Dr Richard Perle stunned MPs by insisting a "clean bill of health" from UN chief weapons inspector Hans Blix would not halt America's war machine. Evidence from ONE witness on Saddam Hussein's weapons programme will be enough to trigger a fresh military onslaught, he told an all- party meeting on global security. Former defence minister and Labour backbencher Peter Kilfoyle said: "America is duping the world into believing it supports these inspections. President Bush intends to go to war even if inspectors find nothing. "This make a mockery of the whole process and exposes America's real determination to bomb Iraq." Dr Perle told MPs: "I cannot see how Hans Blix can state more than he can know. All he can know is the results of his own investigations. And that does not prove Saddam does not have weapons of mass destruction." The chairman of America's defence policy board said: "Suppose we are able to find someone who has been involved in the development of weapons and he says there are stores of nerve agents. But you cannot find them because they are so well hidden. "Do you actually have to take possession of the nerve agents to convince? We are not dealing with a situation where you can expect co-operation." Mr Kilfoyle said MPs would be horrified at the admission. He added: "Because Saddam is so hated in Iraq, it would be easy to find someone to say they witnessed weapons building. "Perle says the Americans would be satisfied with such claims even if no real evidence was produced. The team includes representatives from the treasury, the Foreign Ministry and the Defense Ministry. A government source said the reason for the aid request stems from the United States' expected campaign against Iraq coupled with the American desire that Israel not interfere with Washington's plans or use IDF troops against Iraq. Sources at the Prime Minister's Office said yesterday that American readiness to provide economic assistance has not been made in concrete terms. However, a number of ideas have cropped up in Jerusalem over the type of aid Israel could use: cash, guarantees for low-interest bank loans from American banks, direct state-to-state loans from the U.S. treasury, and the conversion of some American defense aid into shekels. Currently, Washington provides Israel $2.1 billion a year that must be spent in the United States on defense supplies. One proposal is for $2 billion to be converted to shekels and used to purchase defense equipment from Israeli manufacturers in the hope that it would invigorate the Israeli economy. The final proposal will be worked out by the inter-ministerial committee and the White House. Discussions about economic aid came up during the prime minister's recent trip to Washington, and, in particular, during talks between Weisglass and National Security Advisor Condoleezza Rice. Weisglass said the aid was necessary to get the Israeli economy moving; U.S. President George W. Bush mentioned American confidence in Israel's economy during a White House press conference with Sharon after their meeting last week. Other than the annual economic aid, Israel expects fulfillment of a July 2000 decision made by then-president Bill Clinton to then-premier Ehud Barak for a $800 million grant. Since then, the sum has dropped to $200 million, and discussions were frozen, for bureaucratic reasons, after Clinton left office, according to the Americans. But with help of pro-Israel congressmen, discussions are expected to resume at the beginning of the new year. | http://news.independent.co.uk/world/middle_east/story.jsp?story=355290 The Independent 24 November 2002 Briton killed in Jenin 'pleaded for ceasefire' By Justin Huggler in Jerusalem Questions were mounting yesterday over the death of Iain Hook, the British United Nations relief worker killed in Jenin refugee camp, after it emerged that the Israeli army had failed to react to repeated telephone calls from Mr Hook pleading for a ceasefire so he could evacuate staff from the UN compound where he died. An initial investigation by the Israeli army found that it was an Israeli soldier who fired the bullet that killed Mr Hook, Israeli radio reported yesterday. The Israeli army declined to confirm the report, saying its investigation was not yet finished. Mr Hook, 54, from Felixstowe in Suffolk, was shot dead inside a clearly marked UN compound on Friday. The Israeli army had surrounded a building nearby where a wanted Palestinian militant was believed to be hiding, and gunfire broke out. "We requested repeatedly to the Israelis that they cease fire long enough for us to be able to evacuate not only UN staff, but also a disabled woman who was living in the building opposite the one the Israeli operation was centred on," said Paul McCann, a spokesman for UNRWA, the UN agency Mr Hook worked for, which provides humanitarian assistance to Palestinian refugees. UNRWA's office in Jerusalem had also made several calls to the Israeli army without success. The Israeli army was already coming under heavy international criticism over Mr Hook's death after the UN revealed that Israeli soldiers had blocked an ambulance from getting to the relief worker after he was shot, considerably delaying its arrival. Israeli radio said yesterday that Mr Hook was not "caught in crossfire" as had been reported earlier, but that an Israeli soldier had shot directly at him. An investigation by the Israeli army found that when Mr Hook emerged from a caravan into the open courtyard of the UN compound, an Israeli soldier mistook the mobile phone he was carrying for a grenade and opened fire on him, the radio reported. It is not clear why the soldier opened fire into a compound clearly marked with UN signs and a blue flag. "The compound is well-known to Israelis. It is inexcusable to fire into it for any reason," a UN source said yesterday. This is not the first time UN workers have come under fire in the occupied territories. Two Palestinian UN workers were killed in earlier incidents, and in September the head of UNRWA, Peter Hansen, was fired on by Israeli troops in the south of the Gaza Strip. Mr Hook had worked for the UN in dangerous places before, including Afghanistan, Kosovo and East Timor. In Jenin he was in charge of a project to rebuild an area of more than 100 civilian homes in the refugee camp, which was completely levelled by Israeli bulldozers in April. Dr Richard Perle stunned MPs at Westminster by insisting that even a "clean bill of health" from UN chief weapons inspector Hans Blix could not halt President Bush's war machine. And he declared that evidence from just ONE witness claiming to have seen Saddam Hussein's weapons programme was enough to trigger a fresh military onslaught. Last night furious Labour MPs lined up to blast Washington as the news cast another dark cloud over the tense process. Former defence minister and Labour backbencher, Peter Kilfoyle, told the Daily Mirror: "What we have heard from Dr Perle is absolutely astonishing. "America is duping the world into believing that it supports these inspections. President Bush intends to go to war even if the inspectors find nothing. "This make a mockery of the whole process and exposes America's real determination to bomb Iraq no matter what the outcome of these inspections are." Right-winger Perle dropped his bombshell during an all-party meeting of MPs on global security. The Pentagon adviser made clear the White House's total contempt for the inspection process, which got underway on Monday. The global community held its breath as inspectors landed in Baghdad, believing that the results of the search could end in peace. But last night Dr Perle made clear that nothing the 74-year-old Swede reports would be enough to satisfy America's lust for war. Dr Perle said: "I would not say that I don't believe what Hans Blix says. "But I cannot see how Hans Blix can state more than he can know. "All he can know is the results of his own investigations. And that does not prove Saddam does not have weapons of mass destruction." Tory backbencher Peter Tapsell sought clarification, adding: "If no weapons of mass destruction are found, what does Dr Perle think the actions of the United States will be?" The chairman of America's Defence Policy Board responded: "The circumstances in which the weapons are not found matters. "If Hans Blix issues his full authority and is able to invite Iraqis to safety and they say there are programmes, we will have to take that very seriously." Dr Perle repeated that evidence from Iraqis could be enough evidence to trigger a full-scale attack on Iraq. "Suppose we are able to find someone who has been involved in the development of weapons and he says there are stores of nerve agents?," he added.
