Have y'all seen this? I sure didn't see this reported anywhere in our mainstream media. I wonder why.

House committee includes key pro-Israel provisions in foreign aid bill. The House Appropriations Committee passed the fiscal year 2003 foreign aid bill, which contains numerous traditional pro-Israel terms as well as several critically important new provisions crafted by subcommittee Chairman Jim Kolbe (R-AZ) and Ranking Member Nita Lowey (D-NY). The traditional terms include $600 million in economic assistance, $2.1 billion in military aid, $60 million in assistance to refugees resettling in Israel and a stipulation restricting aid to the International Red Cross until it accepts Israel’s Magen David Adom. Among the new provisions is a landmark section codifying President Bush’s June 24 speech on the conditions for U.S. recognition of a Palestinian state and $200 million in supplemental anti-terror assistance to Israel. Rep. Joe Knollenberg (R-MI) sponsored language requiring the Government Accounting Office to investigate whether the United Nations Relief and Works Agency is complying with U.S. law prohibiting terrorists from operating in its facilities.

Netanyahu testifies on combatting terror. Former Israeli Prime Minister Benjamin Netanyahu testified before the House Government Reform Committee on the issues of the war on terrorism and how a U.S. military strike on Iraq would affect Israel. “Governments need to take the actions that will protect their citizens, which includes taking preemptive actions,” Netanyahu said. Rep. Christopher Shays (R-CT) commended the preemptive strike in 1981 by the Israeli Air Force that destroyed the Iraqi nuclear reactor. a) Watch your pocketbook
b) It seems odd that it's okay for Israel to make preemptive attacks, but Bush is catching holy hell in Congress & the press for even considering making one on Iraq (not that the U.S. hasn't made preemptive attacks on other countries numerous times in the past). I'll say it again: I'm adamently opposed to our attacking Iraq because they're no threat to the U.S, only Israel. Is it just me or doesn't this seem a bit ... hypocritical?

We Americans are the ones who work for our money and we should have a say where that money goes! Not to a lazy israeli who is going to live in an illegal settlement in Palestine! Land that once belonged to a Palestinian that has been in his family for generations.

I dread looking at my check each week to see how much of my money goes to the terrorist nation of Israel! Americans are pawns in this endless game of money stealing for who knows what in Israel!

Why does such a tiny nation need so much aid? We can only speculate on what they use it for,becoz for them to tell the truth will shock the world.

Our stupid politicians are just being used by the loyal lobby that are for Israel first before America,they are traitors to America! Bush is also a traitor,Israel is his number one priority!

Cut medicare for Israel so our grandparents,aunts and uncle can suffer under economic strain. Why do we have to sacrifice our dear elders for Israel? A tiny place thousands of miles away is more important to Bush and his cohorts than the American people!

They have turned other countries against us and have given America a bad reputation! How can we say we are proud Americans anymore?

I bet your share of what goes to Israel is less than $50/year. A YEAR. Less than a dollar a week. That's about how much if you pay typical taxes on an income of $150,000/year. Do you make $150,000/year?

Israel is going to allow us to use their facilities for Iraq operations. Egypt won't, and Egypt gets a couple billion dollars a year from the US.

Are you also aware that Israel spends most of it's aid money on purchases from the US. The money comes back and stimulates our economy.

Take a look at the detailed US government budget and see all of the places your money goes that provide alot less benefit.

04/22/2002 BEWARE FOREIGN ENTANGLEMENTS

(Or Is It Too late?)

One of our greatest presidents, George Washington, warned us
against foreign entanglements, but except for James Monroe and his
Doctrine, Theodore Roosevelt, and Ronald Reagan, the warning did
not seem to take hold. We have been generally entangled since the
beginning of the 20th century with many nations, and specifically since
1948 with Israel. .

Yet how can the average American truly understand entanglements of
a foreign nature? Is there a rule or guideline by which we can measure
the extent entangled? There is such, and it can be found in our own
body of laws, known as the United States Codes, fifty sections which
set legal guides and constraints for the US and its citizens.

