considerations, to raise their stature within Jewish communal life.

Increasing the Budget of the World Zionist Organization

The World Zionist Organization, which is the operational institution
of the Zionist Congress, watches its budget reduced from one year to
the next.

The Jewish Agency has reduced its participation in the budget of the
World Zionist Organization.

Since the Jewish Agency, Keren HaYesod and the Jewish National Fund
are subsidiary companies of the World Zionist Organization and the
worldwide formation for fund raising is intended for Zionist activity,

The Zionist Congress demands all fund raisers to increase budgeting
in order to ensure the attainment of the goals and tasks of the World
Zionist Organization, which is operating according to definitions
that have been made in the Covenant of the Israeli government with
the World Zionist Organization (Article 1 in the appendix to the
Covenant between the Israeli government and the World Zionist
Organization).

The Zionist Congress calls that a proper budget from these sources
will be at the disposal of the World Zionist Organization in order to
fulfill its missions.

Budget of the World Zionist Organization

Whereas the attacks on Zionism emanating from anti-Zionists and
post-Zionists alike have increased in recent years, and

whereas the tasks of Zionism are far from complete and require
ongoing resources, and

whereas the budget of the World Zionist Organization in general, and
the operative departments of the WZO in particular, have been reduced
drastically since the last Zionist Congress, and

whereas the current WZO budget does not provide sufficient means to
meet the needs of the Zionist movement, particularly in regard to the
cultivation of a younger generation of students and new leadership,
and the support of Zionist Federations,

be it hereby resolved that the Zionist Congress calls upon the
Zionist Executive to develop and execute a plan to increase the WZO
budget.

46. The National Institutions

During the past decade, far-reaching changes have taken place within
Jewish communities in the Jewish world and in Israel.

One million olim have come to Israel, the process of assimilation
abroad has increased, serious upheavals and changes have occurred in
Jewish communities, such as Argentina, France and South Africa; many
changes have also taken place in the relationship between Israel and
the Jews of the Diaspora, and more significant changes are expected
in the future.

Within these processes exists the great fear of a weakening of the
mutual relationship between the Jews of the Diaspora and Israel,
especially in the next generations.

The National Institutions have thus far not found a comprehensive
answer to these processes and are in continuous retreat. The changes
that have been made during recent years can be defined as too little
and too late.

The Zionist Congress calls for a re-evaluation of the relationship
between Israel and the Diaspora, with the aim of finding ways that
are suitable and that will enable coping, in an effective way, with
the challenges of the changes of time facing the Jewish world and
Israel, and to realize the urgent need for a thorough systems renewal
that will respond to the new reality and contribute to the end of
these negative processes as well as strengthening National
Institutions.

The Struggle Against Anti-Zionism, Anti-Semitism and Racism

The Zionist Congress decries the re-emergence of the scourge of
anti-Semitism and anti-Zionism in many countries of the world,
especially in Europe, which, only two generations ago, gave rise to
the horror of the Holocaust.

The Zionist Congress notes with concern the recently new anti-Semitic
and anti-Zionist phenomenon among various groups has been added to
the campaign of delegitimization and vilification of, and incitement
and terrorism against the State of Israel.

The Zionist Congress is distressed that 54 years after the
establishment of the State of Israel, that criminal acts associated
with anti-Semitism and anti-Zionism are reemerging in new and
especially violent ways;

The Zionist Congress calls upon all persons of conscience throughout
the world to voice their vehement opposition to a renewal of
anti-Semitism and anti-Zionism currently rearing its ugly head;

The Zionist Congress calls upon civilized persons everywhere to
disassociate themselves from and to condemn those elements in their
midst disseminating these pernicious racial views;

The Zionist Congress calls upon all governments, parliaments, and
international bodies of the world to effect legislation against this
phenomenon, rendering illegal and subjecting anyone practicing such
acts to prosecution and punishment.

This Zionist Congress notes and condemns the United Nations
Conference Against Racism held in Durban in August 2001, as it became
a forum for vitriolic anti-Semitism and anti-Zionism. This Congress,
therefore, calls upon the United Nations to insure that such a
phenomenon is not repeated within any United Nations forums or bodies.

The Zionist Congress hereby resolves:

1. That the Zionist Federations urge all Jewish communities
throughout the world to act vigorously against the scourge of
anti-Semitism and anti-Zionism; and

2. Calls upon the Executive of the Jewish Agency to establish a
professional team, based in Jerusalem, to coordinate the fight
against anti-Semitism and anti-Zionism in an active and dignified way;

3. To set up groups of experts who will work with opinion makers, the
communications media (press, radio, and television) and intellectuals
to combat the scourge of anti-Semitism and anti-Zionism currently
widespread in some of these circles and put forward positive,
constant, and proactive information about Israel;

4. To establish where necessary in every country working groups which
will work with members of the legislature to bring about legislation
that will outlaw anti-Semitism and anti-Zionism and Holocaust denial;

5. To form groups of jurists whose role would be to lodge complaints
and initiate prosecution against political, media, or other bodies
which disseminate anti-Semitic and anti-Zionist hatred;

