It looks as if the White House is already making cuts on domistic spending in order to pay for the increase in the additional $800 million in aid to Israel and the ongoing $5.6 billion annual payment given to the Jewish State. In addition, these cuts will be necessary for the cost of the upcoming war with Iraq that is expected to cost American taxpayers more than $200 billion. These expenditures are necessary to insure Israel retains the distinction of being the only Nuclear Power in the Middle East, and to insure it has the right to drop one-ton bombs in the middle of Gaza City that kills dozens of innocent men, women, and especially children.

Washington --- The Bush administration is proposing deep reductions in Medicare payments for a wide range of drugs and medical devices used to treat people who are elderly or disabled.
The proposed cuts are part of a new system of paying hospitals for outpatient services. With advances in medical technology, hospitals report explosive growth in the number and kinds of procedures that can be performed in outpatient clinics, without the need for an overnight stay. Outpatient care accounts for nearly half the revenue at some hospitals.
The cuts would affect many drugs, devices and high-technology procedures, including cancer drugs and cardiac defibrillators like the one implanted in the chest of Vice President Dick Cheney to prevent an irregular heartbeat.
Medicare would also pay less for blood products given to people who receive transfusions but do not need overnight hospitalization. The Medicare payment for a unit of red blood cells --- about a pint --- would be cut 39 percent, to $83 next year, from $137 this year.
Federal health officials said Medicare had been overcharged for many outpatient services. But patients have joined health care providers in protesting the proposed cuts, saying that at the new prices hospitals will be unable to provide treatment to patients who need it.
''We were shocked when we saw the payment rates,'' said Christopher T. Mancill, director of reimbursement policy at the American Red Cross.
The payment for inserting a battery-operated pacemaker and defibrillator would be cut 59 percent, to $12,102, from $29,360.
Doctors and patients' advocates expressed concern that hospitals would stop providing services on which they consistently lose money. This could make it more difficult for Medicare patients to obtain life-saving drugs, devices and treatments.
Cuts may impact care
The government itself, in a preamble to the proposed rules, acknowledges that many of the proposed payments are ''far lower'' than the 2002 amounts, and it says these cuts are ''of concern to us because of the potential impact on access to care.'' But it contends that the new rates accurately reflect hospital costs.
The Medicare payment for a breast biopsy would be cut 27.5 percent, to $290 from $400. For injection of cisplatin, a commonly used cancer drug, the payment would be reduced 43 percent, to $24 from $42.
For Remicade, a drug given intravenously to people with rheumatoid arthritis, the payment would be cut 39 percent, to $38.50 from $63. For Avonex, an injectable, genetically engineered drug used by people with multiple sclerosis, the payment would be reduced 36 percent, to $144 from $225.
Hospitals would get 67 percent less for implanting an infusion pump, used to deliver medication for severe intractable pain. The payment would be cut to $1,346 from $4,079.
Dr. Edward L. Braud of Springfield, Ill., president of the Association of Community Cancer Centers, whose members treat more than half the nation's cancer patients, said: ''Hospitals will not be able to continue providing chemotherapy at the proposed rates. Patients will have less access to care.''
The new rates illustrate the problems the government has in setting payments for an industry in which goods and services are continually changing because of new technology.
Thomas A. Ault, an expert on Medicare who worked at the Department of Health and Human Services from 1984 to 1997, said: ''The new outpatient rates are pretty messed up. The relationship between what Medicare pays and what a service will cost varies erratically.''
After considering public comments on the proposal, the government will issue final rules setting payment rates, effective Jan. 1.
Medicare received more than 110 million claims last year for hospital outpatient services, including chest X-rays, breast cancer surgery and emergency room visits for heart attacks and broken bones.
Under Medicare, a hospital normally receives a fixed amount of money, set in advance, for each outpatient service. Similar services are grouped together in more than 500 categories. The government sets a standard payment for each category and pays the same amount for each service in that group.
Teaching hospitals, which pioneer the use of new technology, said the proposed cuts would hit them particularly hard. ''Our biggest concern is the underpayment for new technology, especially cancer therapy drugs,'' said William D. Petasnick, president of Froedtert Hospital, affiliated with the Medical College of Wisconsin in Milwaukee.
Mark W. Skinner, a former president of the National Hemophilia Foundation, said hospitals could not afford to provide proper care at the new rates.
For the blood-clotting factor most widely used by people with hemophilia, the payment would be cut 54 percent, to 52 cents a unit from $1.12. This would reduce to $1,300, from $2,800, the payment for a typical infusion provided to a hemophiliac in a hospital outpatient department.
The formulas used by Medicare to pay doctors, hospitals and other health care providers are set by statute and regulations and are notoriously complex. The real and imminent threat to the United States is the state of Israel. Bent on the rape and theft of Palestine, Israel has pulled out all the stoppers in its efforts to subdue the Arab world by any means-- legal or not. The state of Israel is the real source of terrorism in the region and the source of this planet's grief. It alone refuses to co-operate with its neighbors in the region, the United Nations or the wishes of the World Community in any way. Does Israel comply with UN resolutions? No. Why? Why not, people? This is YOUR JOB---the business of AMERICAN INTERESTS, ---NOT Israel's. America is your country----if it isn't, GET OUT, we don't want you!