How can United States laws identify entanglements? A simple method
is to search the Code and locate the number of times a given foreign
country is noted in the US Titles. Doing so held a surprise. When
specifying areas and nations in the Middle East, the following
frequencies of appearance were returned:

Afghanistan 11, Algeria 2, Bahrain 3, Egypt 41, Ethiopia 6, Emirates 4,
Iran 19, Jordan 13, Kuwait 14, Lebanon 12, Libya 14, Morocco 12,
Oman 4, Palestine 22, Pakistan 24, Saudi Arabia 9, Somalia 3, Syria
6, Sudan 7, Yemen 4 and Israel 73.

Israel 73? 73 times? Why should a bump in the desert like Israel appear
in our US Code 73 times? Who sneaked these foreign intrusions into our
laws? This is a foreign entanglement gone amok. A further analysis is to
be demanded.

It was found that Israel appears in the following US laws, titles, and
codes:

Title 05 Government Organization, Employees
Title 07 Agriculture
Title 10 Armed Forces
Title 15 Commerce and Trade
Title 17 Copyrights
Title 19 Customs Duties
Title 22 Foreign Relations and Intercourse
Title 26 Internal Revenue Code

Because the bulk of the items returned was so great, we shall only
examine a small sampling (some text being edited only to be more
concise) and see what they exhibit in goods and services on behalf
of the foreign government of Israel - just in these few quotes:


Title 05 Government Organization, Employees

That any person making a false affidavit shall be guilty of a
felony..., and, upon conviction, shall be fined no more than $4,000 or
imprisoned... This section shall not apply to citizens of ...Israel...


Title 07 Agriculture

The Secretaries, in consultation with the Secretary of State, are
authorized and encouraged to enter into cooperative projects with the
...Government of Israel in order to accomplish appropriate aspects
of the research and development provided for in this subchapter.

Notwithstanding any other provision of law, the full amount of
any funds appropriated or otherwise made available to carry out
cooperative projects under the arrangement entered into between
the Secretary and the Government of Israel to support the Israel-
United States Binational Agricultural Research and Development
Fund shall be paid directly to the Fund.


Title 10 Armed Forces

IMPROVEMENT IN DEFENSE RESEARCH AND PROCUREMENT
LIAISON WITH ISRAEL

Section 1006 of Pub. L. 100-456, as amended by Pub. L. 103-160,
div. A, title IX, Sec. 904(f), Nov. 30, 1993, 107 Stat. 1729; Pub.
L. 106-65, div. A, title IX, Sec. 911(a)(1), Oct. 5, 1999, 113
Stat. 717, provided that: ''The Secretary of Defense, in
consultation with the Under Secretary of Defense for Acquisition,
Technology, and Logistics, shall designate for duty in Israel an
individual or individuals to serve as the primary liaison between
the procurement and research and development activities of the
United States Armed Forces and those of the State of Israel.''

2410i. Prohibition on contracting with entities that comply with
the secondary Arab boycott of Israel.


Title 15 Commerce and Trade

PROHIBITION ON COLLECTION AND RELEASE OF DETAILED
SATELLITE IMAGERY RELATING TO ISRAEL

Pub. L. 104-201, div. A, title X, Sec. 1064, Sept. 23, 1996, 110
Stat. 2653, provided that:
''(a) Collection and Dissemination. - A department or agency of
the United States may issue a license for the collection or
dissemination by a non-Federal entity of satellite imagery with
respect to Israel only if such imagery is no more detailed or
precise than satellite imagery of Israel that is available from
commercial sources.

''(b) Declassification and Release. - A department or agency of
the United States may declassify or otherwise release satellite
imagery with respect to Israel only if such imagery is no more
detailed or precise than satellite imagery of Israel that is
available from commercial sources.''