6. To establish, in conjunction with the World Union of Jewish
Students and other Jewish student Zionist organizations, an apparatus
to monitor anti-Semitic and anti-Zionist activity on the college
campuses and to expose the disseminators of hate propaganda, and to
provide students of all ages with information and strategies to
respond to anti-Semitism and anti-Zionism on and off college campuses;

7. To form groups of educators who will carry out an extensive and
probing examination of textbooks, dictionaries, and encyclopedia, in
order to expunge them of all anti-Semitic, anti-Zionist, and
Holocaust-denial content;

8. To recruit ethical and moral persons, governments, and parliaments
throughout the world in order to warn governments that have
demonstrated weakness in combating anti-Semitism and anti-Zionism in
their countries;

9. By carrying out these actions, the Zionist Movement, its
organizations and members will struggle to achieve full cooperation
and unity with global and national Diaspora Jewish organizations
worldwide.

The Zionist Congress calls upon the Government of Israel to mobilize
all its power to assist in realizing these activities and to
strengthen its ties with the Jewish communities around the world in
the spirit of the dictum that kol Yisrael aravim zeh Bazeh - all Jews
are responsible for one another.

Hasbara [Public relations]

Whereas the need for Hasbara and Zionist education has become
increasingly critical over the past few years as anti-Zionist and
anti-Semitic attacks have intensified, and as the ideology of
post-Zionism has been promulgated, and

whereas knowledge of and commitment to Zionist principles cannot be
assumed, particularly among the younger generation, and

whereas support for Israel has become increasingly tenuous among Jews
and non-Jews alike in recent years, and

whereas those who oppose Israel have become increasingly vociferous
and sophisticated in their anti-Zionist campaigning,

be it hereby resolved that the World Zionist Organization, through
the Department for Zionist Activities, accept the mandate to actively
engage in Hasbara and Zionist education, through the use of all
modern technological means - internet, television and radio - in
order to strengthen the Jewish and Israeli heritage, and

be it further resolved that a special committee be established
immediately, which will decide on effective ways to implement this,
after having consulted with the Department for Zionist Activities,
and whereby the possibility of cooperation with the Jewish Agency
should be considered.

What Does the Bush Imperial Maffia Really Want?

Which is the more remarkable -- that the United States can openly
announce to the world its determination to invade a sovereign nation and
overthrow its government in the absence of any attack or threat of attack
from the intended target? Or that for an entire year the world has been
striving to figure out what the superpower's real intentions are?
There are of course those who accept at face value Washington's stated
motivations of "liberating" the people of Iraq from a dictatorship and
bestowing upon them a full measure of democracy, freedom and other eternal
joys fit for American schoolbooks. In light of a century of
well-documented US foreign policy which reveals a virtually complete absence
of such motivations, along with repeated opposite consequences, we can
dispense with this attempt by Washington to win hearts and mindless.
Presented here are some reflections about several of the causes that make
the hearts of the imperial mafia beat faster in regard to Iraq, which may be
helpful in arguing the anti-war point of view:
Expansion of the American Empire: adding more military bases and
communications listening stations to the Pentagon's portfolio, setting up a
command post from which to better monitor, control and intimidate the rest of
the Middle East.
Idealism: remaking the world in what the true believers see as America's
image, with free enterprise and Judeo-Christianity as core elements; here is
Michael Ledeen, former Reagan official, now at the American Enterprise
Institute (one of the leading drum-beaters for attacking Iraq): "If we just
let our own vision of the world go forth, and we embrace it entirely, and we
don't try to be clever and piece together clever diplomatic solutions to this
thing, but just wage a total war against these tyrants, I think we will do
very well, and our children will sing great songs about us years from now."
Oil: the sine qua non of Middle East policy, yesterday, today and
tomorrow; to be in full control of Iraq's vast reserves, with Saudi oil and
Iranian oil waiting defenselessly next door; OPEC will be stripped of its
independence from Washington and will no longer think about replacing the
dollar with the Euro as its official currency; oil-dependent Europe may think
twice next time about being so uppity.
Globalization: Once relative security over the land, people and
institutions has been established, the transnational corporations will march
into Iraq ready to privatize everything at fire-sale prices, followed closely
by the IMF, World Bank, World Trade Organization and the rest of the
international financial extortionists.
Arms industry: As with each of America's endless wars, military
manufacturers will rake in their exorbitant profits, then deliver their
generous political contributions, inspiring Washington leaders to yet further
warfare, each war also being the opportunity to test new weapons.
Israel: The men driving Bush to war include long-time militant supporters
of Israel, such as Richard Perle, Paul Wolfowitz, and Douglas Feith, who,
along with the rest of the powerful Israeli lobby, have advocated smashing
Iraq for years. Israel has been playing a key role in the American military
buildup to the war. Besides getting rid of its arch enemy, Israel could use
the opportunity to carry out its final solution to the Palestinian question
-- transferring them to Jordan, (liberated) Iraq, and anywhere else that
expanded US hegemony in the Middle East will allow. Iraq's abundant water
could be diverted to relieve a parched Israel.