In many cases, Americans can be prosecuted for giving money to foreign
armies. As we have been told in the case of John Walker Lindh, Americans can
give up their citizenship rights by joining a foreign army.
But as with many things, there is an exception: Israel.
Not only is it allowed to give money to the Israeli Defense Forces (IDF), it
is actually a tax-deductible contribution under US tax laws.
The Fund for Strengthing Israel's Defenses, solicits funds from US citizens
to "make up what the [Israeli] defense budget can't cover." And these
contributions (of $100 or more) are tax-deductible by making the checks to
the P.E.F. Israel Endowment Fund. Their website contains the following quote
from Israel's first prime minister, David Ben-Gurion: "The IDF should also
be the center for Zionist education for Israel's youth, children and
immigrants..."
I guess that's what they mean by the "special relationship" between the U.S.
government and Israel.

| For years I've demanded that the gutless cowards and traitorous swine feeding from the (Washington) public trough put a stop to the sending of money and weapons to the most evil and bigoted nation on Earth. Have they listened? What do you think?
Writing to Congress is not enough, people! This thing has now gotten so far out of proportion that we must take our grievances to the streets! The ruling Zionist oligarchy in America will never listen to reason. They know all too well what the score is... and have planned it this way from the beginning. They are in complete and total power, thanks to our generosity.
Now it becomes crystal clear what is the Truth regarding the "captivity" and "excision" of the Jews from nations in history's past. If allowed to remain among the host long enough Jews will, through implementation of their ancient "system"... form the ultimate monopoly, usurping a country's governmental power and commandeering that nation for themselves. This has all but happened today in the U.S. A Zionist criminal cabal is now in total control here... in the land our forefathers carved from the wilderness, tamed and built a Christian civilization on!
Once America was "settled," in came the blood-suckers to "set up" their tried and proven "system!" Our big mistake has always been allowing ourselves to feel sympathy for the Jews over their complaints of past
"persecutions." In the mid-nineteen-seventies the real Zionist money- cow... the "holocaust" movement arrived- which has played a major role in handing them- the enemies of freedom- our country on a silver platter. Our bleeding-heart sympathy over "wrongs" committed against Jews during the "holocaust" has won them countless billions of tax-payer dollars,
and provided them with a red carpet upon which they have trodden
to power over the backs of all real Americans... those of us whose only loyalty is directed toward the U.S. flag!
Now that the holocaust industry has been exposed for what it is we have stopped seeing much about it on mainstream media news shows and in the controlled propaganda that passes for "programming." They know the cat's out of the bag... and have shifted to a more blatant, up-in-your-face posture. Their need for chicanery and "thespianism" regarding the holocaust lie is over. Most of us know the Truth... now that it is almost too late to do anything about it. So the old charade has wound down, replaced by a new charade... an intensive campaign of lies and disinformation stemming from the major news networks- that flows like a river of sewage into our living rooms, ever concealing the Truth from us for as long as we allow it to continue!
In the article to which this letter is a responce, drastic cuts in Medicare/Medicaid payments were cited. Believe it, friends, when I tell you that this is just the tip of the iceberg! American Gentiles are to become prisoners in their own country! We don't measure up to the Zionist concept of "chosen-ness," and must be relegated to our rightful status as heathen miscreants. Only Jews of the Zionist persuasion are to be found among the future "citizens" of this nation! All others will be considered as gauche, mundane examples of the children of lesser gods! Those allowed to even live, that is. You think it is not so? Read the Talmud!
I could harp on about this subject. Yet as the old truism goes... you can lead a horse to water but can't make him drink. "Thirst" will eventually come to Americans; let us hope it will be soon- because this is the crunch- the time when the war against Iraq must be averted at all costs... for if it is not averted... woe be unto us! We have few friends in the world today thanks to the greed and arrogance Israel has predisposed us to reflect in its unholy name. When the s... hits the fan, there will be no one to help us. We will be forced to "face the music" alone. Estimates are that more than 66% of the current U.S. population will die if we engage a war against Iraq for the appeasement of Israel! America is, then, the greatest dupe in human history!
My plea to all who read this letter is... stand up and say no!! to further aggression. Demand that Israel be cut off from any future weapons and cash hand-outs. Demand that the U.S. make restitution to our Arab neighbors whom we have so brutally mistreated over years past... all in Israel's name. Demand that the United States begin recognizing the wisdom of the Monroe Doctrine- the Doctrine of non-interferrence in the affairs of other nations. And last... demand that the Zionist swine now controlling our country for their own selfish purposes be deported back to Israel along with the members of the Israel lobby, ADL and all others whose allegiance is not to the American flag. These things we must do... and soon... if we are to survive as a nation of free people!
Many Jews support the American flag and wish to live out their lives in peace, practicing their religion and cultural heritage in freedom. This letter would not be completely fair if I did not say this. But the dilemma is that for every Jew who will agree with my words there are six or eight who will be quick to brand me as "antisemitic." Well, my response to them is this: You are falsely accusing me of something for which I am not guilty! I can't be guilty of antisemitism, because I truly believe that Arabic-Islamic peoples are some of the finest people on Earth... and they are Semites! To those Jews who wish only to be citixzens of the greatest nation on Earth I say... stand up now while yet you may. Because when the American public finally gets the true picture of what has been happening here in the U.S., all Jews will be lumped into one catagory. It will not be a pleasant scenario.