Title 19 Customs Duties

(11) No fee may be charged under subsection (a)(9) or (10) of
this section with respect to products of Israel if an exemption
with respect to the fee is implemented under section 112 of the
Customs and Trade Act of 1990.

EXEMPTION OF ISRAELI PRODUCTS FROM CERTAIN USER
FEES

Section 112 of Pub. L. 101-382 provided that: ''If the United
States Trade Representative determines that the Government of
Israel has provided reciprocal concessions in exchange for the
exemption of the products of Israel from the fees imposed under
section 13031(a)(9) and (10) of the Consolidated Omnibus Budget
Reconciliation Act of 1985 (19 U.S.C. 58c(a)(9), (10)) (as amended
by section 111), such fees may not be charged with respect to any
product of Israel that is entered, or withdrawn from warehouse for
consumption, on or after the 15th day (which day may not be before
October 1, 1990) after the date on which the determination is
published in the Federal Register.''


Title 22 Foreign Relations and Intercourse

UNITED NATIONS POLICY ON ISRAEL AND THE PALESTINIANS
Pub. L. 106-113, div. B, Sec. 1000(a)(7) (div. A, title VII,
Sec. 721), Nov. 29, 1999, 113 Stat. 1536, 1501A-462, provided that:

''(a) Congressional Statement. - It shall be the policy of the
United States to promote an end to the persistent inequity
experienced by Israel in the United Nations whereby Israel is the
only longstanding member of the organization to be denied
acceptance into any of the United Nations regional blocs.

''(b) Policy on Abolition of Certain United Nations Groups. - It
shall be the policy of the United States to seek the abolition of
certain United Nations groups the existence of which is inimical to
the ongoing Middle East peace process, those groups being the
Special Committee to Investigate Israeli Practices Affecting the
Human Rights of the Palestinian People and other Arabs of the
Occupied Territories; the Committee on the Exercise of the
Inalienable Rights of the Palestinian People; the Division for the
Palestinian Rights; and the Division on Public Information on the
Question of Palestine.

''(c) Annual Reports. - On January 15 of each year, the Secretary
of State shall submit a report to the appropriate congressional
committees (Committee on International Relations of the House of
Representatives and Committee on Foreign Relations of the Senate)

''(1) actions taken by representatives of the United States to
encourage the nations of the Western Europe and Others Group
(WEOG) to accept Israel into their regional bloc;

''(2) other measures being undertaken, and which will be
undertaken, to ensure and promote Israel's full and equal
participation in the United Nations;

(d) Annual Consultation. - At the time of the submission of
each annual report under subsection (c), the Secretary of State
shall consult with the appropriate congressional committees on
specific responses received by the Secretary of State from each of
the nations of the Western Europe and Others Group (WEOG) on their
position concerning Israel's acceptance into their organization.''


UNITED STATES PARTICIPATION IN THE UNITED NATIONS IF
ISRAEL IS ILLEGALLY EXPELLED

''(2) the United Nations Charter stipulates that members may be
suspended by the General Assembly only 'upon the recommendation
of the Security Council'; and
''(3) any move by the General Assembly that would illegally
deny Israel its credentials in the Assembly would be a direct
violation of these provisions of the Charter.

''(b) If Israel is illegally expelled, suspended, denied its
credentials, or in any other manner denied its right to participate
in any principal or subsidiary organ or in any specialized,
technical, or other agency of the United Nations, the United States
shall suspend its participation in any such organ or agency until
the illegal action is reversed.

Sec. 2186. Loan guarantees to Israel program

(a) In general
Subject to the terms and conditions of this section, during the
period beginning October 1, 1992, and ending September 30, 1997,
the President is authorized to issue guarantees against losses
incurred in connection with loans to Israel made as a result of
Israel's extraordinary humanitarian effort to resettle and absorb
immigrants into Israel from the republics of the former Soviet
Union, Ethiopia and other countries.

The President is authorized to issue guarantees in furtherance of
the purposes of this section...