Recent polling is showing that 59 percent of the US public would like the UN weapons inspectors to continue with their work in Iraq (instead of having the US launch an invasion of Iraq for greater Israel and oil), and 2/3 of the US public are against the coming invasion of Iraq (if it is to occur without UN approval). I have the Constitutional right as an American patriot to expose Israel firsters (in the US government) who are associated with the JINSA (Jewish Institute of National Security Affairs) Zionist extremist cabal of Paul Wolfowitz, Richard Perle, Doug Feith and Dick Cheney (who was on the board of directors for JINSA before becoming Vice President and helped put fellow JINSA Zionist extremists Mr. Wolfowitz and Mr. Perle into power in the current Bush regime as conveyed by Robert Fisk in his London Independent newspaper articles which are referenced below).

HYSTERICAL? WE'VE ONLY JUST BEGUN

WHEN the Daily Mirror launched its campaign against the war on Iraq we were dismissed as lefty peaceniks, just opposing military action for the sake of it.

As the campaign continued the abuse intensified - we were accused of being 'hysterical, of "cynically chasing new readers, of over-reacting".

The crescendo of negativity reached a nadir with our BLOOD ON HIS HANDS front page, powerfully illustrating John Pilger's ferocious attack on Tony Blair for the impending slaughter of Iraqi civilians.

This was crass, offensive and way too personal, our critics said. Yet it was the exact same phrase Mr Blair used to denigrate the 1.5 million people who protested in London on Saturday.

What is now absolutely clear is that the Daily Mirror is right about this war. And Tony Blair is wrong. The Prime Minister is not a stupid man so he must realise in his astute head that he is beaten logically, politically and democratically.

The only support he has in this country is from a few lapdogs in the Cabinet - take a bow, John Prescott - the Tory leadership and newspapers owned by George W Bush admirers living in America.

Those one and a half million people who marched on Saturday are not the only ones who feel war would be wrong, needless and a total disaster. Each of them represents many more.

It was the biggest demonstration this country has ever seen. It rivalled the magnificent anti-Vietnam marches in the United States in the 70s.

In the past, protesters have been sneered at as long-haired hippies. That couldn't be said about Saturday's demonstrators. Young and old, working, middle, and upper class... Countless thousands of ordinary people united on one fundamental principle - war against Iraq at this time is wrong, wrong, wrong.

It is because Mr Blair knows he has lost the argument that he is lashing out. He claims to have scaled the moral high ground and accuses those who oppose his views of being as guilty as Saddam of murdering his victims.

Had the Prime Minister talked to the demonstrators, he would have found hardly any who supported the Iraqi tyrant - and the Mirror has no time for those who do.

Being against Saddam - or any other terrible regime - is a moral position to take. Sending in bombers to obliterate them, wiping out thousands of innocents in the process, is not part of most people's definition of morality.

If this sounds like hysteria, the Daily Mirror doesn't mind. If it takes obsessional, hysterical, head-banging to get over the message that this war must not happen, so be it. The option - though you wouldn't know this to listen to Mr Blair - is not between waging war and being obliterated by Saddam's weapons of mass destruction. There is a real, workable alternative - to control him through tough use of UN weapons inspectors. Which is the alternative backed by most countries and the vast majority of people in Britain.

Having lost the argument, it is Tony Blair who is plunging down the road of hysteria. Playing the morality card is not just offensive and ridiculous, but dangerous.

Where would it end? Having taken out Saddam, where would the US-British axis turn to next? Which other objectionable, tyrannical regimes would become targets for our bombs and invasion forces?

Will they be sent in to remove Zimbabwe's President Mugabe for driving his people into starvation? How about the terrible anti-human-rights record of the Chinese government - would we take on their immense population? Or what about the attitude of the Saudis to women and human rights? Or Israel's defiance of UN resolutions? It all smacks of one rule for Iraq and another for everyone else.

We should be told if we have just heard the Blair Doctrine - coming second-hand from the dangerous men who run today's White House - which will become our foreign and military policy at the start of the 21st century.

The world has one omnipotent power, whose military spending outstrips every other nation put together. That country, unlike those in Europe, has hardly suffered from attack. Yet this White House wants to bombard Iraq and then who-knows-where next. And it wishes to take the United Kingdom along on its coat-tails, a conspirator to mass slaughter.

If we are talking morality, perhaps Tony Blair could explain the morality in rigging reports of "evidence" to justify military invasion? Both America and the British government have done that in the past few days. Or maybe the Prime Minister could debate morality with some of the fundamentalists who threaten this country because they believe we live an immoral lifestyle.

Morality is the last refuge of a discredited politician. The final desperate hiding place of those who have lost the argument but refuse to accept defeat.

Tony Blair should ask himself if he is Prime Minister of a nation so steeped in immorality that one and a half million of its people will march to support their views.

Or whether the people of this country are desperately worried at the prospect of being dragged into a divisive, dangerous and murderous war.

There will not be blood on the hands of those who seek peace with strength. And we don't want there to be on Tony Blair's, either.

The Mirror will go on shouting that loudly, clearly, and if necessarily hysterically, until Mr Blair listens.