Turkish tank-upgrade deal is to be signed

A $687.5 million deal in which Israel Military Industries (IMI) upgrades
170 Turkish army Patton A-3 and M-60 tanks over the next five years was to
go into effect this week, as the largest single deal ever made by the
Defense Ministry.
Dr. Ehud Ganani, CEO of IMI, and Brig. Gen. (res.) Shalom Koren, head of
the project, went to Turkey this past weekend to take part in the formal
ceremony sealing the deal at the Turkish Defense Ministry. With the formal
announcement, IMI will get a $18 million down payment, and hand over a bank
guarantee for the same amount to the Turkish Defense Ministry.
The deal is the single largest contract ever sealed by the defense
ministry. With the deal, security exports will top $3 billion this year, a
record for Israeli defense exports.
IMI faced tough competition from the largest tank manufacturers in the
U.S., Germany, and France in a five-years race for the deal, which broached
two alternatives; either buying a new tank system from scratch or renewing
the existing fleet. While the Turks deliberated, strategic and defense ties
between the two countries were strengthened.
The real flowering of the Turkish-Israeli relationship became evident in
1997, with a deal for the Israel Aircrafts Industry to upgrade two
squadrons of F-4 Phantoms, for $600 million. That deal was followed up a
few months later with a similar one to upgrade F-5s for $76 million. That
year Israel and Turkey began joint naval exercises, along with the U.S.
Sixth Fleet.
The relationship extended to Turkey opening its air force bases to Israeli
air force pilots - and the Israeli defense establishment showing off
advanced weapons technologies to Turkish defense officials. Gradually,
Turkey became Israel's largest customer for Israeli defense technologies.
The relationship with Turkey underwent a test two years ago with the
outbreak of the intifada. The negotiations for the tank deal slowed down,
and a year ago another crisis broke out when the Turks said Israel was
asking for too much money in the deal. Gradually, the price dropped from
nearly $1 billion to $687.5 million.
Defense Ministry policy deputy director-general Amos Yaron is to refuse any
deal that is not profitable. "We'll make do with IMI not losing money in
the deal ... which is of strategic importance for Israel," said a senior
ministry source, admitting the profit margin for the deal is slim. But
there is potential for profit down the road.
The Turkish armored corps will want to improve the tanks even further, and
after the first batch are upgraded, Turkey will want, it is believed, to
upgrade more Pattons. Indeed the program could go on as long as 10 years.

By the way, you might also research the advancement that Israeli engineers have made on US weapons. We benefit from their research.
One more thing. You know all the bad stories about the actual performance of the Patriot missiles in the last ME war. Well, look up the Israeli version. The Arrow. It's history and performance reports are available on line. While the US has had its hands tied by treaty on an effective anti-ballistic missile system, our Israeli allies have had no such constraints. Now the US is releasing a NEW Patriot system. Oh come on Mutt, the above is a very brief and one sided view on the Arrow missile system, Like you though I would advise people look on the net theres plenty on the Arrow system including the DOD site.
The Arrow system is not Israli it was a joint system, and you know it, 78 percent funded by the USA.
Which begs a question, if the USA had constraints imposed on it, was it very ethical to then supply Isreal with the major funding for the project?