1990 - Subsec. (b)(2). Pub. L. 101-513, Sec. 573(b), substituted
''$378,000,000 for fiscal year 1991, of which amount not less than
$300,000,000 shall be for stockpiles in Israel'' for ''$165,000,000
for fiscal year 1990''

...for fiscal year 1991, of which amount not less than $300,000,000
shall be for stockpiles in Israel'', to reflect the probable intent of
Congress.

1992 - Subsec. (b)(2). Pub. L. 102-391, which directed the
substitution of ''$389,000,000 for fiscal year 1993, of which
amount not less than $200,000,000 shall be available for stockpiles
in Israel...

(And so it went, with the latter three examples above a mere
trickle between 1948 and 2001. Whoever brought this about in
congress is a traitor to the people of the United States)


Title 26 Internal Revenue Code

CERTAIN ISRAEL OR POLISH BONDS NOT SUBJECT TO RULES
RELATING TO BELOW-MARKET LOANS

Section 1812(b)(5) of Pub. L. 99-514, as amended by Pub. L.
101-179, title III, Sec. 307(a), Nov. 28, 1989, 103 Stat. 1314,
provided that: ''Section 7872 of the Internal Revenue Code of 1954
(now 1986) (relating to treatment of loans with below-market
interest rates) shall not apply to any obligation issued by Israel
or Poland...

These are only a very few of the references to Israel in United States
Laws In the complete Titles and in further public law references, can be
found the data that proves Israel gets billions of dollars from the US
that do not have to be repaid, and the arms that the US stockpiles in
Israel for Israeli use when needed.

The horrendous recent events, the murders, the bloodshed, the
genocide wreaked on Palestinians by Israel tells us whose weapons
were used to do the appalling disaster. Yes, it was American arms and
money responsible for the tragedy - and the present administration,
aided and abetted by the US media and the pro-Israeli centers of
financial power that directly and indirectly condone the massacres,
whether the American taxpayers like it or not..

Consider how much improvement in American life style, in our inner
cities, with our poor, with relief of our oppressive tax burden, or with any
critical social need in the United States that could have been
accomplished with the 100 billion dollars flushed down the Israeli drain.

Perhaps these references to Israel entangled in US laws sounds
unbelievable; that they are merely another attempt to cast Israel and
Sharon in a bad light. If you think that, then do this:

3. Scroll down to the search terms area.

4. Choose United States Code (2000)

5; Type 100 in the maximum search items box.

6. Type Israel in the search terms box and click submit.

7. You will find the aforementioned 73 documents that have the word
Israel noted in them, and the context in which they are recorded. Of
much interest will be title 22, Foreign Relations and Intercourse, an
appropriate label seeing how much the US taxpayer has been raped by
the governments of Israel from 1948 on.

And, if one's curiosity is aroused by that dismal data in the US Statutes,
one can utilize the Code as a base to investigate other sections of laws,
rules, and decrees dealing with the Israeli tentacles that reach into the
United States Treasury, military, science, industry, financial institutions,
and, worst of all, the pockets of the working taxpayers.

Is this the free and proud United States of America, the superpower of
the world, or is it merely 50 states in North America under the domination
and control of the 51st state - Eretz Israel?


Note: If you are reading the above, and are a true and loyal American with
no allegiance to any foreign state, overt or covert, I welcome any comments
or criticisms. If your loyalties lie with some other nation, even though you may be a US citizen that merely lives here, don't bother with your false charges of anti-Semitism, scatological email attacks, or your attempts to send a deadly
virus along with those disgusting emails, while hiding behind an honored
religion to use it as a shield. You will be ignored as you deserve.

This paper deals only with the facts, the facts describing the adverse relationship between an Israel that bleeds our treasury dry and using our own laws to do it. Some of our congressmen are the best that Israeli money can buy, and if you disbelieve that, follow the search directions given and see for yourself. You will then ask, how did a little two-bit country thrust into the Middle East get their slimy tentacles into America to such an extent they are now the 3rd largest military force in the world, and with American arms, are presently invading a small country that has no army or heavy weapons at all. Israel is slaughtering Arabs with the connivance of those in the US deathly afraid of Israel and its pro-Israeli cohorts in America, the world, and most of the domestic and international media whose hearts, minds, and writings are always in synchronized beat with Tel Aviv and Jerusalem.

First, how many other "foreign entanglements" are there that are hidden by the abbreviation "NATO", the words "United Nations" or other groups?

Next, let's look at a couple of your examples. I won't bore both of us by going thru alot.

Title 10 Armed Forces

OK, this applies to purchasing liason from one of our larger customers. Do you thing there isn't a "liason" for other countries? How many might you guess there are for NATO or NATO countries?

Joint agricultural research is "authorized and encouraged". That sounds menacing, doesn't it? This is worse for us than the thousand of tons of corn that we GAVE to African countries that they will not touch? Rather have their people starve?

This is real terrible isn't it? We don't want people selling hi-resolution images of one of our biggest military allies. An ally that is, in one place, only 10 miles wide. Think about this. While the US has had its hands tied by treaty in developing an anti-ballistic missile defense system, Israel has developed the Arrow defense system. That's right. One of our biggest allies has jumpstarted our ABM system that may someday save your butt from a missile from North Korea or Iran. (Iraq intentionally left out here).

Youve brought the above up in another thread too Mutt, and its just not right that you provide a sentence as simplistic as the above

The USA provided 78 percent of the funding for this JOINT missile system development and production.. So they did not jumpstart any ABM system that might someday save your butt, you did it yourself. Very disengenuous to portray it in such a manner.

I would say you are being very economical with the truth there.

CHENEY AWAITS PATRIOT INVESTIGATION REPORT
Defense Secretary Cheney says the United States has "good reason to
believe" that U.S. Patriot missile technology was diverted from Israel to
another country.

But Cheney told reporters after addressing the Associated General
Contractors of America March 30 that he would "reserve judgment" on the
matter until receiving "final results from the team" of U.S. experts sent
to Israel to determine if Patriot technology was transferred to China.

High-level Israeli officials have said that the U.S. delegation which
inspected Patriot missile batteries found no evidence of such a transfer.

Asked if the alleged diversion to China might have been made by the Saudis,
Cheney noted that "the Patriot batteries that are in Saudi Arabia are
manned by Americans." The notion that the Saudis might have somehow
transferred the missile technology, Cheney said, "just doesn't stand up
under any kind analysis at all."

ISRAEL, U.S. SUCCESSFULLY TEST ANTI-MISSILE LASER SYSTEM

FRIDAY, FEBRUARY 9, 1996

The Pentagon announced that the first trial of a JONITLY developed
Israeli-American anti-missile laser beam system was successful, YEDIOT
AHARONOT reported.
In the test, the laser beam system succeeded in intercepting an unarmed
Katuysha rocket at short-range. The trial took place Tuesday at White Sands
military base in New Mexico and was carried out by the Strategic Space
Command of the American Ground Corps.
Project Director Gerald Wilson said at the conclusion of the test, "At
this stage, we believe that we now possess all of the necessary information
to move on to the next stage in Project Nautilus."
Israel reportedly played a central role in the development of the system,
and the successful trial will result in an increased budget for the project.
Israel Radio, KOL YISRAEL, reported that the successful trial was an
important technological achievement, but quoted Defense Ministry sources as
saying the project still has a long way to go.
YEDIOT AHARONOT reported that Israel is also cooperating with the U.S. in
developing an anti-ballistic missile system based on unmanned planes
equipped with sensors capable of identifying missile launches. For this
project, Israel is developing both unmanned planes capable of remaining
airborne for extended time periods as well as interception missiles.
Israel Aircraft Industries has demonstrated that such planes can stay
airborne for approximately 50 hours.

Washington -- Defense Secretary Perry and Prime Minister Peres of
Israel signed a joint statement of intent on theater missile defense
cooperation April 28.

The joint statement reaffirms U.S. support of Israel's efforts "to
develop a defense against ballistic missiles," the Defense Department
said.

U.S.-ISRAEL SIGN JOINT STATEMENT OF INTENT ON THEATER MISSILE DEFENSE

U.S. Defense Secretary William J. Perry and Israeli Prime Minister
Shimon Peres today signed a joint Statement of Intent (SOI) on theater
missile defense cooperation. The SOI, signed in ceremonies here,
reaffirms the United States' support of Israel's efforts to develop a
defense against ballistic missiles.

Recently, the two nations signed an international agreement for the
ARROW Deployability Program, which will conclude the development and
provide for the initial deployment of the ARROW weapon system that
will provide Israel with an enhanced defense against ballistic
missiles. In recognition that defense of Israel can be more effective
ensuring that Israel's theater ballistic missiles defenses ARE
INTEGRATED WITH U.S. capabilities, the ARROW ADP sets the requirements
and plans for the two nations to enhance interoperability in theater
ballistic missile defense.

Other aspects of the agreement are: The U.S. military will begin
developing arrangements to upgrade regional ballistic missile early
warning with Israel; Israel and the U.S. will pursue other activities
that both sides agree would lead to a more effective theater missile
defense cooperation between them; and the establishment of a
senior-level policy advisory group to support these efforts. The group
will work in close coordination on technical matters regarding
interoperability.

U.S. TO FUND R&D FOR THIRD ARROW BATTERY
United States Secretary of Defense William Cohen, currently visiting Israel, said on Monday THAT THE U.S. WILL FUND the research and development stage of a third Arrow anti-missile battery, THE JERUSALEM POST reported. Cohen made the announcement following an in-depth briefing with Defense Minister Yitzhak Mordechai and top Defense Ministry officials and Israel Defense Forces commanders. The Government outlined Israel's military modernization program over the next decade for Cohen, who was also briefed on the proliferation of long-range surface-to-surface missiles, particularly in Iran, as well as biological and chemical weapons.

I think that proves the system is a jointly developed system Mutt, although one is the bigger partner...Its not an Isreali system, dont make out it is...

Government decides no changes planned in nuclear program

According to a report in the daily Haaretz, Prime Minister Ehud Barak does not plan to permit international inspectors to take a close look at Israel's nuclear facility in Dimona and justified the continued need for Israel's nuclear capability as long as hostile nations continue to pose a threat to Israel's continued security. Excerpts of a letter from Gideon Frank, who heads Israel's Atomic Energy Commission stated that a political solution was the only way to make progress in the area of weapons control.

Until statements were made acknowledging Israel's nuclear program in 1996 by then-prime minister Shimon Peres, no Israeli leader ever officially admitted to the ongoing nuclear program in Israel. Despite international pressure, Israel has repeatedly refused to sign nuclear proliferation treaties.

Pentagon Questions Israeli Missile Test Near Navy

An Israeli short-range ballistic missile splashed down in the eastern Mediterranean last month near a U.S. Navy Aegis cruiser, causing momentary fear that the ship was under attack, Defense Department officials said yesterday.

The Jericho 1 missile, which can carry nuclear warheads or about 1,000 pounds of chemicals or high explosives, was launched from a missile-testing facility at Yavne, Israel, on April 6 and landed about 40 miles from the USS Anzio, they said.

"That's pretty damn close for a missile that's not the most accurate," one of the officials said. "The warhead wasn't live, but it still could make a hell of a hole."

The Anzio was about 250 miles due west of the Israeli coast and had not received any notice that an Israeli missile test was underway, one official said. Such a "Notice to Aviators and Mariners" is customary, and even the Russians and the Chinese give notice of their tests, he noted.

The ship's advanced Aegis missile-tracking radar picked up the launch soon after it occurred, a second official said. "During the first 90 percent of the trajectory, it looked like the missile was coming at you," he said.

The first official said the Navy was angry with the Israelis because this was the third time they have conducted a "no-notice" missile launch in the vicinity of a U.S. warship in the past two years. The Navy is especially peeved because the Anzio and two accompanying ships--the USS Eisenhower, an aircraft carrier, and the USS Cape St. George, another Aegis cruiser--were en route to participate in a joint exercise with the Israeli military called "Noble Suzanne."

"They knew we were there, for God's sake," one of the Defense Department officials said.

A spokesman for the Israeli Embassy said Israel scrupulously follows safety guidelines in its tests. "When we conduct a missile test, whether on land or sea, there is a very clear and strictly abided to safety procedure," said Mark Regev. "The area of the test is thoroughly checked."

A senior U.S. official said the Clinton administration is addressing the issue through diplomatic channels. A State Department official said he wasn't aware of any diplomatic activity but suggested the matter might be handled outside his department's usual channels.

John Pike, a weapons expert at the Federation of American Scientists, said he thought the missile shot near an American ship likely was an accident that resulted from a failure to communicate. "I cannot imagine why they would have done that intentionally," he said. "It strikes me instead as extraordinarily careless."

But one of the Defense Department officials disputed that interpretation of events. He said the repeated "no-notice" launches have made the Pentagon think that the Israelis are trying to prevent the United States from monitoring the tests and acquiring technical data about the operation of the Jericho.

There is a history of bad blood between the U.S. Navy and Israel that goes back to the 1967 attack by Israeli jets and torpedo boats on the USS Liberty, a signals-interception ship that was operating off the Israeli coast during the Six Day War. That attack killed 34 men and wounded 171. Israel said its forces had mistaken the Liberty for an Egyptian warship and later paid $6 million in damages.

There recently has been some tension between Israel and the United States over Israel's plan to sell Phalcon airborne radar systems to China. Some members of Congress have threatened to block $250 million in aid to Israel unless the sale is canceled.

Israeli missile test too close for U.S. Navy cruiser's comfort

Scientists think Israel has long-range ballistic arms

An Israeli "Jericho" surface-to-surface ballistic missile landed near a U.S. Navy Aegis cruiser in the eastern Mediterranean last month, according to a Washington Post report. During most of its flight, the missile appeared on the cruiser's air-warning sensors as aiming for the U.S. ship. However, the missile landed some 65 kilometers away from the USS Anzio, which was cruising 350 kilometers west of the Israeli coast.

According to the U.S. Department of Defense, the incident occured when Israel carried out a test launch of a Jericho-1 medium-range missile on April 6. The USN Aegis cruiser, a dedicated air-defense ship, was at the time accompanying the aircraft carrier USS Eisenhower and another cruiser on their way to conducting joint exercises with Israeli forces. One Defense Department official said that the customary "Notice to Aviators and Mariners" was not given prior to the test. According to the Americans, this marked the third time that no such warning was given to a U.S. warship during the last two years.

While the matter is being handled through diplomatic channels, relations between Israel and the U.S. Navy have not been good since the sinking of the USN Liberty during the Six-Day War by Israeli aircraft and gunboats. Israel paid compensation to the families of the 205 casualties.

Israel has never made available any information on the development and production of the Jericho missile. According to foreign publications, the Jericho comes in two basic forms: Jericho-1, like the one test fired in April, carries conventional and nonconventional warheads over distances as long as 750 kilometers; and its big brother, Jericho-2B, has a much longer range and higher accuracy.

The missiles were developed with French help during the 1960s at the peak of close ties between Israel and France. The firing of an Egyptian-made surface-to-surface missile in 1962 is estimated to have been the catalyst for the decision to develop the weapons.

The new version of the Jericho-2 missile reportedly includes most neighboring countries in its range, and its accuracy is considered to be very good. The U.S. National Security Agency has monitored the test program of the Jericho-2 and has recorded several test firings over the Mediterranean. According to the Federation of American Scientists, test firings of the missile at ranges in excess of 1300 kilometers have been conducted in South Africa.

According to the organization, the capability of Israel's ballistic missiles has been estimated to be far greater. Based on calculations derived from the Shavit rockets carrying the Ofek satellites, Israel's ballistic missiles are capable of carrying a nuclear payload across ranges in excess of 5,300 kilometers. But experts at the Pentagon estimate that an Israeli missile with a 7,200-kilometer range is possible. Another estimate was given in July 1990 by University of Maryland physicist Steve Peter, who calculated that the Shavit rocket has a range of 4,000 kilometers with a maximum payload of 775 kilograms. All these assessments place the whole of the Middle East within the range of Israel's ballistic missiles.

QUESTION: Can I go back to nuclear weapons or dry holes, as the case may be? Reports that Israel's new submarines that it's acquiring are nuclear missile-capable, and that Israel intends to utilize them to that effect.

MR. RUBIN: We have no information to confirm reports that Israel is building cruise missiles capable of carrying nuclear weapons.

With respect to the overall question of Israel and nuclear weapons, let me say that we want to see, over time, a weapons of mass destruction-free zone in the Middle East. But we believe that has to happen in the context of a comprehensive peace agreement. Other than saying that Israel has said it will not be the first to introduce nuclear weapons to the region, all I can say is that we want a process to marry the political requirements of a comprehensive peace with the technical requirements of a weapons of mass destruction-free zone in the region. We think that those need to go in a commensurate way.

Fears Of New Arms Race As Israel Tests Cruise Missiles

Israel has test-fired cruise missiles capable of carrying nuclear warheads, fuelling fears of an escalation in the Middle East arms race.

Israeli defence sources revealed that the tests, involving two German-built Dolphin-class submarines, took place last month off Sri Lanka.

The Israeli-made missiles, which were equipped with conventional warheads, hit targets at sea at a range of about 930 miles, they said. Israel is the third country - after America and Russia - to be able to fire nuclear cruise missiles from submarines.

The tests will alarm Israel's neighbours and embarrass the German government. It paid for the £200m submarines to compensate for Iraq's use of German-made weapons against Israel during the Gulf war. A third submarine is expected to be operational within weeks.

Despite moves towards Middle East peace, Israel remains concerned about its vulnerability to attack, particularly from Iran. Israeli intelligence believes Tehran will develop nuclear weapons within two years.

Israel has never acknowledged its nuclear programme, revealed by The Sunday Times in 1986. However, its military planners are believed to have produced between 100 and 200 nuclear weapons. Sources said these included several 200kg warheads - each containing 6kg of plutonium - that could be mounted on cruise missiles.

Israel already has land and air-based nuclear weapons. It now plans to equip each of the three submarines, which have the advantage of being almost impossible to detect, with four cruise missiles.

Their ability to strike back after a non-conventional attack on Israel makes them a formidable deterrent. Under a system of rotation, two of the vessels will remain at sea: one in the Red Sea and Persian Gulf, the other in the Mediterranean. A third would remain on standby.

The missiles could be fired only after approval by four people: the prime minister, defence minister, chief of staff of the Israeli army and the commander of the navy.

The 1,720-ton diesel-electric submarines, which are among the most technically advanced of their kind in the world, can remain at sea for up to 30 days.

Yes, the US funded a large portion of the Arrow development. As the other articles posted here say, the US SUPPORTED the program.

The development itself WAS an Israeli program. The Israelis developed the system while the US chose to instead be involved in the ABM treaty and prohibited from developing an ABM system. It is good for the US to have such an ally to work with us.

You support my point. US money going to Israel is not a bad investment. Has anybody come up with the list of similar benefits we get from the billions of dollars each year that go to Egypt?

I used to have the amount of purchases by category. Can't find it at the moment. For now though, we can go with a total. As early as 1996, the US exported approx. $6 billion worth of products to Israel.
